On 3rd February 2003 Railtrack officially changed its name to
Network Rail. Railtrack Company Standards will now be officially
known as Network Rail Company Standards. Newly published standards
from April 2003 will reflect this name change. All existing
standards are still valid and will be changed as and when the

1. About this catalogue Welcome to the Network Rail Catalogue of
Company Standards, it is divided into 4 sections:
Section 1: This introduction, including a How to use this
catalogue gives the user information on the Company Standards
numbering system and the process for ordering documents.
As a result of customer concerns over numbering change, and the
suspension of the Project Release project, we will revert to the
numbering system as at June 2000. Standards given the new numbers
from June to October 2000 will not be renumbered. If you have any
queries please contact the Business Standards Team on 020 7830 5687
(085 75687).
Section 2 is the Category Index of Network Rail Company
Standards which lists all the
o Specifications, o Product Specifications, o Procedures, o
Codes of Practice, o Work Instructions, o Guidance Notes, o Special
Inspection Notices
by Directorate, Discipline and then by number, title, issue and
authorisation. There is also a list of changes from the previous
issue, and all standards that have been deleted in the last 14
months.
The Category Index of Network Rail Company Standards is divided
into the following Directorates:

Estates o Safety & Compliance
Product Specifications are grouped separately, in numeric order,
for ease of reference. Each Directorate is divided into
recognisable sections (e.g. Civil Engineering; Operational Safety
Policy, etc.) with a summary of each document to assist the user in
identifying standards applicable to their business. In addition,
you will find information on the mandatory requirements for each
Company Standard as well as information relating to compliance,
where applicable.
Section 3: A Reference Guide to Group Standards is a quick
reference for users, which shows an up-to-date listing of Railway
Group Standards at present in force. For further information
contact the Rail Safety & Standards Board Enquiry Desk on 020

Section 4: Railway Group Standards and Catalogue Index. This
section contains a listing of the Railway Group Standards retained
by Network Rail, and finally an Index to this catalogue.

DEFINITION any Specifications These set mandatory requirements
upon Network Rail s employees, and also, when
designated in an agreed contract or lease, upon contractors or
tenants. They may contain procedural requirements. They require a
formal remit, a Business case and Stakeholder Review.
any Product Specifications These have a special status in that
applicants for product acceptance shall: demonstrate compliance
with the Product Specification; or
demonstrate that their product has equivalent performance to
that required by the Product Specification and is thus
acceptable.
They do not require a Business Case, but require a formal remit
& Stakeholder Review.
any Procedures These set mandatory requirements upon Network
Rail employees only. They are not always procedural in nature.
These procedures may be incorporated in contracts under the
authority of a Network Rail Designated Employer s Representative.

Network Rail Company Codes of Practice These Non-Mandatory
Documents communicate good practice for use by Network Rail s
employees and contractors. An alternative practice that achieves
the same goals may be adopted provided that adequate records are
kept, although prior acceptance by Network Rail may be required.
Further advice is available from the Standard Owner. They require a
formal remit & Stakeholder Reviewed only.
Network Rail Company Work Instructions These are Network Rail s
equivalent of Specified Operations Publications. They are mandatory
and specify actions to be undertaken by employees of Network Rail
and others to ensure safety while working on Network Rail
Controlled Infrastructure. They differ from Company Specifications
in that they are task-based. These require a formal remit,
stakeholder review and a business case.
Network Rail Company Guidance Notes These are intended to
provide information for Network Rail and others on the basis of
past experience and knowledge. They are advisory documents and do
not necessarily represent best practice. They do not require a
Business Case or Stakeholder Review.
Rapid Response The Rapid Response Procedure shall enable Network
Rail to authorise Standards Change which are required more urgently
than the usual procedures would permit.
The Rapid Response Procedure may only be used where both the
following criteria are met:
either there is:
o an immediate threat to safety, where safety would be
prejudiced through delay arising from the usual procedures; or
o a time critical non-safety issue which cannot readily be dealt
with via the usual procedures or a non-compliance; and
the solution which constitutes the Standards Change is readily
apparent.
Standards Change issued under the Rapid Response Procedure shall
have an
applicability of one calendar year from Implementation Date.
Within 2 months of the Implementation Date, the Sponsor shall
regularise the
Standards Change issued under the Rapid Response Procedure
through the usual procedures.
1.1.3. Quick Find Using the Index
If you have a document you want to find the status of, the
quickest way to find your document is to look in the Index at the
end of the catalogue. All current standards are listed, along with
the page number where you will find more information on that
document.
1.1.4. Referenced Documents
Some Network Rail Company Standards grant mandatory or advisory
status to other documents produced by Network Rail or other
organisations. Referenced Documents include a wide range of
documents inherited from the former British Rail Board (BRB) or
developed by Network Rail, e.g. Signalling Special Inspection
Notices (SINs), Railway Executive Permanent Way (REPW) drawings,
and the Overhead Line Equipment Master Index (OLEMI).
Referenced Documents derive their authority from Network Rail
Company Standards and therefore shall only be applied in the
circumstances and to the extent shown in any relevant Network Rail
Company Standard.
1.1.5. Coloured Pages
Some documents contain coloured pages, and these are marked
where relevant. These colour pages may be purchased separately from
the Rapidoc Document Centre. Please see the section on ordering

