petitioners above named most

SHEWETH:
1. Your petitioners are citizen of India and residing at the address
given in the cause title above.
2. Your petitioners state that your petitioners have passed out
Higher Secondary Education with 50% and above marks and/or
Graduation and also have passed 2 years Diploma in Elementary
Education from Colleges recognized by National Council for Teacher
Education (hereinafter referred to as NCTE) and affiliated to the West
Bengal Board of Primary Education and are eligible for appearing in
Teacher Eligibility Test (hereinafter referred to as TET 2017.
True mark sheet of the petitioners are annexed hereto and
collectively marked with letter "P-1".
3. Your petitioners state that all of the petitioners have completed
the 2 years Diploma in Elementary Education Courses for the sessions
2018 -2020.
4. Your petitioners state that respondent no.3 vide a notification no.
1167/BPE/2017 have notified for conducting Teacher Eligibility Test
(TET) 2017 for classes I to V in terms of order of the Department of
School Education, Government West Bengal vide its memo no. 287-

SE/(EE)/10M-6/2009 Pt-I(TET) dated 17.04.2017 read with no. 343-
SE/EE/10M-6/2009 Pt-I(TET) dated 12.05.2017
True copy of the said notification is annexed hereto and marked with
letter "P-2".
5. Your petitioners state that in the said notification it was interalia
specified that only those persons who have acquired the academic and
professional qualifications specified in the NCTE-Notification dated
23.08.2010 are eligible to apply for the TET, 2017. In the said
notification it was further interalia provided that only students who
have appeared in the final examination of two years training course will
only be eligible to appear as pursuing students.
6. Your petitioners state that under the facts and circumstances of
the case a writ petition was filed before this Hon'ble High Court, praying
interalia for a direction upon the respondents pursuing students of
training course who have taken admission to allow them to sit for TET
2017.
The aforesaid writ petition was taken up for hearing when by an order
dated October 27, 2017 His Lordship the Hon'ble Justice Arijit Banerjee
was interalia pleased to pass following order:
Accordingly, without prejudice to the rights and
contentions of the parties in these writ petitions, the
petitioners are permitted to apply for participating in TET,
2017. The respondent authorities shall accept such
applications if made within the prescribed date. This will not
create any equity or right in favour of the petitioners and
this interim order is subject to the final result of the writ
petition. If the petitioners participate in TET, 2017, their
result will not be published without the leave of the Court.
Further, the benefit of this interim order shall be available

only to the petitioners who are before me by way of the
present writ petitions and to nobody else.
Subsequently the respondent authorities issued a notification
being Memo no. 2744/BPE/2017 dated 14.11.2017 modifying the
earlier notification to the effect of allowing all pursuing students of
training course to sit for TET 2017 and in view thereof, the
aforesaid writ petition was disposed off.

7. Your petitioners states that petitioners approached the
respondent authorities to allow them to sit for TET 2017 as they have
completed their training and since examination will be held on January
31, 2021, but the respondent authorities refused the prayer of the petitioners.
8. Your petitioners states that the respondent authorities has issued
a notification declaring that TET 2017 will be conducted on January 31,
2021 but surprisingly have not allowed the petitioners to participate in
TET 2017, although they are eligible.
True copy of the notification is annexed hereto and marked with letter "P-4"
9. Your petitioners state that eligibility criteria for appearing in TET
as stated in notification no. 1167/BPE/2017 dated 12th May 2017 in
terms of the order of the Department of School Education Government
of West Bengal vide a memo no. 287-SE(EE)/10M-6/2009 Pt-I(TET)
dated. 17th April 2017 read with memo no. 343-SE/EE/10M-6/2009 Pt-I(TET) dated 12th May 2017 and Memo No. 2552/BPE/ dated 9th
October 2017 is in absolute violation of the National Council for Teacher
Education (NCTE) guidelines dated 11th February 2011 being no. 76- 4/2010/NCTE/Acad and also in complete violation of notification dated 23rd August 2010 issued by the NCTE.

