KATA PENGANTAR

Publikasi Hasil Pencacahan Survei Rumah Tangga di Sekitar Kawasan Hutan (ST2013

SKH) adalah hasil pengolahan Kuesioner ST2013-SKH.S. Kegiatan ST2013 SKH merupakan salah

satu survei dari kegiatan lanjutan Sensus Pertanian 2013 (ST2013) yang dilaksanakan pada Mei -

Juli 2014 di seluruh wilayah Negara Kesatuan Republik Indonesia, kecuali DKI Jakarta. Seluruh

kegiatan ST2013 Lanjutan pada tahun 2014 meliputi kegiatan ST2013 Subsektor yang terdiri dari 9

survei. Setiap survei dipublikasikan secara terpisah dengan diberi seri publikasi dari A sampai I,

yaitu Survei Rumah Tangga Usaha Tanaman Padi (Buku A), Survei Rumah Tangga Usaha

Tanaman Palawija (Buku B), Survei Rumah Tangga Usaha Tanaman Hortikultura (Buku C), Survei

Rumah Tangga Usaha Perkebunan (Buku D), Survei Rumah Tangga Usaha Peternakan (Buku E),

Survei Rumah Tangga Usaha Budidaya Ikan (Buku F), Survei Rumah Tangga Usaha Penangkapan

Ikan (Buku G), Survei Rumah Tangga Usaha Budidaya Tanaman Kehutanan (Buku H), dan Survei

Rumah Tangga di Sekitar Kawasan Hutan (Buku I).

Data yang disajikan dalam publikasi ini meliputi data penguasaan lahan kawasan hutan,

perladangan berpindah, pemungutan hasil hutan dan sosial ekonomi masyarakat di sekitar kawasan

hutan. Dengan terbitnya publikasi ini, diharapkan dapat menambah informasi bagi pengguna data,

khususnya pemerintah dalam rangka menyusun perencanaan dan kebijakan dalam upaya

meningkatkan perkembangan sosial ekonomi masyarat di sekitar kawasan hutan.

PREFACE

Publication of Household Around Forest Area Survey (ST2013 SKH) is the result of the

processing of ST2013-SKH.S Form ST2013 SKH is one of agricultural household subsector surveys

as parts of a series of the Census of Agriculture 2013 (ST2013) activities held in May-July 2014 in all

provinces except DKI Jakarta. As a whole, the surveys consist of 9 subsector surveys. Each survey

is published separately with a given publication code from A to I, such as Paddy Cultivation

Household Survey (Book A), Secondary Food Crops Cultivation Household Survey (Book B),

Horticulture Cultivation Household Survey (Book C), Estate Cultivation Household Survey (Book D),

Livestock Household Survey (Book E), Aquaculture Household Survey (Book F), Fishing Household

Survey (Book G), Forestry Plant Cultivation Household Survey (Book H), and Household Around

Forest Area Survey (Book I).

Data presented in this publication is forest land tenure, shifting cultivation, harvesting of

forest product and socio-economic of society around forest area. This publication is expected to

provide information for the users, especially government for establishing effective plans and policies

to develop socio-economic of society around forest area.

Kawasan hutan adalah wilayahtertentu yang ditunjuk dan atau ditetapkanoleh pemerintah untuk dipertahankankeberadaannya sebagai hutan tetap.Berdasarkan Keputusan Menteri Kehutanantentang Penunjukan Kawasan Hutan danPerairan serta Tata Guna Hutan Kesepakatan(TGHK), luas kawasan hutan dan perairanIndonesia adalah 133,42 juta hektar(Kementerian Kehutanan, 2012).

Berdasarkan data Potensi Desa 2011(PODES 2011), tercatat sekitar 23,81 %desa/kelurahan berlokasi di dalam dan disekitar kawasan hutan. Masyarakat yangtinggal di dalam dan di sekitar kawasan hutanmemiliki andil yang sangat besar terhadappelestarian hutan karena sebagian besar darimereka secara turun temurun hidup danmengetahui secara jelas tentang bagaimanacara mengelola hutan tanpa merusak dantanpa mengeksploitasinya. Namun demikian,perladangan berpindah dan kesadaranmasyarakat sekitar hutan terhadap pelestariansumberdaya hutan yang rendah seringdianggap sebagai penyebab utama kerusakanhutan. Oleh karena itu, berbagai programpembangunan yang dirancang olehpemerintah untuk memanfaatkan danmengelola hutan harus memperhatikankepentingan masyarakat yangmenggantungkan hidupnya pada hutan.