1.1.6. Compliance and Implementation
Each Mandatory Network Rail Company Standard remains in force
and has to be complied with until replaced or withdrawn.
The issue of a replacement standard does not necessarily cancel
a previous issue until the Implementation period has been completed
and the Compliance date reached. This is normally at least two
months from the issue date of a Network Rail Company Standard. This
applies to re-issues of existing standards as well as replacements
and deletions.
To assist users, the catalogue entry for a superseded standard
will henceforth show the standard that replaces it, and vice versa.
Users will thus be able to see not only the standard to which they
presently work, but also which standard they will need to follow in
future. An example is shown below:

The current standard is shown in (grey), indicating that the new
edition, shown in black, will supersede it.
For reasons of clarity, this approach has been confined to the
catalogue (paper and electronic versions), and does not appear in
the menu pages of the CD-ROM.
1.1.7. Technical Standards for Inter-operability.
Technical Standards for Inter-operability (TSIs) are derived
from the following two pieces of European Union legislation:
z Directive 2001/16/EC on the Interoperability of the
Trans-European Conventional Rail System; and
z Directive 96/48/EC on the Interoperability of the
Trans-European High Speed Rail System.
There is currently a major piece of work in hand by Rail Safety
and Standards Board to identify any issues or conflicts between
TSIs for High speed and RGSs (Railway Group Standards). The
objective is to resolve or remove any conflicts where possible by
amending the RGS. It is anticipated that this work will generate a
significant amount of work on RGSs.
Where this work identifies such issues, it is the Rail Safety
and Standards Board intention to publish the identified conflicts
in a Railway Group Guidance Note (GN/GE8550) in order to provide
guidance to the industry pending the resolution of the conflict and
amendment of the RGSs.
RGSs are classified as being subordinate.
1.1.8. Notified National Standards
All notified standards in this catalogue are marked as in the
left hand column.
1.1.9. Direct Maintenance Supplementary Instructions
Following Network Rail s decision to bring certain track
maintenance jobs in-house a number of standards are being
incorporated into a new catalogue (RT/LS/CAT007), marked thus: ,
containing supplementary information. It is essential that you
first read and understand the supplement pertaining to the standard
before proceeding to the standard. You must then apply the
requirements of the supplement to the standard.
With regard to Direct Maintenance Transition, a new catalogue,
RT/LS/CAT007 'Direct Maintenance Supplementary Instruction
Catalogue' has been introduced. This catalogue contains a suite of
Direct Maintenance Instructions, which necessarily modify existing
Company Standards where they do not currently cover maintenance
undertaken directly by Network Rail employees. The changes required
are minor and there is no material change to the technical
requirements of the Company Standard. A Direct Maintenance
Supplementary Instruction holds the same status as the Company
Standard it modifies.
The Supplementary Instructions will be superseded after the
modifications have been made to the relevant standards.
