TheFemaleFarmeroftheYearAwardswasinceptedbytheformerDepartmentofAgriculturein1999toencourageandincreasetheparticipationofwomeninagriculturalactivities.Theeventitselfawardedtheeffortsandcontributionsofwomeninmattersoffoodsecuritythroughbackyardandlarge-scaleproductionaswellasvalue-chainactivities.Overtheyears,itbecameanempowermentplatformthatrecognisedtheentrepreneurialskillsofwomeninthesector.Insomecases,thewomenbecameavaluablepoolforplacementandtotransformvariousboardsofStateOwnedEntities(SOEs).ThisannualeventcommencesatprovinciallevelandculminateswiththeNationalFemaleFarmeroftheYearAwardstakingplaceattheendofWomen’sMonth.

Thecategoriesshouldappealtoprogressiveentrepreneurshipandencourage:

• Foodsecurityandforestry

• Valuechainactivities

• Tradeandexport.

The2009FemaleFarmeroftheYearAwardswasreviewedatameetingheldinBloemfonteinon21October2009andattendedbycoordinatorsandheadsofcommunicationfromallprovincesexceptfortheWesternCape.Thatprovincetenderedanapology.

ThereviewacknowledgedthefollowingFemaleFarmermilestones:

• Thecompetitioncelebrateditstenthanniversarywiththefullparticipationofprovinces.

• ConstantfinancialsponsorshipfromTotalSA.

• Thesupportofprovincestohostthenationalevent.

• Entrepreneurialinnovationoffemalefarmersandtheircouragetoventureintopreviouslymale-dominatedagriculturalactivities.

• Theparticipationandsupportoftheprivatesectorespeciallyintheadjudicationprocess.

The following challenges were noted:

• TheconceptwastoonarrowanddidnotsufficientlyaddressthefullspectrumoftheHDIs(inotherwords,thedisabledandyoungpeople).

• Themodelisaonce-offinterventionwithoutfollow-up(sustainability).

• Theawardsneedtomotivatesubsistencefarmerstobecomesmallholdersandthencommercialproducers.

• Ithasalwaysbeendifficulttosecureprizesandincreasesponsorshipparticipation.

• Themodeldidnottakeintoaccountthedifferentstagesofbusinessgrowth(newcomersvs.seasonedproducers).

• Themodelwasoutdatedandneededtobealignedwiththedepartmentalmandate(includingforestryandfisheries).

To align this competition with the new mandate of the Department of Agriculture, Forestry and Fisheries, the following is proposed:

• ChangethenameofthecompetitiontobecomeDAFFFemale Entrepreneur of the Year.

• ThecompetitionshouldtakeintoaccounttheexpandedmandateoftheDepartmentofAgriculture,ForestryandFisheriesandthereforeawardfemaleproducers/entrepreneursinallsectors.

• Thecompetitionshouldbeguidedalongthesameprinciplesofpromotingwomeninthevarioussectors.

In addition to the prizes above the DAFF and provincial departments will give support (skills) to the winners.

Forfemaleentrepreneurstobeeligibleforthecompetition,theymusthavetheirownbusinesses.Inthecaseofpartnerships,ownershipofwomenshouldbe80%andcompaniesmustberegisteredintheirnames.Inthecaseofatrust,80%ofthetrusteesmustbewomenandactive.Ininstanceswheremanagementisinthehandsofmanypeople,abusinessestablishmentwillbeenteredasalegalentitycollectivelyrepresentingthegroupandwinningsmustbesharedequitably.

PeoplewhohavebeenreceivinggovernmentfundinginTopEntrepreneurcategoriesforthepastthreeyearsarenoteligibletoenter.

3.1.1 Atleast60%ofthebusinessshouldbeexportofproduceandhaveproofofthetransactions.

3.1.2 Demonstrateadegreeofinnovationandcreativityinimprovingexistingfarmingsystems.

3.1.3 Produceforexportmarkets–withproductsdistributedacrossprovincialboundariesandinternationaloutlets.

3.1.4 Showcommitmenttocareforthenaturalresourcesandensuresustainabilityoftheseresourcesandalsodemonstrateresponsibleuseofproductioninputs,e.g.pesticides,fertilisersandvaccines.

