Civil Rights leaders National education Policy SUMMITIn order to
effect significant change in education and close the achievement
gap, key constituencies, including African American civil rights
leaders, must support this movement for reform. It is imperative
that our community leaders advocate for education reforms that
ensure high quality education for our African-American children.
STAND UP and StudentsFirst are hosting this one-day Civil Rights
Leaders National Education Policy Summit to engage civil rights
leaders in an important dialogue about the education crisis facing
our children and how we can unify to advocate for policies that
push for change. Register for the conference today and join this

THE ISSUEA quality education system is transformative. It
affects an entire communitys economic vitality, public safety,
health, and quality of life. Research shows that society benefits
by approximately $127,000 for each new high school graduate due to
additional taxes paid and money saved on crime-related costs.
Further, a college graduate makes $1 million more during the course
of his/her career than a high school graduate. But the US is
lagging behind in its public education system. In an assessment by
the Organization for Economic Cooperation and Development, the US
only ranks 14th in reading, 17th in science and 25th in math among
34 industrialized countries. The situation is even more dismal for
our students of color. A 2009 US Department of Education report
found that since 2005, there has been no significant change in the
Black-White gap for 4th grade mathematics and 8th grade reading.
Moreover, studies have shown that minority students are more likely
to attend lower performing schools. The crisis facing our children
and our country is clear. We can and we must do better. We have the
resources and the know-how needed to educate all our children. We
should utilize those resources to their fullest potential to ensure
that we are providing all children with equality of
opportunity.

STAND UP and StudentsFirst have partnered to help grow a
national movement that will focus our nations education policy on
whats best for students. By advocating for common sense education
policies, this movement of parents, teachers, students and
concerned citizens will work together to ensure all our students
have great schools and great teachers, teachers get the respect
they deserve, families have a say in the quality of their schools,
and our tax dollars
are spent on what works for kids.

Mayor Johnsons vision is for Sacramento to become a city that
works for everyone. He strongly believes that in order to be a
great city, you have to have great schools and is committed to
identifying ways to strategically drive education reform locally
and across the nation. During the first three
years of his administration, Johnson has accomplished a number
of objectives in his ambitious plan to ensure that all students
have the opportunity to attend excellent public schools and is
being referred to nationally as
the education mayor.
Mayor Kevin Johnson is a leader among Mayors and seeks to
encourage mayors to take an involved role
in their public schools. His leadership in education reform led
to his election to national leadership posts as the Second Vice
Presidency of the US Conference of Mayors (USCM), appointment to
First Vice President of the National Conference of Black Mayors
(NCBM) and Chair of Secretary Duncans Mayors Advisory Council. He
will become one of Americas top mayors as he assumes the Presidency
of NCBM in 2013 and the Presidency of USCM in 2014. Recognizing
that California educates one out of every eight public school
students in the United States, Mayor Johnson helped form and now
chairs the CA Mayors Education Roundtable (CMRT), a collection of
over thirty mayors in California who convene regularly to discuss
education reform issues in California.
In Sacramento, Johnson has carried out numerous city wide
initiatives to achieve his goal of guaranteeing access to excellent
public schools for every child in Sacramento. He established a City
Schools
Collaborative, which aligns efforts of the five area
superintendents with city services to carry out educational
initiatives. He formed STAND UP for Great Schools, a 501c3
organization focused on education reform
and community involvement in education. He launched a citywide
initiative, Sacramento READS! Literacy by Third Grade Campaign,
aiming to make Sacramento the first city in the country where all
students
are reading at grade level by third grade. His efforts to
promote literacy by third grade have been lauded nationally by the
Annie E. Casey Foundation, which formed the National Campaign for
Grade Level
Reading in 2011 to address the literacy crisis. A strong
believer in public-private partnerships, Mayor Johnson has been
able to marshal tremendous private resources to education. He
raised nearly $7M in philanthropic support to bring innovative
programming to Sacramento, including $4M to become the 22nd site of
City Year, and $2.6M to become Teach For Americas 44th region.
Johnsons dedication to education began long before he started
his tenure as mayor. Upon retiring from the NBA after 12 seasons
with the Phoenix Suns in 2000, he returned to his Oak Park
neighborhood in
Sacramento to serve as the CEO of St. HOPE, a non-profit
community development organization he
founded in 1989 to revitalize inner-city communities through
public education, economic development,
civic leadership and the arts. To address a shortage in quality
schools in Oak Park, he founded St. HOPE Public Schools, a preK12th
grade charter school system. PS7 (grades K-8) has demonstrated a
reverse
achievement gapwhere socioeconomically disadvantaged black
students outperform their more affluent
white peers and is considered one of the top schools in the
state. In 2009, PS7 was recognized as a California Distinguished
School, and in 2012, PS7 was awarded the Hart Vision Award for
Charter School of the Year for Northern California. In 2012,
Sacramento High School, one of the first successful transformation
schools
in the country, has seen a significant improvement in academic
achievement since re-opening as a charter
school in 2003 with a 210 point increase in API and a four-year
college acceptance rate of nearly 90%. The school earned a Pillar
of Promise Award for Excellence in the Commitment of Providing
Effective Education
from the Americas Promise Alliance in October 2010.
Mayor Johnson is a graduate of the University of California,
Berkeley (B.A., Political Science). He served on the Board of
Directors for LISC National, Teach for America, the CA Charter
School Association, the UC Berkeley Foundation, the Institute of
Governmental Studies National Advisory Council, the Black
Alliance
for Educational Options and the Harvard Divinity School SLI
Advisory Board. His concern and compassion for children and
education prompted President George Bush to honor Johnson with the
411th Point of Light.
In addition, Johnson was selected as one of the 15 Greatest Men
on Earth by McCalls Magazine and has
received the NBAs J. Walter Kennedy Citizenship Award, the Good
Morning America Award from Sports
Illustrated, the Most Caring American award by the Caring
Institute, and induction into the High School Hall of Fame, Bay
Area Sports Hall of Fame, World Sports Humanitarian Hall of Fame in
Boise, Idaho, and
the Pac-10 Hall of Fame.
Elected in November 2008, Kevin Johnson is the 55th mayor of
Sacramento and the first African American to serve in this
office.
As mayor,Johnson has made educationa top priority and is a
tireless advocate for children.

