Weekly Bulletin 13 April 2021 Regional World Bank issues US$375m financing to revitalize pastoralism in the Sahel region The Board of World Bank’s Executive Directors have approved the new US$375 million IDA financing, to support the implementation of the second Regional Sahel Pastoralism Support Project, known by its French acronym PRAPS-2 (Projet regional d’appui au pastoralisme au Sahel-Phase 2). The project is aimed to improve the productivity and resilience of pastoral production systems in the Sahel region including in Burkina Faso, Chad, Mali, Mauritania, Niger and Senegal. Building on the successes of its predecessor (PRAPS-1), PRAPS-2 will pursue investments to establish more robust animal health systems, increase access and governance of natural resources – including new grazing areas and more water infrastructure—, support pastoralists’ peaceful mobility along the local and cross- border mobility routes, and increase income. It will also support national and regional institutions as well as stakeholders’ capacity to govern the sector. Out of these, upstream and midstream sectors would witness the highest project starts with 129 projects each. Refinery and petrochemical segments would witness the start of operations of 65 and 105 projects respectively. Refinery and petrochemical projects together constitute about 55 percent of all upcoming oil and gas projects in the during 2021–2025. Midstream sector follows next, with the pipeline segment alone constituting 33 percent of all projects followed by oil storage and gas processing with 30 and 23 percent respectively. AngolaAngola unveils USD 120 million plan to boost industryThe Angolan government plans to spend about US$ 120 million over the next four years to increase industrial production, reduce foreign dependence on basic foodstuff and create jobs. According to the general director of the Industrial Development Institute of Angola (IDIA), Dário Camati, the Angolan State will, besides resorting to the State Budget, talk to international partners in order to mobilise resources for the accomplishment of this plan. Dário Camati noted that from the foreseen budget, infrastructures will receive the main share, with the allocation of US$44.7 million for the improvement of the Viana Industrial Complex, in Luanda and the conclusion of the Fútila Industrial Complex in Cabinda province. Burkina FasoThor acquires West Africa project from Barrick GoldThor Explorations Ltd. has acquired Barrick Gold Corp.’s 51% interest in the Houndé Project in southwestern Burkina Faso, West Africa and now holds a 100% interest in the project. Thor has acquired the interest in exchange for a 1% net smelter royalty. The agreement terminates a 2015 earn-in agreement between Thor and Acacia Mining Plc, a company that was acquired by Barrick in 2019. The Centra Houndé Project consists of three early stage exploration permits in the highly prospective Houndé Greenstone belt approximately 260 km southwest of Ouagadougou. The three permits cover a total area of 474 km2 of the Houndé Belt. A total of 20,208 reverse circulation and 3,156 metres of diamond drilling have been completed within the licenses to date. Thor has assembled a portfolio of exploration assets in West Africa. The company says it is well positioned to achieve two major milestones with the start of gold production at Segilola and the announcement of a maiden resource at the Douta project in Senegal. Its most advanced project is the 100%-owned Segilola gold project in Osun State, Nigeria. Segilola has a total probable reserve of 517,800 ounces gold grading 4.02 g/t. The project is scheduled to pour its first gold in June, 2021. A feasibility study completed in February 2019 envisaged an open pit mine and construction of a new 625,000-tpy processing plant. However, further definition drilling, added to an updated reserve statement and processing plant design capacity, has resulted in a larger pit design and an increase in production plant capacity to 715,000 tonnes annually. CameroonOver 100,000 rural households to soon be connected to solar grid in CameroonThe US Trade and Development Agency announced an investment of $932,945 (more than CFA518 million) to finance the feasibility study of a project that seeks to connect more than 100,000 rural households to mini-grids. The project will be carried out by the Renewable Energy Innovators Cameroon (REIc) in collaboration with California-based SimpliPhi Power, which specializes in the provision of energy storage systems. This solar mini-grid project is based on an innovative battery storage solution. This is the first project of its kind funded by the U.S. agency, the U.S. Embassy in Cameroon said in a statement. As part of the funding, SimpliPhi Power will conduct the technical, regulatory, financial and legal analyses needed to develop up to 134 solar mini-grids. The company will also conduct the feasibility study in collaboration with the National Renewable Energy Laboratory, a division of the U.S. Department of Energy, and Virginia-

GhanaGhana has reaffirmed its commitment to the Ghana-Burkina Faso 1100km railway project.The new Minister of Railway Development in Ghana, Mr John Peter Amewu was in Ougadougou Burkina this week to reaffirm Ghana’s commitment to the Ghana-Burkina Faso 1100km railway project. Mr Amewu was accompanied by accompanied by officials from the Ministry of Railways Development, Ghana Railway Development Authority, and project Transaction Advisors (Represented by Team Engineering and Vision consult). Discussions included the conclusion of discussions on the selection of a private partner to build, operate and transfer the Ghana-Burkina 1100km railway line. In his remarks, Mr Amewu stressed on the importance of the project to the development of Ghana and Burkina Faso and said that was why President Nana Addo Dankwa Akufo-Addo has shown an unwavering commitment to the successful completion of the project. Whilst in Ougadougou representatives of both countries and the transaction advisors held meetings to discuss and agree on the modalities for the selection of a fit for purpose BOT (build, operate, and transport partner) to work on the Ghana-Burkina Faso railways line. MoroccoMorocco, Nigeria Unveil Joint Business CouncilMorocco’s intensified efforts towards African solidarity and south-south cooperation continue to show results, with the creation of the Nigeria-Morocco Business Council. In a press release the Morocco Africa Cultures and Developments Organization (OMA) announced the creation of the Nigeria Morocco Business Council. The partnership is set to strengthen the cooperation between Morocco and Nigeria, which OMA describes as “two most important countries on the continent.” It also aims to promote the African Continental Free Trade Area (AfCTFTA) and  African civil society organizations. By bringing together business owners from the two “brotherly countries,” the convention will help support the various memoranda of understanding signed by the heads of state of Morocco and Nigeria. The joint business council’s objectives are to promote the two countries interests “at the sub-regional, regional, continental and international level,” as well as to encourage “investment and cooperation in the various sectors of activity.” Among the sectors listed in the press release are: agriculture, telecommunications, infrastructure development, energy, finance, development of culture, tourism, education, and science. MoroccoMorocco, France discuss bilateral ties, regional issuesMoroccan Foreign Minister Nasser Bourita has discussed with his French counterpart Jean Yves Le Drian the bilateral ties and regional issues during a teleconference. The two officials lauded the excellent relations between Morocco and France, and their willingness to consolidate this exceptional partnership, official news agency MAP reported. Le Drian praised the quality of security cooperation between the two countries, especially in the fight against terrorism. He welcomed the recent political advances in Libya and reiterated France's support for the political process which should lead to the general elections on Dec. 24. Bourita and Le Drian also reiterated their willingness to continue