4.1 Provinces

4.1.1 TheprovincialcoordinatorsandmembersofthepublictonominatepotentialFemaleEntrepreneursoftheYear.

4.1.2 ProvinceshavethelibertytodevelopbrochuresbasedonthisGuidingDocumenttoencourageparticipation.

4.1.3 Allnominationmaterial/profilessenttotheDAFFshouldbeinEnglish,toenabletheNationalPanelofJudgestospeeduptheirprocesses.Wheretheprofileisinanyoftheotherofficiallanguages,asummaryoftheprofileinEnglishshouldbeincluded.ADVDmusthaveEnglishsubtitles.

4.2 National

4.2.1 TheprovinceswillbeexpectedtosubmittheirnomineestotheDAFFbasedonthecategoriesmentionedunderitem2above.

4.2.2 Thenominees’profilesandmotivationsaswellasvideofootageshouldformpartofthesubmitteddocuments.

5.1 Provincialnominationprocessshouldcloseon30 June 2010.5.2 TheprovinceshavetosubmittheirnomineestothenationalDepartmentofAgriculture,

ForestryandFisheriesby31 July 2010.5.3 TheentriesshouldbesenttoMrSteveGalaneatthefollowingaddress:

5.4 TheDAFFFemaleEntrepreneuroftheYeareventwilltakeplaceonSaturday,21August2010intheEasternCape.

6.1 ThecoordinatorswillhavetoobtaintheirMECs’approvalonthecompositionoftheProvincialPanelofJudges,andwillalsoarrangesitetoursfortheadjudicationprocess,ifnecessary.

6.2 ItisrecommendedthattheJudgingPanelshouldincludeallmainsectorstakeholders,includingrepresentativesfromtheagriculturalunions,sponsorsandrepresentativesfromthenationalDepartmentofAgriculture,ForestryandFisheries.

6.3 Wherenecessary,adjudicatorsshouldholdinterviewswithnomineestogetabetterunderstandingoftheoperationsofthenominee.

6.4 Thejudgingoftheentriesshouldbecompletedwithin14(fourteen)workingdaysaftertheclosingdate.ThereafterthenamesofthetopnomineesshouldbeforwardedtothenationalDepartmentofAgriculture,ForestryandFisheriesforthenationaladjudicationprocess.

Thewinners’namesshouldbeaccompaniedbythefollowing:

7.1 AdjudicationwilltakeplaceonFridayandSaturday,aweekbeforethegaladinner.

7.2 EntriesfromallnineprovincestogetherwiththeFarmWorkeroftheYearentrieswillbeconsolidatedforthisprocess.

7.3 TheMinister,assistedbytheChiefDirector:StakeholderRelationsandCommunicationwillcomposetheadjudicationpanel.

7.4 Wherenecessary,adjudicatorsshouldholdinterviewswithnomineestogetabetterunderstandingoftheoperationsofthenominee.

8.1 Wherepossible,provincesareencouragedtomakeuseofprofessionalserviceswhentakingvideofootage.

8.2 Thisapproachwillenhancethequalityoftheentriestostandthedeservingfemaleproducersingoodstead.

8.3 ProvincestousethecategoryscoresheettocaptureallinformationneededforadjudicationpurposesontheDVD(tobeavailableatalaterstage).

8.4 CoordinatorstotakechargeoftheDVDmaterialanddoqualitychecks,especiallyensuringthattheinformationprovidedcontainsallrequiredelementsforadjudicatorstoassesstheentrepreneurfairly.

