I--55 Hines Nurseries LLC Fallbrook facility hereby formally documents our Notice of Intent to enter into Regional Water Quality Board 9*8 Waiver 4 program as an individual discharger. Hines Nurseries LLC operates wholesale ornamental production, and distribution facilities in three states including five facilities in Caiifomia. Hines has been operating under a WDR, issued by Region 8, at our Irvine facility since 1990, Our thirty years of experience helped us to qualify as an individual discharger in Region 4 ^ irrigated lands wavier program over the last two years. We are capable of meeting the requirements as an individual discharger as demonstrated by our high level of compliance at all site over the years. Hines Nurseries Fallbrook facility 2500 Rainbow Valley Blvd Fallbrook CA 92028 consists of 261 gross acres of land of which 13 acres are leased. Hines Nurseries LLC 12621 Jeffrey Road Irvine CA. 92620 owns and operates 248 acres (see attached parcel numbers and location maps). The 13 leased acres are owned by Andre 1991 Separate Property Trust APN # 102-412- 02,03,10,15,16. Hines grows woody ornamentals and perennial plants in containers (see enclosed catalog). The crops and sizes of these crops changes throughout the year so delineation of crop by parcel is highly variable. We estimate that there are approximately 209 irrigated acres at this site. Irrigation systems consist of overhead sprinkler, specialized overhead irrigation systems, drip irrigations systems and specialized propagation misting system irrigation, (see enclosed photos). Our annual water use is approximately 6 acft/ac/yr of which we get approximately 55% from the recapture and reuse of irrigation runoff. In the late 1990*8 Hines constructed an above ground lined reservoir and irrigation runoff collection system at this facility (see enclosed photos). At this time the only water that leaves the facility is storm water that is allowed to exit around the closed collection system. The recycling system is by passed during storms so as not to allow discharge of reservoir water. There can be a random discharge from the site of irrigation runoff water but this would have to occur due to mechanical or electrical failures or for planned management ofthe recycled water chemistry (basically salinity). We have implemented many BMPs into this system and other operational systems on site including erosion control. An itemized list of BMPs is enclosed. This facility incorporates slow release technology fertilizers in our totally soil-less container media. We do have and we do utilize liquid fertilizers in the irrigation system as needed (see attached list of materials and rates.). The site must maintain State (CDFA) mandated levels of cleanliness to operate. We utilize Integrated Pest Management methodologies as part of our BPMs. Pesticides are used on site and in fact are required under several Caiifomia interior quarantines and several other state quarantine regulations. Hines distributes primarily regional plant products from the Fallbrook site. Our primary market area is southern Caiifomia. Plant product on the ground at any one time at this facility can be up to 12 million equivalent units with a market value of 36-40 million dollars.

Hines Fallbrook plans to work with Region 9 on developing it's MMP and QAPP in the near future. Having prepared these plans for Region 4 in the past we should have a good starting point when the time comes.

Hines Nurseries Fallbrook Best Management Practices
Runoff Water Recycling System: The site has been graded and piped/channeled to only allow irrigation runoff water to flow to collection points where it is conducted to a 2 million gallon geotech lined reservoir. Water is held and reused for irrigation over and over again. Approximately 55% of our total water usage comes from this system. There are several retaining basins built into this system to settle out heavy particulates. We have also investigated the use of PAM flocuents to remove sediment from the recaptured water. The entire growing area is graveled to slow runoff, stop erosion and sedimentation. This system has recently been identified for installation of a back up electrical generator to further limit any possible over flow due to electrical outages. We also have on site a back up pump which can be installed rapidly in case of mechanical failure.
Fertilizer Management Plan: Hines incorporates slow release fertilizer technology into our various container media. This helps limit possible nutrient leachate. Hines also monitors crop fertilizer needs by conducting regular soil sampling, water testing and tissue analysis to determine actual crop fertilization needs. The use of recycled water which contains nutrients has also offset the need to add fertilizers. All fertilizer applications are given as written work orders and can only be applied as prescribed.
Irrigation Training: AH irrigators have been trained on how and when to irrigate container grown plants. They have also received training on water conservation and regulatory compliance. This training is documented at least annually
Pest Management: Besides IMP methodologies being implemented this site has a staff Entomologist/ Pest Management Specialist on staff. Pest population monitoring and analysis is ongoing. This allows us proactive intervention and limits pesticide applications. All pesticide applicators have been trained on drift control and relationship of pesticide applications and water contamination. Our staff is active in new pest detection/ eradication protocol development with federal and state regulators. Hines is an advocate of addressing required utilization of certain pesticides in reference to other environmental regulations including water quality issues.
Ongoing BMP planning and Regulatory Services: We have on staff a California Registered Environmental Assessor who is in contact with both the University Of Caiifomia Extension and other institutions looking into new BMP technologies. Our REA has been part of several RWQCB technical work groups for Basin plans and TMDL development with RWQCB where we have facilities located.