MozambiqueProposal for vehicles to pay road taxes at borders – DomingoThe Mozambican Road Fund has proposed to the government that national and foreign light vehicles entering or leaving Mozambique through border posts be required to pay a road tax towards investment in the country’s road network. No specific amount, or the roads covered, is mentioned. The toll charges proposed will ensure the participation of users in the maintenance of road infrastructures within the scope of the Self-Sustained Road Maintenance Programme (PROASME). “We are reviewing the instrument that regulates road charges with a view to covering light vehicles and those with foreign registration so that, within the scope of reciprocity between the two countries where there is a road and a border post, these cars will be subject to paying road tax ,” chairman of the board of directors of the Road Fund, Angelo Macuácua, explained.((Source: Club of Mozambique)

NigeriaFG moves to develop first Nigeria made electric vehicleThe Federal Government through one of its agencies, the Nigerian Institute of Transport Technology (NITT), Zaria has set up a 22-member project team for the development of an electric vehicle. While inaugurating the project team on Thursday in Zaria, Mr Olorogun-John Inojeharho, Chairman, NITT Governing Council, said the project is aimed at reducing emissions and pollution. Inojeharho also said that the team is expected to develop a blueprint that will guide the evolution of the NITT model of an electric vehicle. He pointed out that other terms of reference of the team include; to evolve the technology/design framework of the NITT model of an electric vehicle, develop a prototype of the NITT electric vehicle, and promote the NITT model of electric vehicle in the Nigerian automobile industry. Others are to determine the budgetary allocation to support the new project, identify capacity development requirements for the sustenance of the new project and establish the necessity or technical support or partnership with other institutions or research bodies. TanzaniaPresident Samia directs speeding up of stalled LNG projectPresident Samia Suluhu Hassan has directed the Ministry of Energy to speed up the liquefied natural gas (LNG) project that has stalled for a long time by taking onboard investors who are ready to start its implementation. Reports show that The LNG project has stalled for some time now following the government’s decision to review Production Sharing Agreements (PSAs). Reports show that the HGA negotiations have been on and off, after they initially stopped in 2017 due to technicalities and resumed in 2018 only to stall again. “We have been singing the LNG song for a very long time, I remember when I was sworn in as the Vice President I tried to work on it, but discovered it was beyond me and stopped,” she said. She stressed that it was time to understand who is in and who is out in the implementation of the project so that it can move forward. “We should do what we did when we decided to start construction of the Standard Gauge Railway (SGR) and we all saw how they came back seeking to be put on board,” she said. In view of that she said, the same should be done with the LNG project, by moving forward with those who are ready to work with us on the project. She noted that they should be given terms of condition that will move it forward. (The Citizen (Tanzania))

UgandaAkon hasn’t even built his first ‘futuristic’ city yet, but Uganda is giving him land for a secondR&B artist Akon has yet to come anywhere close to realising his ambitious vision for a “futuristic” city powered by a cryptocurrency called “Akoin” and built on land given to him by the Senegalese government. But that isn’t stopping the singer from making plans to build a second Akon City — this time in Uganda. The East African nation has agreed to identify “a place suitable in Uganda that has not less than one square mile, which will be made available to him and his team,” Isaac Musumba, Uganda’s minister for urban development, said at a news conference. Akon will be in charge of attracting investment and managing the project and will consult with the Ugandan government to come up with a theme for the “satellite city.” His plans for the first Akon City involves building luxury condominiums, a seaside resort, office parks and even a university in tubular, seemingly gravity-defying skyscrapers that resemble molten metal. Intended as an upscale destination for Black Americans, Akon City will be solar-powered and environmentally friendly, he has said. ZimbabweZimbabwe's 2021 tobacco marketing season commences with high hopesZimbabwe's 2021 tobacco marketing season opened on Wednesday with hopes that the country will surpass last year's figures. The highest opening price was US$ 4.30 per kg, up from US$ 4 last year. According to estimates, about 200 million kg of tobacco will be sold this season, as compared to 180 million kg valued at US$452 million that were sold last year. Crop hectarage went up by 6.84 percent from 117,000 hectares in 2019/2020 season to 125,000 hectares this year. The Tobacco Industry and Marketing Board (TIMB) says it expects better quality in this year's crop despite concerns over crop disease and the effect of waterlogging in some farming areas.