True copy of the said guideline and notification dated 23rd August 2010
are annexed herewith and collectively marked with letter "P-51).
10. Your petitioners state that notification no. 1167/BPE/2017 dated
12th May 2017 in terms of the Order of the Department of School
Education Government of West Bengal vide a memo no. 287-
SE(EE)/10M-6/2009 Pt-I(TET) dated 17th April 2017 read with memo
no. 343-SE/EE/10M-6/2009 Pt.-I(TET) dated 12th May 2017 and Memo
No. 2552/BPE/ dated 9th October 2017 issued by the West Bengal
Board of Primary Education has violated clause 5(ii) of the guideline
dated 11th February 2011 in as much notification no. 1167/BPE/2017
dated 12th May 2017 and notification dated October 9, 2017 have
interalia debarred the pursuing students of 2 years D.El.ed or 2 years
B.Ed. Special Education, for appearing in TET 2017.
11. Your petitioners state that eligibility criteria according to the
NCTE guideline dated 11th February 2011 is as follows:
i. A person who has acquired the academic and professional
qualifications specified in the NCTE Notification dated 23rd
August 2010.
ii. A persons who is pursuing any of the teacher education
courses (recognized by the NCTE or the RCI, as the case may
be) specified in the NCTE Notification dated 23rd August 2010. iii. The eligibility condition for appearing in TET may be relaxed in
respect of a State/UT which has been granted relaxation under
sub-section(2) of section 23 of the RTE Act. The relaxation will
be specified in the Notification issued by the Central
Government under that sub-section.
12. Your petitioners state that debarring the candidates for appearing
in TET 2017 who are pursuing any of the Teacher education courses
(recognized by NCTE or RCI as the case may be) specified in the NCTE
notification dated 23rd August 2010 is violative of Article 14, 19, 21 and

21A of the Constitution of India and is also violative of Principle of
Natural justice.
13. Your petitioners states that any notification issued by the
respondents No. 1, 2 and 3 in violation of notification dated 23rd August
2010 and NCTE guideline dated 1191 February 2011 while conducting
Teacher Eligibility Test 2017 is liable to be set aside.
14. Your petitioners states that clause 11 of TET guideline interalia
provides that the appropriate Government should conduct a TET at
least once every year. The respondent authorities last conducted TET
2014 on October 11, 2015 and issued notification for conducting TET
2017 on January 31, 2021. It is clear from the aforesaid fact that the
respondent authorities have acted in violation of TET guideline and by
doing so have debarred the petitioners for applying to appear in TET
2017.
15. Your petitioners states that petitioners are not seeking to consider
of appointing them, they are merely praying for an opportunity to
participating in TET 2017 which is qualifying examination by nature.
Qualifying TET make a candidates eligible to appear for recruitment
process and the respondent authorities by not allowing the petitioners
to participate in TET 2017 are acting malafide inasmuch as the
respondent authorities are curtailing the rights of the petitioners to
appear recruitment process.
Be it mentioned here that TET has to be conducted at least once every
year but the respondent authorities have acted whimsically and in
violation of TET Guideline thereby prejudicing the right of the
petitioners.
It is further stated in this regard that the respondent authorities issued
a notification dated December 23, 2020 have interalia notified that TET
2014 candidates will be eligible apply for recruitment of Primary
Teacher. Since the respondent authorities did not conducted TET in
every year, petitioners could not participate in the recruitment process

and as such the respondent authorities by acting in a nature which is
malafide as aforesaid has taken away the legitimate vested rights of the
petitioners and as such petitioner cannot be made to suffer for the
wrong committed by the respondent.
16. Your petitioners states that notification dated 12th May 2017 being no. 1167/BPE/2017 and Memo No. 2552/BPE/ dated 9th October
2017 is itself self contradictory in as much it has been interalia stated
that Teacher Eligibility Test (TET) 2017 for classes I to V, to be
conducted by the West Bengal Board of Primary Education as per the
NCTE guideline but in the instant case the respondent authorities are
acting in complete violation of TET guideline by not allowing the
petitioners to participate in TET 2017.
17. Your petitioner states that the West Bengal Board of primary
Education have deliberately failed to conduct TET every year and the
same has caused the petitioners to suffer irreparable loss and injury. 18. Your petitioners submit that according to NCTE Rules regulation
guideline Teacher Eligibility Test is a qualifying exam and it is not a
selection procedure. It is also submitted that qualifying TET shall not
confer right on the petitioners for getting appointment as primary Teachers.
19. Your petitioners state that unless the Hon'ble High Court allows
the petitioners to appear for Teacher Eligibility Test 2017 your
petitioners shall suffer irreparable loss and injury.
20. Your petitioners states that the respondent board is bound to
follow NCTE guideline for conducting TET inasmuch as the respondent
board has got no separate guideline for conducting TET and also they
have declared that TET will be conducted in terms of NCTE guideline. 21. Your petitioners state that your petitioners have a strong prima
fade case and balance of convenience and in convenience is in favour of
the petitioners and therefore if orders prayed in this writ petition is not
allowed your petitioners shall suffer irreparable loss and injury and the
matter is extremely urgent as because the date of examination of TET
2017 is on 31st January 2021.
22. Being highly aggrieved by and dissatisfied with the impugned act
of the respondent authorities, your petitioners begs to move this
instant petition on the following :
GROUNDS I. FOR THAT the respondents authorities particularly the
respondents no. 1, 2 and 3 has miserably failed to perform the
statuary duties and discharge their bounded obligation as per as
the instant case concerned.
II. FOR THAT in the instant case the relevant Rules, Notification and
Guidelines for TET 2017 for Class Ito V have not been complied
with.
III. FOR THAT in the presence of specific guideline issued by the
National Council for Teacher Education for conduction the
Teacher Eligibility Test, the respondents concerned ought to have
followed the said guideline in as much as the respondents
concerned cannot bypass the said guideline and as such it is
incumbent upon the respondent concerned to abide by such
guideline prescribed by the National Council for Teacher Education.
IV. FOR THAT, petitioners have passed out Higher Secondary
Education with 50% and above marks and/or Graduation and
also have passed 2 years Diploma in Elementary Education from
Colleges recognized by National Council for Teacher Education
(hereinafter referred to as NCTE) and affiliated to the West Bengal
Board of Primary Education and are eligible for appearing in
Teacher Eligibility Test (hereinafter referred to as TET 2017 V. FOR THAT recently the secretary West Bengal board of primary
education have interalia published notification for on line
application for TET 2017 being Memo No. 2552/BPE/ dated 9th