The forest area is a specific areadesignated or established by the governmentto be protected as a permanent forest. Basedon Forestry Ministerial Decree on Designationof Forest and Water Area, Forest Land UseAgreement, with the forest area and thewaters of Indonesia is 133.42 million hectares(Ministry of Forestry, 2012).

Based on Village Potencial data 2011,there were approximately 23.81% of villageslocated inside and around forest area. Peopleliving inside and the around forest area havecontributed greatly to the preservation offorests because most of them hereditarily livewith clear understanding about how tomanage the forest without damaging andexploiting it. However, shifting cultivation andlow public awareness of forest resourcespreservation from the people around forestare considered as the main causes of forestdamage. Therefore, various developmentprograms designed by the government toutilize and manage the forest should payattention to the interests of people whodepend on forests.

diperlukan data dan informasi mengenaikehidupan sosial, ekonomi, dan budayamasyarakat di dalam dan di sekitar kawasanhutan. Pada saat ini, data mengenaikehidupan sosial, ekonomi, dan budayamasyarakat di dalam dan di sekitar kawasanhutan yang disajikan oleh Badan PusatStatistik (BPS) bersumber dari Survei RumahTangga Kawasan Hutan Tahun 2004 danSurvei Kehutanan Rakyat Tahun 2010 (SKR2010). Oleh karena itu, pada tahun 2014 perludilakukan survei sejenis untuk mendapatkandata dan informasi terbaru melalui SurveiKehutanan Tahun 2014 (SKH2014).

Tujuan Survei Kehutanan 2014 adalahuntuk memperoleh data yang rinci mengenaikondisi sosial ekonomi dan budaya rumahtangga yang tinggal di dalam dan di sekitarkawasan hutan, yang mencakup:

a. Data tentang profil rumah tangga didalam dan di sekitar kawasan hutan;

b. Data mengenai penguasaan danpenggunaan lahan serta perladanganberpindah;

c. Data mengenai keterangan perumahandan kondisi lingkungan;

d. Data tentang kesejahteraan danpartisipasi rumah tangga terhadapkelembagaan serta pemanfaatan hasilhutan/wisata alam;

e. Data sumber pendapatan/ penerimaandan pengeluaran rumah tangga;

f. Data perizinan penggunaan lahankawasan hutan dan pemanfaatan hasilhutan.

Forestry Survey 2014 aims to obtaindetailed data on the socio-economic andcultural conditions of households living in andaround forest areas, which include:

a. Data on the profile of households in andaround forest areas;

b. Data regarding the possession and useof land and shifting cultivation;

c. Data regarding the description of thehousing and environmental conditions;

d. Data on household well-being andparticipation of the institutions as wellas the utilization of forest products/nature;

e. Data source of income / receipts andexpenditures of households;

f. Data permitting the use of forest landand forest products utilization.

Cakupan Survei Kehutanan 2014meliputi semua rumah tangga terpilih yangberada di desa/kelurahan yang terletak disekitar kawasan hutan, baik di dalam maupundi tepi kawasan hutan, di seluruh wilayahNegara Kesatuan Republik Indonesia, kecualiProvinsi DKI Jakarta

a. Kerangka SampelKerangka sampel yang digunakan ada 2jenis, yaitu: Kerangka sampel untuk pemilihan blok

sensus, yaitu daftar blok sensus biasadan blok sensus persiapan bermuatancakupan ST 2013 pada desa-desayang terletak di kawasan hutan dandiurutkan menurut strata. Identifikasidesa kawasan hutan diperoleh darihasil overlay peta kawasan hutandengan peta desa. Eligible bloksensus SKH 2014 adalah blok sensusyang memiliki muatan jumlah rumahtangga 10 atau lebih.

Kerangka sampel untuk pemilihansampel rumah tangga, yaitu daftarnama kepala rumah tanggapemutakhiran rumah tangga pada bloksensus terpilih subsektor denganDaftar ST2013-PBS yang diurutkanmenurut identifikasi rumah tanggapertanian (Kolom (10)) dan nomor urutrumah tangga hasil pemutakhiran(Kolom (8)).

b. Stratifikasi Blok Sensus

Blok sensus dalam kerangka sampeldikelompokkan menjadi 8 strata berdasarkanletak desa terhadap kawasan hutan danfungsi hutan. Stratifikasi ini dibangun gunamenjamin keterwakilan populasi rumah disetiap kawasan hutan. Terlebih dahulu, setiapdesa ditentukan kategorinya menurut fungsihutan. Setiap desa hanya masuk ke dalamsalah satu strata. Setiap blok sensus yangada dalam desa tersebut memiliki kategoriyang sama dengan kategori desanya.Selanjutnya, dilakukan stratifikasi desa/bloksensus sebagai berikut:

a. Sampling FrameThere are two types of sampling frameused, namely:

Sampling frame for census blockselection, which is ordinary census blockand preparatory census block with theAgricultural Cencus 2013 coverage invillages located in forest areas and sortedby stratum. Identification of forest areavillage is obtained from overlaying resultbetween forest area map and village map.The eligible census block of SKH 2014 isthe census block that have ten householdsor more.