Dear Civil Rights Leader:
As an African American leader in the community, I would like to
invite you to a Civil Rights
National Education Policy Dialogue to be held Saturday, October
6, 2012 from 9:30 a.m. to
4:00 p.m. at the Marriott OHare in Chicago, Illinois. This
convening will bring together African American civil rights leaders
from around the country for a special gathering to discuss
the leadership role of the civil rights community in addressing
the education crisis facing our
children.
We share a strong history of fighting for equal rights and
advocating for educational access as a
people. While we have made great progress, our students continue
to be denied access to a
quality education. Our students are less likely to be taught by
a highly effective teacher and have
less access to rigorous course content.
These inequalities perpetuate the achievement gap and ensure our
children are left behind. In
recent years, while 78% of white students graduated from high
school, only 57% of black and
Latino students received their diplomas. On average, African
American high school seniors
perform math and read at the same level as white eighth graders.
As a result of an ineffective
system, our children are not able to realize their true
potential.
It is imperative that African American leaders stand at the helm
of this civil rights movement for
education reform. It was the leadership of our civil rights
activists that guided us in times past.
We need your leadership again today. Our President has pointed
us in the right direction by
creating a new White House Initiative on Educational Excellence
for African Americans. Now is
the time for us to advocate together for education reforms that
ensure a high quality education for
all of our children.
While many of our leaders are working on this important issue,
our impact will be greatest when
we find common ground and stand united in a call for change.
This conference will provide an
opportunity to work together to develop a national education
policy action plan for closing the
achievement gap. Your participation is essential.

funds and chose Sacramento as one of their focus area. They will be
doing training with church leaders on Dec 12. They have also
registered to attend the Mayors Education Tour at the Guild that

& Philharmonic and Elaine Abelaye-Mateo, Board Member
They are changing the paradigm to a community service model that
includes the big venues as well as small forums. They are reaching
out to young people and will be reaching out to over 1500 students
in Title I schools to expose them to the opera and philharmonic.
They have a performance Feb 13-Mar 2 with world renowned AA singers
that would be great to get in front of kids and the community.
Suggested Indivizible and will refer to 100 Black Women and Links.
The singers are: Kristen Lewis and Tishina Vaughn. They would like
for OMKJ to help promote and leadership from the Mayor in
promotion.
4. Metro Chamber Expect a call from Martha Lofgren regarding the
Metro Chamber would like to honor you with an award at their Annual
Dinner on January 31, 2014.
5. Michael Alcalay wants you to be the sole elected official to

