of Moldova removed almost all restrictions on the access of foreign suppliers of
educational services, first of all, for the neigh bouring European States.
1) The level of openness of the sector of educational services in the
WTO is 22%;
2) Only 14% of the countries-members of the WTO may be
considered as a completely open markets of education, i.e. in their
territory is completely removed restrictions on market access for
non-residents and the national regulatory regime completely focused
on the international players;
3) At the same time, only 8% of the WTO-members (including
Russia) took possible restrictions.
The analysis of the obligations of the member countries of the
WTO allows to make a conclusion about the openness of national
markets of education and to evaluate them in the following way:
E-education in the world today is an industry with a
turnover of $ 7 trillion,
that in the year 570 times more advertising industry,
in 7 times more than the mobile communications industry;
and, ultimately, more than the VNP of countries such as
Italy, France and the United Kingdom together.

A couple of thoughts, which today should be the focus of our attention:
Firstly, education does not happen much.
Secondly, to teach you cannot, you can only learn (if you
want student); this is followed by tasks of the professional
academic community and the leadership of educational
institutions, bodies of Executive power - to create conditions
so that the students wanted to and received, and for this
purpose we have created all conditions.

Thirdly, their education a graduate of the prestigious rating of
the University or College does not appreciate as "quality", if he: a) is not in demand in the public sector,
b) may not provide a decent level of welfare of himself and his family,
b) can't ensure the quality of its activities.
Fourthly, in the assessment of the quality of education in the op
(and on the classification of the WTO, to my regret, this is the
only service that's hard to understand, but we have to take), as
well as in medicine, the baseline should be the principle of ' do
no harm. Education, like medicine services in confidence.
Hence, the problem of correct assessment of their quality.

Fifthly, the European EFQM Excellence Model is based on
independent professional expert assessment of compliance on the
basis of logic RADAR and allows a higher school: to create optimum
conditions for the education of the willing; stimulate management to
the continuous improvement of these conditions and results-thus
provides quality assurance .
Eurasian Open Institute has a practical experience in this sphere and
is ready to share its practices.

Education is …
a public good in the sense of economically
justified public need and the need of the state;
and the public educational services with a
confiding character (along with medicine) in
the framework of the meeting the economic
and socio-cultural needs of the individual,
society and the business sector.
In the case of higher, postgraduate education and
science, it is, no doubt, also the public good,
capable to ensure the provision of market services
in the sphere of education, scientific research and
in the development of various innovations
for economy, also capable to meet the needs
of the individual, the economy, society and the state;
to ensure the formation, development and
movement of catalytic capital in the public sector.

• About 500 universities declare the use of distance educational
technologies.
• About 70 of 1155 Russian higher education institutions (excluding
branches) and any of corporate educational centers actually
implemented the distance educational technologies and apply e-learning.
• The current volume of the market of e-learning, provided with a DET in
Russia - about 8 billion RUR.
• The potential market of electronic education (higher education institution
without the services of DPE) is estimated at 130 - 150 billion RUR.

«TOP 30 of the National rating of universities 2012» • E-learning are involved in only 14 of the 30 universities, occupying
the top lines of the rating. • The vast majority of these institutions have no more than 100 e-
books. • In most cases e-books represent the electronic text-book with
simplified navigation. • In most schools there is no systematic approach to the
development of e-books. • As a result of the analysis were selected and recommended by the
electronic courses only 3 Russian Universities in TOP-30 rating of Russian Universities 2012.
• ЕАОI today has more than 700 of electronic books for e-learning.

We need soonest transformation of the model of organization of the
educational process in the system of education, which would allow to move
from the study of IT in the education programs -
- to study using IT in education processes, and then
- to a Smart-education,
which will be carried out as training and socialization of citizens in
social networks.
It is therefore very important to ensure such a transition build
a modern telecommunications infrastructure knowledge management
and the quality of all ongoing processes in the universities.

A model format for the new education system, based on the integrated use of information and communication technologies, e-education and e-learning, information networks and databases of knowledge, guaranteeing the quality of educational outcomes and meets the requirements of:
• Specificity (Specific) the structure and content of vocational education (all levels and at different levels)that is adequate to the actual needs of social production, expressed in Professional Standard (PS);
• Measurability of the level of the formation of competences and Controllability of the process of their formation and improvement (Measurable@manageable);
• Acceptability (Acceptable) and realistic (Realistic) for studying the conditions (in any place, 24\7\365 and LLL) of obtaining the Knowledge, Skills and Abilities to develop the necessary competences and qualifications of specialists, caused by the requirements of PS and specific for a certain period of time (Time-framed).

К настоящему времени российскими вузами также накоплен достаточно большой опыт проведения самооценок деятельности, причем она проводится в различных вариантах.
Это использование Моделей:
- Европейского фонда управления качеством EFQM;
- премий Правительства РФ и отдельных регионов;
- конкурса Рособрнадзора по качеству подготовки
выпускников;
- типовой модели системы качества образовательных
учреждений в соответствии с требованиями
международного стандарта ИСО 9001 в рамках ENQA.

3. Модели организационного совершенства как инструмент и способ реализации системы эффективного менеджмента в образовательных учреждениях
Модель совершенства не предписывает, а дает варианты
для совершенствования деятельности, способствуя вузам:
•структурировать свою деятельность
•сформировать системное видение
•осознать интересы и степень удовлетворенности всех
заинтересованных сторон.
Многие вузы, использующие модель, поддерживают между
собой устойчивые деловые отношения и обмениваются
лучшей практикой. Сама методика оценок подталкивает
вузы к активному бенчмаркингу.
4. Отраслевой конкурс по качеству в сфере . образования как инструмент совершенствования . системы гарантий качества
Основные задачи конкурса: • развитие системы внешней независимой
оценки качества подготовки выпускников;
• стимулирование деятельности образовательных учреждений в области обеспечения гарантий качества профессионального образования;
• разработка предложений и рекомендаций по развитию систем качества в образовательных учреждениях;
• содействие в развитии систем управления качеством для проведения самооценки деятельности образовательных учреждений и совершенствования процессов контроля качества подготовки выпускников.