October 2017 wherein the pursuing students of 2015-2017 Batch
have been completely debarred from appearing in the said Exam.
VI. FOR THAT eligibility criteria for appearing in TET as stated in
notification no. 1167/BPE/2017 dated 12th May 2017 and Memo
No. 2552/BPE/ dated gth October 2017 is in absolute violation of
the National Council for Teacher Education (NCTE) guidelines
dated 11th February 2011 being no. 76-4/ 2010/NCTE/Acad and also in violation of notification dated 23rd August 2010 issued by the NCTE.
VII. FOR THAT, respondent authorities issued a notification being
Memo no. 2744/BPE/ 2017 dated 14.11.2017 modifying the
earlier notification to the effect of allowing all pursuing
students of training course to sit for TET 2017.
VIII. FOR THAT, when your petitioners approach the respondent
authorities for filing up the application form they were told that as
and when notification for date of conducting TET 2017 will be
published, they will be allowed to fill the application form for
appearing in TET 2017 prior to the date of examination.
IX. FOR THAT, the respondent authorities has issued a notification
declaring that TET 2017 will be conducted on January 31, 2021
but surprisingly have not allowed the petitioners to participate in
TET 2017, although they are eligible.
X. FOR THAT, since the respondent authorities did not conducted
TET in every year, petitioners could not participate in the
recruitment process and as such the respondent authorities by
acting in a nature which is malafide as aforesaid, has taken away
the legitimate vested rights of the petitioners and as such
petitioner cannot be made to suffer for the wrong committed by the respondent.

XI. FOR THAT in terms of clause 5(ii) of the guidelines of the National
Council for Teacher Education dated February 11, 2011, the
petitioners are eligible and entitled to appear in Teacher Eligibility
Test (TET) 2017.
XII. FOR THAT any notification issued by the respondents no.1,2 and
3 in violation of notification dated 23rd August 2010 and NCTE guideline dated 11th February 2011 while conducting Teacher
Eligibility Test 2017 is liable to be set aside.
XIII. FOR THAT in the instant case the respondent authorities by not
allowing the petitioners to appear in TET 2017 are taking away
the vested right of the petitioners.
XIV. FOR THAT the action of the respondent authorities are illegal,
arbitrary and violative of Article 14, 19, 21 and 21A of the
Constitution of India.
XV. FOR THAT the acts impugned are otherwise bad in law and liable
to be interfered with by this Hon'ble Court.
23. That, your petitioner has not moved any other application on the
self same grounds and /or self same cause of action before this Hon'ble Court.
24. That your petitioner has demanded justice before the respondents
and further demand of justice will be a futile formality.
25. Your petitioner states that there are no other effective efficaous
alternative remedy other than to move before this Hon'ble Court under
Article 226 of the Constitution of India.
26. Your petitioners state that the instant writ petition is made
bonafide for the ends of justice.
In the circumstances stated above your
Petitioners most humbly pray that Your
Lordship would graciously be pleased to issue:-

