I am pleased to present the Annual Report 2018-2019 of The Hong Kong Association of Speech Therapists (HKAST).

Owing to the growing number of speech therapy graduates from local accredited institutions, the total number of full members of HKAST reached the maximum of 827 in 2018-2019. Including associate members, overseas members and student members, we serve a total of 897 members. All these figures are record highs since the establishment of HKAST.

We witnessed the expansion of speech therapy profession in Hong Kong this year, thanks to the enhancement of speech therapy service in mainstream schools and in residential care homes for the elderly in community. We are pleased to observe a significant growth in demand for speech therapists. We held meetings with different related parties to express members’ concern towards new policies. Concurrently, HKAST organised workshops and local seminars to enhance the professional knowledge for fellow members. We also filmed several educational videos and organised a successful exhibition to raise public awareness towards speech therapy.

It has been nine years since I first joined the Committee of HKAST, and I am pleased to serve as the chairperson in HKAST for the fifth year. Above all, I would like to express my heartfelt gratitude to my fellow Committee members, who devoted much of their precious time into HKAST, and to all members who have participated in our events and continuously supported HKAST.

My vision remains unchanged in HKAST: To serve the public passionately with the speech therapy profession, and to unite all speech therapists in Hong Kong.

Indifference, Temper Tantrums and Meltdowns? Autistic Behaviours and The Reasons Behind 7 NOV 2018We were honoured to have Dr. Renee Ip to be our speaker. She has shared her expertise in Autism Spectrum Disorder and intervention approaches. Around 100 speech therapists attended the workshop and all the participants enjoyed the workshops and the practical sessions very much.

Introduction to PROMPT Technique Workshop 2 – 4 DEC 2018

The Introduction to PROMPT Technique Workshop was successfully held on 2-4 December, 2018. We were honoured to have invited instructors from the PROMPT Institute, Ms Kathryn Daniels and Ms Maria Jerilee F. Casas, to be our speakers. All participants were enthusiastic in the workshop, especially the practical sessions.

PROFESSIONAL DEVELOPMENT EVENTS

Survival Guide for Speech Therapists in Residential Care Homes for the Elderly (RCHES) 28 MAR 2019This year we were honoured to have two local speakers to share with us their expertise and valuable experiences. Mr. David Chow and Mr. Joshua Lai shared their expertise in working with the geriatric population and managing patients with dysphagia. Over 110 participants attended and the feedbacks were very positive.

Venturing Into The Autistic Inner World: Understanding, Responding, and Managing Through Application of Counselling 21 JUN 2019Dr. Renee Ip shared her fascinating and valuable experiences on counselling for clients with Autism Spectrum Disorder on 21 June, 2019. Pleasing and promising feedbacks were received. More than 110 participants attended the seminar. The sharing of clinical experiences, insights on training directions and examples were most cherished by participants.

PUBLIC AWARENESS

Educational VideosTo promote the roles of speech therapists in the management of different diseases and disorders, last year, HKAST has filmed two educational videos on topics of “Speech Therapy on Parkinson’s Disease” and “Speech Therapy on Language Disorders after stroke”. They were published on HKAST’s website, Facebook page and YouTube channel last year. This year, we have filmed three more educational videos covering “Speech Therapy on Dyslexia”, “Speech Therapy on Hearing Impaired Children” and “Speech Therapy on Pediatric Language Impairment”. The first video was published, and the rest will be published at the end of this year. We would like to thank everyone who has involved in and supported the filming of these videos, in particular the patients for their sincere sharing in the videos, and the photographers who gave us feedback on filming and editing of the videos.

PUBLIC AWARENESS

Speech Therapy Community Campaign 2019To increase the awareness on speech therapy in society, HKAST organised a fair in Discovery Park, Tsuen Wan on 1st September 2019. The fair included game booths and information boards to enable the public to understand speech therapists’ work. Souvenirs were designed and produced for distribution as well. Feedback from the public was positive. We hope that the awareness towards speech therapy could be enhanced in society through similar events.

Response to Chief Executive’s Policy

Address 2018In the HKSAR Chief Executive’s Policy Address 2018, the government continued to commit and allocate resources for enhancing speech therapy services in the community. In response to the Policy Address, HKAST had issued and sent out a response statement to related parties.