9.1 Winnersatprovinciallevelwillbeawardedcertificatesofrecognitionand50%ofnationalwinnings.

9.2 TheNationalOfficewillonceagaincallforsponsorshipsfortheprizemonies.

9.3 ThiscallwillbedonethroughtheofficesoftheMinister,theDeputyMinisterandtheDirector-Generalrespectively.

9.4 Prizemonieswillbepaiddirectlyfromthesponsorsintothewinners’accounts.

9.5 Provincesandtheindustryshouldensurethatalldetailsofthewinners,especiallybankingdetails,areverifiedtoensuresmoothprocessingofpayments.AlldocumentationtobesenttothenationalCoreTeamwhichinturnwillliaisewiththesponsors.

11.4 Winnersshouldwaitforayeartolapsebeforetheycanre-enterinadifferentcommodity.

12.1 Theprovinceswillhostthenationalawardsceremonyonarotationalbasis.

12.2 AbudgetforthemaineventwillbeallocatedbytheDAFF.

12.3 Alltheprovincialcoordinatorswillassumetheoverallresponsibilityinsupportingtheirprovincialwinnerstoattendthenationalevent.

12.4 Theprovincialcoordinatorsareresponsibleforliaisingwiththeprovincialwinnersaboutsecuringtransport(airorland).

12.5 GueststoattendtheFemaleEntrepreneuroftheYeareventwillbeallocatedasfollows:

12.5.1 Provincesnothostingthenationalevent(50guests)includingtheMECs’guests,officials,nomineesandcoordinators.

12.5.2 Hostprovinceforthenationalevent(150guests)includingtheMEC’sentourage,officials,nominees,coordinators,provincialleadersandstakeholders.

12.5.3 ThenationalDepartmentofAgriculture,ForestryandFisheries(200guests)includingtheMinistryandallministerialspecialguests,officials,sponsors,businessleaders(CEOs’Forum),otherrelatednationaldepartmentsandtheportfolioandselectcommittees.

13.1 Provincialeventswillbefundedfromprovincialbudgets.

13.2 Likewise,thenationaleventwillbefundedbytheDAFF.

14.1 Provinces

14.1.1 Theprovincesareatlibertytosourcesponsorshipfortheirevents,includingprizesfortheirwinners.

14.1.2 Thisalsoincludestheinitiativetogettransportandaccommodationsponsorshiptofacilitateattendanceofevents.

14.2 National

14.2.1 Provincesmaynotapproachthenationalsponsorsforthispurpose.Inthisregard,TotalSAandothersponsorswhichareearmarkedbythenationaloffice.

14.2.2 ThenationalofficewillcirculatealistofpotentialsponsorsforthispurposeandprovincesshouldsolicittheirsponsorshipsinconsultationwiththeDAFF.

14.2.3 Allsponsorshipmoniessolicitedbythenationaldepartmentwillbeallocatedtoprizemoniesonly.

15.1 ThepublicityfortheFemaleEntrepreneuroftheYearwillberolledoutatprovincialandatnationallevel.

15.2 Provincesareencouragedtomanagetheirownbuild-uppublicitytowardsthemainevent.

15.3 Theprovincialheadsofcommunicationhavetoensuremediapublicityfornominationsaswellascoverageofprovincialevents.

15.4 ItisadvisablefortheprovincestointeractwiththeDAFFDirectorate:Communicationifcapacityisneeded.

15.5 Advertsshouldreflecttheeventsaspartofthenationaleventandtoincludethenamesofthesponsors.

15.6 Atleastonemediastatementinclusiveofthesponsors,aswellastheindustry(fornominationofFarmworkers)shouldbeissuedbyprovincesaspartoftheircommunicationcampaign.

15.7 Thisapproachwillalsoapplytothenationalevent.

16.1 Provincesandindustryshoulddeveloptheirownplans.

16.2 Provincesshoulddeveloptheircommunicationplanstosupportthenationalprogramme.

16.3 TheseprogrammesshouldbeimplementedincollaborationwiththenationalDepartmentofAgriculture,ForestryandFisheries.

17.1 AllprovincesandtheDAFFshouldimplementthisAwardinaccordancewiththePublicFinanceManagementAct(PFMA)andothercodesofgoodgovernance.