a. Leave dispensing with Rule 26 of The
Rules of High Court Calcutta relating
to Applications under Article 226 of
The Constitution of India;
b. A Writ in the nature of Mandamus
commanding the respondents and
each of them particularly the
respondents no.1, 2 and 3 to allow
the petitioners to appear in the
Teacher Eligibility Test (TET) 2017
examinations conducted by the
respondent no.3 in accordance with
the NCTE guideline dated 11th
February 2011 since the instant
petitioners have completed Teacher
Education courses (Recognized by
the NCTE or the RCI, as the case
may be);
c. A Writ in the nature of Mandamus
commanding the respondents and
each of them particularly the
respondents no.1, 2 and 3 to
cancel/quash/ rescind/ set aside
the Order of the Department of
School Education Government of
West Bengal vide a memo no. 287-
SE(EE)/10M-6/2009 Pt-I(TET) dated
17th April 2017 read with memo no.
343-SE/EE/ 10M-6 / 2009 Pt-I(TET)

set aside the advertisement and/or
public notice dated May 12, 2017
and Memo No. 2552/BPE/ dated 9th
October 2017 and issue a fresh
notice strictly in accordance with the
Rules and Notification and guideline
prescribed by the National Council
for the Teacher Education.
e. A Writ in the nature of Mandamus
commanding the respondents and
each of them particularly the
respondents no.3 to declare that
petitioners are eligible to appear in
TET 2017 in accordance with NCTE
guideline dated 11th February 2011

THE NCTE GUIDELINES
All concerned are hereby notified that.the Teacher Eligibility Test (TET), 2017 for classes I-V will be conducted in terms of the order of the Department of School Education, Govt. of West Bengai vide its memo No. 287-SE(EE)/IOM-6/2009 Pt-1(TET) dated 17-04-2017 read with No. 343-SE/EE/IOM-6/2009 Pt-I(TET) dated 12-05-2017 for the purpose of recruitment of primary school
teachers.
The Teacher Eligibility Test (TET) will be conducted by this Board, on a single day throughout
West Bengal.
Only those persons who have acquired the academic and professional qualifications specified in the NCTE-Notification dated 23-08-2010 are eligible to apply for the TET, 2017 (set out below):
(i) Classes I-V
Senior Secondary (or its equivalent) with at least 50% marks and 2 year Diploma in Elementary Education (by whatever name known)
OR
Senior Secondary (or its equivalent) with at least 50% marks and 4 year Bachelor of Elementary Education (B.ELEd.)
OR Senior Secondary (or its equivalent) with at least 50% marks and having Diploma in Education (Special Education), a course recognized by the Rehabilitation Council of India (R.C.I.), shall also be considered.
5% relaxation of marks in Senior Secondary or its equivalent examination (i.e. 45%) will be allowed for the SC, ST, OBC-A, 011C-B, PH, EC, Ex-Serviceman and DH (Death-in-harness) category candidates.
(ii) As per the Govt. order No. 287-SE(EE)/10M-6/2009 Pt-I(TET) dated 17-04-2017 read with No. 343-SWEE/10M-612.009 Pt-I(TET) dated 12-05-2017 persons who have appeared final examination of Two Year D.E.Ed. Course from NCTE recognized institutions on the date of this Notification and the result is not yet published
And
Persons who have appeared final examination of Two Year D.Ed. (Special Education) Course from RCI recognized institutions on the date of this Notification and the result is not yet published shall also be eligible to sit for the TET, 2017.
Minimum academic qualifications mentioned above obtained after the date of this notification, shall not be accepted. Any such applications submitted shall be rejected.
First Language : Applicants will have to choose any one of the following languages as first language : Bengali, Hindi, Urdu, Nepali, Santhali, Oriya and Telugu. The choice will be on the basis of the medium of instruction in the school.
Second Language :English (for all)
Qualifying Marks : A candidate who will score 60% and above of the full marks (150) in the TET will be considered as TET 2017 passed candidate. A relaxation by 5% (i.e. 55%) will
be the qualifying mark for SC, ST, OBC-A, OBC-B, PH, EC, Ex-Serviceman and DH (Death-in-harness).
However, qualifying the TET would not confer a right on any person for recruitment employment as it is only one of the eligibility criteria for appointment.