Sampling frame for households sampleselection, which is the household headroster of the households updating inselected subsector census block with theST2013-PBS List sorted by identificationof agricultural households (column (10))and the household serial number of theupdating result (Column (8)).

b. Census Block Stratification

Census blocks in the sampling frame aregrouped into eight strata based on thelocation of the village to forest areas andforest functions. The Stratification isconstructed to ensure representativeness ofhome population in each forest area. First,each village is determined according to thecategory of forest functions. Each village onlycategorized into one stratum. Each censusblocks that exist in the village has the samecategory as the category of village.Furthermore, the stratification of the village /census block is conducted as follows:

Kawasan hutan konservasi terdiri dari :

a. Kawasan Hutan Suaka Alam (KSA)yaitu hutan dengan ciri khas tertentu,yang mempunyai fungsi pokok sebagaikawasan pengawetan keanekaragamantumbuhan dan satwa sertaekosistemnya, yang juga berfungsisebagai wilayah sistem penyanggakehidupan.Termasuk dalam kelompokKSA adalah Cagar Alam (CA) danSuaka Margasatwa (SM).

b. Kawasan Hutan Pelestarian Alam (KPA)yaitu hutan dengan ciri khas tertentu,yang mempunyai fungsi pokokperlindungan sistem penyanggakehidupan, pengawetan keaneka-ragaman jenis tumbuhan dan satwa,serta pemanfaatan secara lestarisumber daya alam hayati dan eko-sistemnya. Termasuk dalam kelompokKPA adalah Taman Nasional (TN),Taman Hutan Raya (THR), dan TamanWisata Alam (TWA).

c. Taman Buru adalah kawasan hutanyang ditetapkan sebagai tempat wisataperburuan.

Conservation forest area consists of:

Among 29,651 households that controlled theforest land, as many as 31.34 percent (9,294households) controlled the forest land as wideas 20.000 to 29.999 m2, and the control offorest land with an area > 30.000 m2 as manyas 30.47 percent (9,034 households).

Penggunaan lahan kawasan hutan dibagimenjadi 4 kelompok, yaitu ditanami tanamankehutanan, tanaman semusim, tanamantahunan selain kehutanan, dan lainnya(kandang, kolam, padang penggembalaan,dll).

Dilihat dari jenis penggunaan lahan tersebut,pada umumnya ditanami tanaman tahunanselain tanaman kehutanan. Selanjutnya dilihatdari masing-masing jenis penggunaanlahannya, persentase rumah tangga yangpaling banyak mengusahakan tanamantanaman tahunan selain tanaman kehutananada pada golongan luas lahan >30.000 m2

Land use of forest area were dividen into 4groups, viz planted by forestry plants,seasonal plants, annual plants beside forestryplants, and other purposes (such as cage,pond, pastures, etc.)

Based on type of land use, commonly theland is planted by Annual plants besideforestry plants. Then, based on each type offorest land usage, the largest percentage ofthe households of Annual plants besideforestry plants cultivation on the land area of>30,000 m2 is 87.46 percent (6.858households)..

yaitu sebesar 87,46 persen (6.858 rumahtangga).Sementara itu, persentase rumah tanggayang paling banyak menanam tanamankehutanan ada pada golongan luas lahan1.000 m2 – 4.999 m2 yaitu sebesar 6,73persen (193 rumah tangga).

Dari 946 rumah tangga di sekitar kawasanhutan yang melakukan perladanganberpindah dan sedang mengusahakantanaman semusim, sebanyak 498 rumahtangga menanam tanaman padi/ palawijasaja sebagai tanaman yang paling banyakditanam. Sedangkan rumah tangga yangmengusahakan tanaman hortikulturasemusim dan perkebunan semusim hanyasebanyak 35 rumah tangga.

Among 946 households around forest areawho are doing shifting cultivation andmanaging seasonal plant, as many as 498households planted the food crops as themost widely grown plant. Whereas thehouseholds that cultivate seasonalhorticultural crops and seasonal plantationcrops is only 35 households.