ARTOBER GENERAL DESCRIPTION
ARTober is a month-long celebration of the arts that puts a
spotlight on the talent and creativity of artists throughout the
region. As part of National Art & Humanities Month, the
Sacramento Metropolitan Arts Commission (SMAC), the Sacramento
Convention and Visitors Bureau (SCVB), Sac365, and For Arts Sake
(FAS) collaborate to bring attention to over 150 art events taking
place during the month of October. Throughout the month the public
can experience and participate in art events, performances, and
free family activities including exhibitions, poetry slams, art
festivals, concerts, musicals, and plays. A web site has been
dedicated to the month long celebration and it includes up-to-date
event listing and details. The public is encouraged to visit the
site daily to find new art experiences to participate in.

Mayor Kevin Johnson Biography
Kevin Johnson was elected as the 55th mayor of the City of
Sacramento in November 2008 and re-elected to a second term in June
2012. He is the first African American to be elected to the office.
His vision is for Sacramento to become a city that works for
everyone. Since taking office, Mayor Johnson has embarked on an
ambitious plan to reshape how city government serves the citizens
of Sacramento. His top priorities include improving public safety,
creating jobs and economic development, launching green and
sustainability initiatives, reforming public education, promoting
good government and enhancing the quality of life for all
Sacramentans. Beyond his policy goals for Sacramento, Mayor Johnson
is committed to elevating Sacramento's profile as the capitol city
of California - the 8th largest economy in the world. To that end,
the Mayor has taken on a range of national leadership positions,
including his current roles as President of the US Conference of
Mayors, President of the National Conference of Black Mayors, Chair
of US Secretary of Education Arne Duncan's Mayors Advisory Council,
and Chair of the National Resilient Communities for America
Campaign. Before taking public office, Mayor Johnson led a diverse
career as a professional athlete, entrepreneur and nonprofit
executive. Johnson served as Chief Executive Officer of St. HOPE
(Helping Others Pursue Excellence), a nonprofit organization he
founded in 1989 and led until January 2008. Originally focused
around providing afterschool programs to at-risk youth in the
Mayors native Oak Park neighborhood, St. HOPE expanded to pursue a
broader program of urban revitalization through public education,
civic leadership, economic development, and the arts. Today St.
HOPE consists of three divisions: St. HOPE Academy, St. HOPE
Development Company, and St. HOPE Public Schools. In his prior
career, Johnson played professional basketball in the National
Basketball Association. After earning a B.A. in Political Science
from the University of California at Berkeley, he was drafted as
the 7th pick in the 1987 NBA Draft by the Cleveland Cavaliers. He
went on to play twelve seasons with the Cavaliers and Phoenix Suns,
earning honors as a three-time All-Star, and five-time selection to
All-NBA teams. The Mayor was inducted into the Phoenix Suns Ring of
Honor in 2001, and is a member of the UC Berkeley Athletic Hall of
Fame, Pac-10 Hall of Honor, Sacramento Sports Hall of Fame, Bay
Area Sports Hall of Fame, Sac-Joaquin Section Hall of Fame,
National High School Hall of Fame, and World Sports Humanitarian
Hall of Fame. Mayor Johnson has served on the Board of Directors
for LISC National, the California Charter School Association, the
UC Berkeley Foundation, Teach for America, the Institute of
Governmental Studies National Advisory Council and the Harvard
Divinity School SLI Advisory Board. His concern and compassion for
children and education prompted President George H. W. Bush to
honor Johnson with the 411th Point of Light. In addition, Johnson
was selected as one of the 15 Greatest Men on Earth by McCalls
Magazine and has received the NBAs J. Walter Kennedy Citizenship
Award, the Good Morning America Award from Sports Illustrated, NCAA
Silver Anniversary award, and the Most Caring American award by the
Caring Institute. Mayor Johnson has appeared on several national
television programs including CNN Newsroom, The Oprah Winfrey Show,
Dateline NBC, Larry King Live, The Colbert Report, Fox Business
Network, and Tom Brokaws American Character.

