SHI OPERATIONS
1. PROCUREMENT
SHI‟s Proactive Procurement Strategy is underpinned by the following guiding principles:
• VALUE FOR MONEY – to support value for money outcomes, the criteria to be applied to determine the best overall
cost of goods and services should include an assessment of quality, service standards, timely delivery, benefits, risks as
well as the actual costs over the life of the goods and services;
• OPEN AND FAIR COMPETITION – all contract and purchase requirements will be sourced through open and
competitive process, giving interested parties equal opportunity to do business with the department;
• PROFESSIONAL INTEGRITY AND PROBITY – due diligence and care will be exercised to ensure that the highest
standards of professionalism, probity and ethics are reflected in the procurement practices and processes of the
department;
• CLIENT SERVICES – to optimise fit for purpose and delivery outcomes, clients needs will be identified and satisfied by
agreed standards of service and performance;
• MANAGEMENT OF RISK – buyers will need to identify and assess risk on a case by case basis and develop risk
management strategies as appropriate. Costs and options in managing risk should be commensurate with the
significance of the purchase;
• ACCOUNTABILITY – procurement activities will operate with clear accountabilities for individuals and groups
involved; and
• SIMPLICITY – to assist with ease of purchasing, procedures and documentation will be characterised by uniformity
and simplicity in design and operation.

3. MEDICAL DETAILING
At SHI, we understand the role Medical Detailing plays in producing physician behaviour change which influences patient health
outcomes. When we detail, we are actually advertising the product to a particular targeted customer, to induce them into
prescribing or buying it. In today‟s scenario, no one would buy a product until he or she is totally sold to it!
Our Detailing strategy provides an ideal mix of scientific information and the quality of product which will be used to provide
maximum mileage in the shortest possible time for the brand image to be created and the product sold off !
We have a total of 16 Medical Detailing Reps in our 9 operational bases that cover the entire country, depending on the project at
hand. They are equipped with vehicles and Phablets (for data capturing) which is directly linked to our HQ server.

4. MONITORING & EVALUATION
The role of Monitoring and Evaluation in Project management cannot be overemphasized as it provides information for
stakeholders and funders that enable improved planning and management for both ongoing and future project and
programs. It is a valuable tool for the assessment of project outcomes and impact.
SHI‟s commitment to providing excellent public health program and project management has made it imperative for us to develop
M&E policy that seeks to put in place M&E processes that are project-specific such that our M&E approach is tailored to
meet stakeholder‟s needs.
We emphasize the use of an all-inclusive M&E approach linking outcome data with program interventions. We also seek to
integrate evaluation at the inception of program design whenever possible to help provide valid and reliable evidence for
operations research.
SHI has experience in developing project M&E systems with a well-coordinated process of receiving feedback on all its
projects. We have a dedicated M&E department with experienced and dedicated personnel trained to collect data that can be
interpreted to identify program strengths and weaknesses, assess strategies employed, plan resource allocation, provide
information for decision making and consequently improve public health programs.
At SHI we have access to First class M & E consultants with proven track record that provide consultancy services to our M &E
department periodically to help us improve on best practices, update M & E tools and provide training that are relevant to
the services we provide.

5. TRAINING AND CAPACITY BUILDING
In SHI, we believe in sustaining healthcare systems by building the capacity of providers. This is achieved by designing and
implementing dynamic, interactive, and competency-based trainings aimed at meeting health needs at all levels, community,
regional and national. Up to date technology and scientific tools are deployed and employed to make the learning
experience even more eff ective and convenient.
Key Competencies are training on:
• Eff ective communication between providers and health service users.
• Health Information Systems
• M&E
• Evidence-based clinical practices
• Building quality into healthcare services
• Case management
• BCC
Training programmes are based on detailed needs assessment and are tailored to the needs of the healthcare providers.
Network building is integrated into the training courses to enable future correspondence and increased social capital.
Quality check is integrated into all training services provided to ensure that they remain current, relevant and competitive.
All our training programmes are evaluated and checked against specific outcomes that are defined at the start of the training.

6. COMMUNICATION FOR BETTER HEALTH: THE SHI PERSPECTIVE
We appreciate that Social Behaviour Change Communication (SBCC) processes motivates people to adopt healthy
behaviors and lifestyles either to change unhealthy behaviour or to continue healthy behaviour. At SHI, beyond IEC
materials, we use SBCC to improve people‟s health and well-being by emphasizing that communication should be strategic
and guided by systematic processes and experiential behavioural theories.
At SHI, we believe that communication motivates behaviour change and thus provides independent advice across the 3 major
communication channels namely,
(1) Interpersonal channels, often one-to-one communication, such as counseling and telephone hotlines.
(2) Mass media channels to reach large audiences not excluding radio and television, widely circulated newspapers
and magazines, billboards and bus advertising, public awareness schemes and the Internet.
(3) Community channels, which include rallies, public meetings, folk dramas and also local newspapers and local radio
stations.
As specialists in SBCC, we understand that where the majority of a group is in the change process is crucial and as such, we at
SHI have adopted the following strategies in developing a „‟SMART” compliant SBCC programme to
• State programme goals
• Involve stakeholders
• Identify target populations
• Conduct formative SBCC assessments
• Segment target populations
• Define behaviour change objectives
• Design SBCC strategy and monitoring and evaluation (M&E) plan
• Develop communication products
• Pre-test
• Implement and monitor
• Evaluate, elicit feedback and redesign
---ensuring sustainable logistics services
22
Our SBCC focus at SHI has helped to achieve healthy behaviours and lifestyles by addressing major hitherto unmet needs
like lack of knowledge about contraceptives, the transmission and prevention of malaria, the link between bed net use and
malaria control, increase knowledge of HIV/AIDS which will reduce stigma and discrimination against people living with
HIV/AIDS, etc.
