Gentlemen:— Your Committee on Lighting would respectfully report that the village is lighted by 45 arc lights, 24 gas lamps and 12 oil lamps, at a cost of $4800 per year. We understand that the lighting contract expires Sn t h e fall of 1899 and we would respectfully re- commend that when a new one is made it be for an all night service. The present arrangmenrt. 5s anything but satisfactory. When the light as need- ed most we have none. It is the opin- ion too of this Committee that the price paid $75 per lamp for arc lights, is sufficient for an all night service. It is as much as is paid in many places and ought to he enough for Platts- burgh. Trusting that the board will look into this matter carefully and %xm- pare prices with those paid in other villages, the Lighting Committee sub- mit this their annual report. W. G. WILCOX, S. Gentlemen:— Your Police Committee would re- spectfully report that matters in the police department have pTogressedwith the utmost harmony during the year. The force consists of one chief a t a salary of $700 per year and four pa- trtolmen at f 600 each per annum. In addition to their duties as policemen they also act in conjunction With the firemen. During thfe yiear the streets have been patrolled night and day, and no serious crimes have been com- mitted. Of course the police cannot prevent minor crimes and misdemean- ors, hut in almost every instance the culprits h»Te been detected and pun- ished, -we are of the opinion that our loree is fully equal to that of any clty or town. I have been requested to make sug- gestions as to needed improvements in the Police service. As I have no power over them, a n d t h e only knowl- edge, I have' of them, as thalt obtained duning trials, or when a Recorder's warrant Is issued, I know Mttle or nothing of the rules and regulations which govern them, or their duties or hours of servtee, b u t I will say so far as I have observed, that ample power should be given to one man, who should be Inspector of Police, or Sup- erintendent, who should be held by the Trustees absolutely responsible for the efficiency of the department over which he may be placed, and like- wise he should be given all necessary power to conduct the department properly and for the best interests of the people. From what f have been able to observe, I believe that the Police do their duty as efficiently aa any similar body, and they enforce the laws, as well as public opinion In Plattsburgh, will sustain them, In and that so far as obeying the (mandates of the Courts are concerned (I speak of the Recorder's Court more especial- 1>) they have always shown comend- able zeal, and courtesey, which is in- dispensible to carry out the mandates of a court. As a matter which has been receiv- ing great abtentfion elsewhere, I sug- gest the passting of a Curfew ordin- ance, to prevent children of both sex- es from becoming street Arabs, and the wild and ungovernable, and incor- rigible children they do become, when permitted to congregate in the streets nights. I ha'se had boys before me -sv ho got their cruminal training, in the very streets on Tvhieh are the best business properties in this Village. Other town afflicted with the same nuisance, have passed and enforced such an ordinance, to the great good of the youth, and relief of the com- munities affected thereby. Under the statute, and the present arrangements, there is actually no place where I can send boys and wo- men, when needed. It seenns to me that a woman's Jail should be built, and a compartment where boys and girls eonld be confined entirely apart from both the sights and sounds of older criminals. No such plaoe ex- ists here. The Charter should be ameded so as to give the Recorder power to sen- tence to hard labor, here in this Jail, and the Sheriff should be commanded, and given the power, to proviide all necessary appliances to carry out the sentence of the Court. Civilization around here has gone to the other ex- treme now, in that instead of the jail being a place of real punishment for crime, it has become a public hotel, where outcasts, vagarnts, dissipated, and lazy wretches, turn in for board, lodgings, and steam heat, and nice rooms, and the (taxpayer has to foot the bill. Gentlemen:— We would respectfully report that during the year just passed much has been done in the way of extending and beautifying Riverside Cemetery. When this cemetery came into our care, we found but a small portion of it fit for use. With but $1000 at our command and fully one-third of that sum had to be expended for running expenses, such as keeping the cemetery in order, etc., we think we have made a good showing. We have made a new map, re-surveyed thoroughly, drained it and put 500 lots In shape for immediate use. These lots are all desirable ones and worth at least $40 each. Much remains to be done and we would re- spectfully ask that the sum of $1000 be set aside for the coming year. One of t h e imost important pieces of work that remains to he done is the terracing of the river bank. The cem- etery as- you know, extends to the riv- er and the bank Is in bad condition.