In accordance with the provisions of sub-section (1) of Section 23 of the RTE Act, the National Coundl for Teacher Education (NCTE) had vide Notification
dated 231I1 August, 2010 laid down the minimum qualifications for a person to be
eligible for appointment. as a teacher in classes I to VIII. It had been Inter alia
provided that one of the essential qualifications for a person to be eligible for appointment as a teacher In any of the schools referred to In clause UU of section 2 or the RTE Act is that he/she should pass the Teacher Eligibility Test (TE-1)
which will be conducted by the appropriate Government in accordance with the
Guidelines farmed by the NOTE.
In this regard, please find enclosed the Guidelines for conducting the Teacher Eligibility Test (TET) for necessary action at your end.

Guidelines for conducting Teacher Eligibility Test (TET)
Background and Rationale
The implementation of the Right of Children to Free and Compulsory Education (RYE) Act, 2009 requires the recruitment of a large number of teachers across the country in a time bound manner. Inspite of the enormity of the task, it is desirable to ensure that quality requirement for recruitment of teachers are not diluted at any cost. It is therefore necessary to ensure that persons recruited as teachers possess the essential aptitude and ability to meet the challenges of teaching at the primary and upper primary level.
2 In accordance with the provisions of sub-section (1) of section 23 of the Right of Children to Free and Compulsory Education (RTE) Act, 2009, the National Council for Teacher Education (NOTE) has laid down the minimum qualifications for a person to be eligible for appointment as a teacher in class Ito VIII, vide Its Notification dated August 23, 2010. A copy of the Notification is attached at Annexure 1. One of the essential qualifications for a person to be eligible for appointment as a teacher in any of the schools referred to in clause (n) of section 2 of the RTE Act is that he/she should pass the Teacher Eligibility Test (TET) which will be conducted by the appropriate Government.
3 The rationale for including the TET as a minimum qualification for a person to be eligible for appointment as a teacher is as under:
i. It would bring national standards and benchmark of teacher quality in the recruitment process;
It would induce teacher education institutions and students from these institutions to further improve their performance standards; It would send a positive signal to all stakeholders that the Government lays special emphasis on teacher quality
4 The TET examination may be conducted by a suitable professional body designated by the appropriate Government for the purpose. it will be conducted in accordance with the Guidelines hereunder.
Eligibility
5 The following persons shall be eligible for appearing in the TET:
i. A person who- has acquired the academic and professional qualifications specified in the NOTE Nonfication dated 231d August 2010.
ii. A person who is pursuing any of the teacher education courses (recognized by the NCTE or the RCI, as the case may be) specified in the NCTE Notification dated 23rd August 2010.
iii. The eligibility condition for appearing in TET may be relaxed in respect of a

State/UT which has been granted relaxation under sub-section (2) of section 23 of the RTE Act. The relaxation will be specified in the Notification issued by the Central Government under that sub-section.
Structure and Content of TET
6 The structure and content of the TET is given in the following paragraphs. All questions will be Multiple Choice Questions (MCQs), each carrying one mark, with four alternatives out of which one answer will be correct. There will be no negative marking. The examining body should strictly adhere to the structure and content of the TET specified below.
There will be two papers of the TET. Paper I will be for a person who intends to be a teacher for classes Ito V. Paper II will be for a person who intends to be a teacher for classes VI to VIII. A person who intends to be a teacher either for classes I to V or for classes VI to VIII will have.to appear In both papers (Paper 1 and Paper II).
Paper I (for classes Ito V); No. of MCQs —150; Duration of examination: one-and-a-half hours
Structure and Content (All Compulsory)

Nature and standard of Questions
While designing and preparing the questions for Paper I, the examining body shall take the following factors into consideration:
• The test items on Child Development and Pedagogy wilt focus on educational psychology of teaching and learning relevant to the age group of 6-11 years. They will focus on understanding the characteristics and needs of diverse learners, interaction with learners and the attributes and qualities of a good facilitator of learning.
• The Test items for Language I will focus on the proficiencies related to the medium of Instruction, (as chosen from list of prescribed language options in the application form).
The Language II will be from among the prescribed options other than Language I. A candidate may choose any one language from the available language options and will be required to specify the same in the application form. The test items in Language II will also focus on the elements of language, communication and comprehension abilities.

• The test items In Mathematics and Environmental Studies will focus on the concepts, problem solving abilities and pedagogical understanding of the subjects. In all these subject areas, the test items shall be evenly distributed over different divisions of the syllabus of that subject proscribed for classes kV by the appropriate Government
• The questions in the tests for Paper I will be based on the topics of the prescribed syllabus of the State for classes I—V. but their difficulty standard, as well as linkages. could be upto the secondary stage.

