Build: Congress formally identifies problems.

Formulate: Congress brainstorms solutions for the problem.

Adopt: Congress ultimately chooses a solution for the problem.

What does this all mean?

Implement: The Executive Branch carries out the solution that was adopted by Congress. The President “Implements.”

What does this all mean?

Evaluate: The Judicial Branch’s job is then to apply the rules found in the Constitution and its interpretations to see if what was implemented breaks these rules.

The Supreme Court is the evaluator of laws.
