Why measuring Safety Performance?

• observe performance of operations

• identify and analyse undesirable trends in service

• establish basis to define safety targets

• define effective means to achieve an acceptable level of safety

• initiated corrective actions in an efficient and effective way

• Compare safety perfomance with identified hazards

• Easy to measure• Company or departement-

specific• Lagging and leading• Credible and accepted by staff• causally related to accident and

incident frequency and severity.

• include system failures as well as human error.

• include the whole spectrum of airside operations

To be avoided • Inconsistent definitions• Focus only on very few

indicators• only reactive, lagging indicators

(e.g. accidents, accident rates)• complex and impracticable• Based on incomplete or false

data• Benchmarking may result in a

distorted picture (different reporting thresholds)
