Request for proposal
ACTED is pleased to invite eligible organizations and
individuals to submit applications to organize effective campaigns
to promote protection-related topics contributing to the well-being
of the community. Applicants have to fill this request for proposal
form and submit it, along with supporting documentation, by email
to [email protected] or in person (in a sealed envelope) to
ACTED representativeofficein 8th floor,EshmounBldg, Damascus Road,
Sodeco, Ashrafieh, Beirut by COB of the 25 of January 2018.
Selected initiatives will be contacted within one month of the
submission of their proposal.
Section 1: Overview
ACTED is an international humanitarian NGO, founded in 1993,
which supports vulnerable populations, affected by humanitarian
crises worldwide. Present and registered in Lebanon since 2006,
ACTED provides continued support to vulnerable communities by
ensuring the sustainability of post-crisis interventions and
engaging long-term challenges facing our target populations, in
order to break the poverty cycle, foster development and reduce
vulnerability to disasters. Our interventions seek to cover the
multiple aspects of humanitarian and development crises through a
multidisciplinary approach which is both global and local, and
adapted to each context.
Section 2: Objectives of this funding opportunity
As part of the Regional Development and Protection Programme
launched by the Ministry of Foreign Affairs of Denmark, ACTED will
provide capacity-building trainings, protection-related training
curriculums and funding to 13 civil society organizations (CSOs)
working in the following areas: Al Mazraa, Ghobeiry, Chiyah, Bourj
El Barajne, Hay El Solom, Sin El Fil, Bourj Hammoud, Baysoor,
Barja, Wardeniyeh, Saida, Beb El Tebbene and Al Minieh.
The provision of grants to the CSOs will empower these
organizations to run clearly defined campaigns advocating for the
identified protection-related topics affecting vulnerable
populations. In doing so, the campaigns run by the CSOs will
contribute towards advocating for awareness, policy and practice
change at a national and local level, regarding key
protection-related topics affecting vulnerable populations. In
addition, this process provides the CSOs with hands-on experience
of applying for, managing and reporting on funding. ACTED will
closely monitor all CSOs in the implementation of their campaigns,
and provide feedback as necessary on any issues identified by ACTED
staff, in order to further build the capacities of the CSOs.
Indicative list of types of activities eligible under the
financial support:
Educational workshops
Multi-stakeholder conferences
Social media campaigns
Interactive and participatory events, such as group theatre/art
classes/community videos
Broadcasting e.g. television adverts, radio
adverts/appearances
Creation and publication of research papers
In addition, the CSOs selected will be invited to join one
Community of Practice (CoP) on an overarching thematic,
protection-related topic. A CoP is a network consisting of actors
working on topics of similar interests. The selection of the topic
for the CoP will be based on desk research, and consultations with
key protection stakeholders, including the CSOs and members of the
national and subnational Child Protection Working Groups and the
SGBV Task Force.
CSOs and SDCs will then be selected to participate in the CoP,
depending on their core mandate, their interest and capacity to
engage in the targeted topic. Through the CoP, three sub-thematic
workshops (split into one day per individual workshop, thus
totaling 3 days altogether) will be organized during the programme
duration for CSO members to meet and discuss challenges and
advocacy strategies within their respective topics, and improve
their networks, to build collective capacity for local and national
level advocacy and meaningful engagement with policy and legal
frameworks. During these workshops, national NGOs with high
capacity and understanding of these topics will also be invited to
provide short presentations on key topics such as legal frameworks,
policies, etc. to facilitate peer-to-peer learning. One CoP will be
set up consisting of at least 26 members (one member from each SDC
and CSO), and three workshops will be organized (of one day per
individual workshop) where all 26 members will be invited to
participate.
Section 3: Funding details and requirements
Grants will be awarded based on assessment for a value of up to
5,000 USD, based on the budget submitted. In order to improve the
sustainability of the project, ACTED will request for 0-10 %
co-funding from the grantees, depending on the capacity of the
grantees (co-funding might include office rent, electricity and
water fees and other materials). This will ensure better commitment
and ownership by the grantees over the action. Additionally, ACTED
will form a committee to review the applications and choose the
initiatives that meet the criteria requested. The 13 initiatives
will be chosen in order to receive financial support after
evaluating their organizational and administrative capacities.
Selected projects have to be implemented before May 30th 2018.
Applicants will be selected based on:
a. Their operational capacity (technical expertise and capacity
to implement such a campaign).
b. The relevance of the action and its integration among the
whole programmes targets
c. Relevance of the action to protection-related priorities and
potential of the campaign to raise awareness, and influence policy
and practice change at a national and local level, regarding key
protection-related topics affecting vulnerable populations.
d. The effectiveness and feasibility of the campaign, including
the ability to measure and report the expected results.
e. The cost-effectiveness of the campaign.
Section 4: Eligibility
4.1- Eligible applications
Only grassroots and community-based organizations working for
the interest and needs of the local community are eligible for
financial support. An official registration as an NGO or community
based organization will not be required. However, in case the
grantee is not yet registered, they will have to provide a clear
proposal and timeline for registration as an NGO or community-based
organization.
The sub grantees will be selected based on a call for proposals
for the 13 targeted areas above-mentioned. The priority campaign
issues identified in the call will be based on consultations with
key protection stakeholders, including CSOs, MoSA, SDC directors
and protection working group and sub-group actors, etc. to
determine priority issues. These may include topics such as child
marriage, child labor etc. Key actors will also be invited to
participate in the evaluation of the bids.
4.2- Eligible costs
Eligible costs include such expenses as:
personnel
travel and accommodations
materials
equipment
rent and utilities
evaluation/dissemination
other costs related to the approved project
The following activities and expenses are not eligible for
funding:
costs of ongoing activities for the organization
stand-aloneactivities, which are unrelated to the delivery,
evaluation and dissemination of the program or initiative
capital costs such as the purchase of land, buildings, or
vehicles
unidentified miscellaneous costs
renting charges for space and computer use when already owned by
the recipient organization
A detailed budget is required as part of the full proposal of
the application process (cf. template).
No project expenses may be incurred prior to the acceptance and
signature of the Third party Sub grant Agreement by all
parties.

Description of Budget Items
Personnel: Use this budget category for wages, salaries, and
benefits of temporary or permanent staff who will be working
directly for the applicant on the project.
Transportation: Use this budget category for the estimated costs
of transportation per diem for this project.
Equipment: Use this budget category for all tangible,
non-expendable (non-disposable) machinery, furniture, and other
personal property having a useful life of more than one year (or a
life longer than the duration of the project), and a cost of $500
or more per unit.
Supplies: Use this category for building, conservation, and
other materials that will be consumed (used up) during the course
of the project.
Contractual: Use this budget category for goods and services
that the applicant intends to acquire through a contract with a
vendor, such as catering, film-making, car rental, etc.
Other Direct Costs: Use this budget category for other costs
directly associated with the project, which do not fit any of the
other categories. Examples include shipping costs for materials and
equipment, and the costs of utilities (water, electricity,
Internet) required for the project.
Applicable taxes, if any, should be included as part of your
budget.
"Other" expenses must be explained.
"Cost Sharing" refers to contributions other than the ACTED
subgranting opportunity. It includes in-kind contributions such as
volunteers time, donated venues, admin support, etc. Counterpart
contributions by the involved organizations are encouraged and
funds or in-kind, such as staff time, space, etc., should be
mentioned in the estimated value of contribution.
