In our case, crises have been recurrent. Aside from the manifest leadership crisis that has plagued virtually every administration, much more the incumbent, we have experienced many other difficulties recently, such as the rice and oil price increase last year. At present, we are confronting a global financial crisis that has not insulated any nation from its ill-effects, from declining foreign direct investments to the consequent effects on employment generation. However, Philippine education is not in a crisis. The better description of the state of Philippine education is that it is in a chronic illness.”