While designing and preparing the questions for Paper 11, the examining body shall take the following factors into consideration:
The test items on Child Development and Pedagogy will focus on educational. psychology of teaching and learning, relevant to the age group 11-14 years. They will focus on understanding the characteristics. needs and psychology of diverse learners, interaction with learners and the attributes and qualities of a good facilitator of learning.
• The test items for Language I will focus on the proficiency related to the medium of Instruction, as chosen from list of prescribed options in the application form.
The Language II will be a language other than Language I. The person may choose any one language from among the available options and as in the specified list In the application form and attempt questions in the one indicated by the candidate in the application form by him. The Test items in Language II will also focus on the elements of language. communication and comprehension abilities.
The test items in Mathematics and Science, and Social Studies will focus on the concepts, problem solving abilities and pedagogical understanding of these subjects. The test items of Mathematics and Science will be of

30 marks each. The test items shall be evenly distributed over different divisions of the syllabus of that subject as prescribed for classes by the appropriate government.
• The questions in the tests for Paper II will be based on the topics of the prescribed syllabus of the State for classes VI-VIII but their difficulty standard as well as linkages could be upto the senior secondary stage.
6 The question paper shall be bilingual — (i) in language(s) as decided by the appropriate Government; and (ii) English language.
Qualifying marks
9 A person who scores 60% or more in the TET exam will be considered as TET pass. School managements (Government, local bodies, government aided and unaided)
(a) may consider giving concessions to persons belonging to SC/ST, OBC. differently abled persons. etc., in accordance with their extant reservation policy;
(b) should give weightage to the TET scores in the recruitment process; however, qualifying the TET would not confer a right on any person for recruitment/employment as it is only one of the eligibility criteria for appointment.
Applicability

(a) TET conducted by the Central Government shall apply to all schools referred to in sub-clause (i) of clause (a) of section 2 of the RTE Act.
(b) YET conducted by a State Government/UT with legislature shall apply to
(i) a school of the State GovernmenVUT with legislature and local authority referred to in sub-clause (i) of clause (n) of section 2 of the RTE Act; and
(ii) a school referred to In sub-clause (ii) of clause (n) of section 2 of the RTE Act in that State/UT.
A school at (I) and (ii) may also consider eligibility of a candidate who has obtained TET Certificate awarded by another State/UT with legislature. In case a State Government/UT with legislature decides not to conduct a TET, a school at (i) and (ii) In that State/UT would consider the TET conducted by the Central Government.
(c) A school referred to in sub-clause (iv) of clause (n) of section 2 of the RTE Act may exercise the option of considering either the TET conducted by the Central Government or the TET conducted by the State GovemmenVUT with legislature.

Frequency of conduct of TET and validity period of TET certificate
11 The appropriate Government should conduct a TET at least once every year. The Validity Period of TET qualifying certificate for appointment will be decided by the appropriate Government subject to a maximum of seven years for all categories. But there will be no restriction on the number of attempts a person can take for acquiring a TET Certificate. A person who has qualified TET may also appear again for improving his/her score.
Procedure for conduct of the Test
12 The examining body shall formulate a detailed procedure and lay down instructions for conduct of the TET. Candidates should be informed that a very serious view will be taken of any malpractice or Impersonation.
Legal Disputes
13 All legal disputes with regard to conduct of TET shall be subject to the jurisdiction of the appropriate Government.
Award of TET Certificate
14 The appropriate Government conducting the Test shall award a TET Certificate to all successful candidates. The certificate should contain the name and address of the candidate, date of birth, Registration No. year/month of award of Certificate, marks obtained in each Paper, class level of its validity (Class Ito V, class VI to VIII or both), and, in case of classes VI to VIII, the subject area (Science and Mathematics, Social Studies, etc.). The certificate may be electronically generated with adequate security features. Appropriate may consider utilizing the services of specialized agencies for issuing de-materialized (demat) TET certificates as a security feature to avoid any kind of malpractice.
Monitoring
15 Following measures would be taken for monitoring the quality and administration of the TEL
(a) The appropriate Government shall appoint a Nodal Officer for the purpose of TET.
(b) The NCTE would organize meetings of the Nodal Officers at least once every year.
(c) Every appropriate Government will forward a report of each TET to the NCTE in a format to be prescribed by the NOTE.
(d) The NOTE shall maintain data base and be the repository of experts and resources, including the technological tools for conduct of the TET, and shall share it with the appropriate Government.