Congrats on exceeding the enrollment goal for ACA! Our office
and all of the NCBM mayors are veryexcited about this important
accomplishment. Thank you also for partnering with us on the
NCBMOutreach and Enrollment Initiative.
I also wanted to update you on our internal NCBM efforts. As you
may be aware, Mayor Johnson hasbeen leading a turnaround effort
over the last 10 months to restore transparency and accountability
toNCBM. Last week, an Atlanta court ruled completely in favor of
Mayor Johnson and the board in adispute with the former executive
director, Vanessa Williams, who was terminated in September 2013for
misconduct. We can now move forward, without any doubt or
confusion.
Unfortunately, we learned that the prior to the court ruling,
Ms. Williams, was working with officials inBermuda to host an
unauthorized conference in the name of NCBM. It has been advertised
that theFirst Lady would be attending the purported conference in
Bermuda to be held in October, which weknow would not be true. Our
lawyers are actively engaged with Bermuda officials on this matter,
but Iwanted to bring it to the attention of your office.
We look forward to continuing to partner with you. Please let me

Or any concerns about using city staff get involved in the
politics of the NBA and theNBA players association?

!!!Dear!Birmingham!Leader:!!As!President!and!First!Vice!President!of!the!National!Conference!of!Black!Mayors,!we!would!like!to!invite!you!to!the!Birmingham)Leaders)Education)Policy)Summit!to!be!held!Tuesday,)November)12,)2013)from)12:00)to)5:00)p.m.!at!the!16th)Street)Baptist)Church.!This!convening!will!bring!together!African!American!leaders!to!discuss!how!we!can!work!together!to!address!the!education!crisis!affecting!our!children.!!The!African!American!community!shares!a!strong!history!of!fighting!for!equal!rights!and!educational!opportunity.!While!we!have!made!great!progress,!our!students!continue!to!be!denied!the!quality!education!they!deserve.!Our!students!are!less!likely!to!be!taught!by!a!highly!effective!teacher!and!have!less!access!to!rigorous!course!content.!!These!inequalities!perpetuate!the!achievement!gap!and!allow!our!children!to!be!left!behind.!In!Alabama,!black!4th!graders!are!more!than!three!times!as!likely!to!fail!to!read!at!grade!level!and!more!than!four!times!as!likely!to!fail!to!reach!math!proficiency!as!their!white!peers.!Less!one!in!ten!black!4th!graders!perform!math!at!grade!level.!Most!of!these!students!will!never!catch!up,!and!many!drop!out.!In!Birmingham,!almost!half!of!all!9th!graders!fail!to!graduate!in!four!years.!Something!must!be!done,!and!the!African!American!community!must!lead!the!charge.!!As!we!commemorate!the!50th!anniversary!of!the!Birmingham!Civil!Rights!Movement!and!the!bombing!at!the!16th!Street!Baptist!Church,!we!recognize!that!education!is!the!civil!rights!issue!of!our!generation.!Now!is!the!time!for!us!to!come!together!in!a!united!movement!for!education!reform.!It!was!the!leadership!of!our!pastors,!civil!rights!activists!and!community!leaders!that!guided!us!in!times!past.!We!need!your!leadership!again!today.!!We!hope!you!can!join!us!on!November!12th!for!this!important!event.!Please!RSVP!by!November!4th!using!the!enclosed!registration!form.!!!!!!The!Honorable!William!A.!Bell!Mayor!of!Birmingham!First!VP,!National!Conf.!of!Black!Mayors!