香港言語治療師協會對《行政長官 2018年施政報告》的回應 專業認證和規管

行政長官在施政報告中表示正積極跟進於 2017年公布的「醫療人力規劃和專業發展策略檢討」報告,

在未來完成及檢討「認可醫療專業註冊先導計劃」,以及研究就如何為已獲認可的相關專業制定法定註

冊制度。

言語治療師是首個在「認可醫療專業註冊先導計劃」中獲得認證的專業。我們認同並讚許政府一直以來

的努力,但我們重申先導計劃是保障市民健康的第一步,政府必須繼續研究為醫療專業制定法定註冊制

度。

到校學前康復服務計劃

社署由 2015年 11月起推行「到校學前康復服務試驗計劃」。施政報告表示試驗計劃成效顯著,並獲家

長和幼兒老師充分肯定。政府會由今個月起把該服務恆常化,並把服務名額由約 3 000個增加至 5 000

個,以及於 2019年 10月進一步增加至 7 000個。政府會增加到校學前康復服務的專業及支援服務,包

括增加言語治療師及社工的編制,以及設立流動訓練中心。

香港言語治療師協會對於服務恆常化表示贊同。我們感謝各治療師的努力,讓服務得到家長和老師的肯

定,為社會帶來實質的幫助。

公營普通學校開設校本言語治療師職位

政府由 2019/20學年起,將分三年在公營普通學校開設校本言語治療師職位,讓學校組成群組聘請校本

言語治療師,協助有言語障礙或其他有特殊教育需要的學生。

我們對開設校本言語治療師職位感到欣喜。近年來政府鼓勵融合教育政策,一些有言語障礙或特殊教育

需要的學生比以往容易升讀普通學校,然而融合教育政策的資源投放在普通學校中仍然相當不足夠。我

們期望是次政策能貫徹執行,確實加強對學生、家長和老師的支援。同時,我們亦建議政府與現正提供

校本言語治療的私人機構或相關言語治療師作更詳細諮詢,從而優化有關政策。

增加老人或殘疾人士的言語治療服務

行政長官在施政報告中表示,為讓照顧者可在專業人士的協助下繼續在家中照顧年老的殘疾人士,政府

會為老齡化或嚴重殘疾的服務使用者增加言語治療服務,以協助處理他們的吞嚥問題。

行政長官在 2017年施政報告提到的安老院舍言語治療服務即將開始。在安老院舍服務之外,我們期望

以上政策能為市民提供地理和時間上更彈性的言語治療服務,例如增設言語治療社區復康隊,為老人或

殘疾人士提供上門到戶服務,讓「居家安老」真正得以實現。

檢討安老院及殘疾人士院舍的註冊條例

勞福局局長羅致光博士在政府網誌中表示社會福利署正在檢討安老院及殘疾人士院舍的註冊條例。香港

言語治療師協會認為政府必須把言語治療師重新納入安老院及殘疾人士院舍的常規人手編制中,以協助

長者及殘疾人士復康,並為照顧者提供更全面的支援。

Response to Education Bureau’s policy to enhance

speech therapy service in mainstream schools

In the first quarter of 2019, the Education Bureau has announced the enhancement speech therapy service in mainstream schools by hiring school-based speech therapists. There had been discussions among local speech therapists towards this policy. HKAST helped to disseminate the notice of meeting, which was held by EDB to collect opinions from local speech therapists, to fellow members. HKAST representatives had a meeting with EDB officers to express fellow members’ concern towards the policy. A letter was also sent to the Secretary of Education as follows:

Language curriculumIn August 2019, in response to The Education Bureau’s proposal to review the assessments of Chinese Language in mainstream schools, HKAST had responded to the government’s proposal.

Certificate Course on Communication and Swallowing Development and Disorders in Children 2019

To promote the identification of communication and swallowing disorders in children, HKAST and The Federation of Medical Societies of Hong Kong (FMSHK) collaborated again this year to offer a 6-topic certificate course for various healthcare professionals in February and March. We would like to once again express our gratitude to the speakers: Dr. Carol To, Dr. Dustin Lau, Mr. Joshua Mak, Mr. Thomas Law and Professor Kathy Lee.

MEMBERS’ BENEFITS & SOCIAL EVENTS

E-eXpress Profession Indemnity InsuranceHKAST eXpress was sent out monthly to members via emails to update on recent activities, relevant continuing education events and job vacancies.

In 2018-2019, HKAST continued to collaborate with Charterlloyd Insurance Brokers Ltd to provide a Professional Indemnity Insurance package to our members, which protects speech therapists against any unfair allegation of professional misconduct at the hearing of professional association by support of legal presentation and its costs and expenses, which may be a huge sum of cost. Individual professional indemnity insurance is mandatory for speech therapists to register for Hong Kong Institute of Speech Therapists.

The Hearing Cup 2018The Hearing Cup 2018, organized by Hong Kong Society of Otorhinolaryngology, Head & Neck Sur-gery, was held in October, 2018. This year, HKAST and Hong Kong Society of Audiology formed a team and worked together to support this event.

Embossing WorkshopAn embossing workshop was successfully held on 30th April, 2019. Participants were taught to use different embossing techniques to press flowers on teapot, teacup and clock. All participants enjoyed the workshop and were satisfied by their own products.