Dari 67.848 rumah tangga di sekitar kawasanhutan yang menggunakan kayu bakar,sebanyak 41.782 rumah tangga sumberutama kayu bakar yang digunakan berasaldari pemungutan di luar hutan, berasal daripemungutan di hutan sebanyak 20.479 rumahtangga, dan berasal dari pembelian hanyasebanyak 1.542 rumah tangga. Sedangkansumber utama kayu bakar yang digunakanberasal dari lainnya sebanyak 4.045 rumahtangga

Dilihat dari pengetahuan rumah tanggatentang keberadaan kawasan hutan,sebanyak 54.155 rumah tangga (43,66persen) mengetahui keberadaan kawasanhutan dan sebanyak 69.895 rumah tangga(56,34 persen) tidak mengetahui keberadaankawasan hutan.

Dilihat dari pengetahuan rumah tangga dikawasan hutan tentang batas kawasan hutanberdasarkan fungsinya, sebagian besarkawasan hutan tersebut ada bataskawasannya. Bahkan rumah tangga yangtidak mengetahui fungsi hutan di sekitartempat tinggalnya, sebagian besar masihmengetahui ada tidaknya batas kawasanhutan. Berdasarkan Grafik 9, hutan lindungmerupakan kawasan hutan yang sangat jelaskeberadaan batasnya, di kawasan ini sebesar76,55 persen (17,4 ribu rumah tangga)mengetahui adanya batas kawasan hutan.Bahkan untuk hutan produksi, sebesar 85,71persen (16,0 ribu rumah tangga) mengetahuiadanya batas kawasan hutan. Selanjutnya,untuk hutan suaka alam, sebesar 98,65persen (3,8 ribu rumah tangga) mengetahuiadanya batas kawasan hutan.

Based on knowledge of households in theforest area about the forest boundariesaccording to its function, most of the forestarea have the boundaries. Even thehouseholds who didn’t know the function offorest surrounding their residence, most ofthem still knew there is a forest boundary ornot. Based on chart 9, protected forest isforest area which the existence of itsboundaries is very clear, in this area as manyas 76.55 percent (17.4 thousand households)knew about the existence of forestboundaries. Even for production forest, asmany as 85.71 percent (16.0 thousandhouseholds) knew about the existence offorest boundaries. Furthermore, as many as98.65 percent (3.8 thousand households),knew about the existence of forest preserveboundaries.

Dilihat dari jenis hasil hutan, rumah tangga disekitar kawasan hutan paling banyakmelakukan pemungutan kayu bakar, yaitusebanyak 28,7 ribu rumah tangga.Selanjutnya, hasil hutan yang cukup banyakdipungut/dimanfaatkan oleh rumah tangga disekitar kawasan hutan adalah kayupertukangan (4,2 ribu rumah tangga), bambu(3,8 ribu rumah tangga), dan satwa liarlainnya (2,5 ribu rumah tangga).

Based on type of forest products, most of thehouseholds around forest area do firewoodcollection, as many as 28.7 thousandhouseholds. Furthermore, quite a lot of forestproducts collected/used by householdsaround forest are wood carpentry (4.2thousand households), bamboo (241.2thousand households), and other wildlifes(2.5 thousand households).

Dari 124.050 rumah tangga di sekitarkawasan hutan, ada sebanyak 10.576 rumahtangga yang penghasilannya berasal daripemungutan hasil hutan /penangkapan satwaliar. Sedangkan menurut status pekerjaan daripenghasilan pemungutan hasilhutan/penangkapan satwa liar dibagi menjadi3 kelompok yaitu usaha ada sebanyak 8.592rumah tangga, buruh sebanyak 707 rumahtangga serta usaha dan buruh sebanyak1.277 rumah tangga

Among 124,050 households around forestarea, there were 10,576 households that theirincome came from collecting forestproduct/catching wildlife . Then, based onemployment status from activity of collectingforest product/catching wildlife , householdswere divided into 3 groups. First is businessby 8,592 households, and then laborer by 707households, and the last is business andlaborer by 1,277 households.

Berdasarkan sumbangan pendapatan usahapemungutan hasil hutan/ penangkapan satwaliar terhadap total pendapatan, persentasesumbangan pendapatan dikelompokkanmenjadi 5 kelompok besar, yaitu < 25 persen,25 - 49 persen, 50 - 74 persen, 75 - 99persen, dan 100 persen.

Based on income contribution of business ofcollecting forest products/catching wildlife tothe total income, percentage of incomecontribution is grouped into five: less than 25percent, 25 to 49 percent, 50 to 74 percent,75 to 99 percent, and 100 percent.

Jumlah rumah tangga yang sumbanganpendapatannya dari usaha pemungutan hasilhutan/penangkapan satwa liar yang kurangdari 25 persen ada sebanyak 5.588 rumahtangga. Sedangkan rumah tangga yang 100persen pendapatannya berasal dari usahapemungutan hasil hutan/penangkapan satwaliar ada sebanyak 409 rumah tangga.