William A. Bell, Sr Mayor City of Birmingham
Honorable William A. Bell, Sr. was sworn in on Tuesday, January
26, 2010 as the 33rd Mayor of the City of Birmingham. He was
inaugurated to the Jefferson County Commission on November 12,
2008. On that day he was also elected to serve as President Pro-tem
for the County Commission. He leads the County Commission in the
Departments of Health and Community Services and District One.
During his tenure on the Commission, he was responsible for the
Department of Health and Community Services. This department
included the Jefferson Rehabilitation and Health Center, Cooper
Green Hospital, Coroner, Central Laundry, Community Development,
Economic Development Workforce Development. Mayor William A. Bell,
Sr. was a city councilman for District 5 City Council seat
returning in November 2005 after a short absence that interrupted
a
political career that spanned 22 years. In 1985 during his third
term, he was elected by his fellow council members to serve as the
first African-American President of the Birmingham City Council. He
was again chosen as Birmingham City Council President in 1987 and
1997. In 1999, he also served as Interim Mayor of Birmingham. As
one of the longest serving public officials in the City of
Birmingham, Councilor Bell was instrumental in implementing the
council consent agenda, which allowed the Council to approve with
one vote any item that was non-controversial. With senior citizens
in mind, he also assisted in funding a fitness track around Legion
Field as well as a mini park. Councilor Bell is also responsible
for the first Hope VI Project in downtown Birmingham that
transformed a local inner city housing development into an
affordable, mixed housing community. He also has generated more
than $197 million dollars for Birmingham schools. The University of
Alabama at Birmingham also received more than $87 million for
capital improvements during Councilor Bell's tenure. Mayor Bell is
a graduate of the University of Alabama at Birmingham where he
received his Master's Degree in Psychology and Guidance Counseling.
He also holds a Doctorate in Jurisprudence from Miles Law School.
Mayor Bell has extensive professional experience in community and
economic development in both the public and private sectors. Mayor
Bell believes that he is first a servant of God and second, a
servant of the people. Dr. Bell has been married for more than 37
years to Dr. Sharon Carson Bell and has 2 children, Judge Tony Bell
who is married to Dr. Emily Bell and they are the proud parents of
William Anthony Bell, III also known as Trey. The Bells also have a
daughter Jillian who is an actor in New York. Both children are
graduates of Ramsay High School and The University of Alabama.

Kevin M. Johnson Mayor City of Sacramento
Elected in November 2008 and reelected in 2012, Kevin Johnson is
the 55th mayor of Sacramento and the first African American to
serve in this office. Mayor Johnsons vision is for Sacramento to
become a city that works for everyone. As mayor, Johnson has made
education a top priority and is a tireless advocate for Sacramento
children. He strongly believes that in order to be a great city,
you have to have great schools and is committed to identifying ways
to strategically drive education reform. During his first term,
Johnson accomplished a number of objectives in his ambitious plan
to ensure that all Sacramento students have the opportunity to
attend excellent public schools and is being referred to nationally
as the education mayor.
Key accomplishments to date: Elected in 2013 as President of the
National Conference of Black Mayors Currently serving as First Vice
President of the US Conference of Mayors Currently serving as the
founding chair of U.S. Secretary of Education Arne Duncans Mayors
Advisory
Council and former founding Chair of the U.S. Conference of
Mayors Education Reform Task Force Hosted major education summits
that brought nationally renowned education innovators to
Sacramento
including: U.S. Secretary of Education Arne Duncan, Governor
Arnold Schwarzenegger, Mayor Cory Booker, New York Chancellor Joel
Klein, former DC Public Schools Chancellor and StudentsFirst
founder Michelle Rhee, and Teach For America founder Wendy
Kopp.
Established a City Schools Collaborative, which aligns efforts
of the five area superintendents with city services to carry out
city wide initiatives
Formed STAND UP for Great Schools Sacramento, a 501c3
organization focused on accountability for results, excellent
teachers and school leaders, an engaged community, educational
options, and effective policy
Launched a citywide campaign- Sacramento READS! Third Grade
Literacy Campaign, aiming to make Sacramento the first city in the
country where all students are reading at grade level by third
grade
Johnsons dedication to education began long before he started
his tenure as mayor. Upon retiring from the NBA after 12 seasons
with the Phoenix Suns in 2000, he returned to his Oak Park
neighborhood in Sacramento to serve as the CEO of St. HOPE, a
non-profit community development organization he founded in 1989 to
revitalize inner-city communities through public education,
economic development, civic leadership and the arts. To address a
shortage in quality schools in Oak Park, he founded St. HOPE Public
Schools, a preK 12 charter school system. PS7 (grades K-8) has
demonstrated a reverse achievement gapwhere socioeconomically
disadvantaged black students outperform their more affluent white
peers and is considered one of the top schools
