• In 1988, Chenzhou Economic Development

Area (hereinafter referred to as CZEDA) was

established.

• In 2009, CZEDA won the honorary title of

“The Development Zone with the Best

Investment Environment in China”.

• In 2011, Xiangnan Demonstration Zone of

Undertaking Industry Shift was approved.

• In 2012, CZEDA expanded from 22.1 square

kilometers to 68.83 square kilometers.

• In 2013, CZEDA plans to expand to be a

In 2013, CZEDA made great achievements in revenue of technology, industry and trade, total industrial output , and import and export, whose total value was 18.5 billion yuan, 8.7 billion yuan and 900 million dollars.

　　 Shigaitang Industrial Park is located at Shigaitang Town of Chenzhou, and at the connection of the interchanges of Beijing-Hong Kong-Macao Expressway and Xiamen-Chengdu Expressway. It is only 8 kilometers away from the downtown and is the major platform of investment promotion and capital introduction of CZEDA during the twelfth five-year plan period. The present planning area of Shigaitang Industrial Park is 10 square kilometers, and it will expand to 20 square kilometers in the future.

　　 Xiangnan High-tech Industrial Park is located at the Changchong district in CZEDA, at the crossing of No. 107 National Road and Chenzhou Avenue, and close to the Beijing-HongKong-Macao expressway and Chenzhou high-speed railway station. The park, with a planning area of 260 hectares and 22 4-stroey standard factory buildings totaling 310,000 square meters, focuses on the introduction of enterprises enterprises which need industrial shift.

Chenzhou is an important energy provider in south China, with thermal power and

hydropower capacity of 3.57 million kw. Industrial power in the city is supplied by

the Central China Grid, which is sustainable and stable. There are 7 transformer

• Chenzhou has a working population of about 3 million,

accounting for 60% of its total population. It has more

than 1 million migrant workers outside, who can be

attracted back home to become stable skilled labor. • The Municipal Government of Chenzhou and CZEDA

issued a series of polices to promote cooperation between

corporations and colleges and to provide help and service

for enterprises in terms of employment. A long-term stable

human resource system has been formed and effective

countermeasures have been taken to meet the employment

needs of enterprises.• (1) Minimum wage standard in Chenzhou: 1035

Conditions for Investing and Settling in CZEDA (I)

• 1.Products of the enterprises should be in line with the national industrial policy, and in compliance with CZEDA’s development direction, industrial layout and functional partition.

• 2. Enterprises should provide investment plans, credit certification and other relevant information for examination and evaluation.

• 3. Enterprises should meet the requirements in environmental protection, security, and fire control set by the state, and go through the relevant formalities of specification.

• 4. Enterprises which plan to buy land in CZEDA should meet the following requirements: the total investment reaches 30 million yuan or above; the investment intensity meets the standards set by the Ministry of Land and Resources; the average annual output should be no less than 2 million yuan/mu three years after put into production and the annual tax 100 thousand yuan/mu or above (measured by the actual area of the project).


• 5. For the enterprises which pass examination and get the approval into CZEDA, they should register and pay tax in CZEDA before they formally go through the formalities of land transfer or lease.

• 6. The industrial enterprises in CZEDA cannot change the land use type without authorization, and should have the funds in place in the construction period according to the contract

• 7. The construction plans and the volume ratio of the projects should meet the requirements of CZEDA.

Procedures for Investing and Settling in CZEDA (I)

• 1. Enterprises consult and negotiate with the Business Promotion Bureau of CZEDA about their investment intentions.

• 2. Enterprises provide the Business Promotion Bureau with investment plans.

• 3. The Business Promotion Bureau conducts prophase investigation and preliminary assessment about the enterprises.

• 4. The Management Committee of CZEDA and the enterprises sign agreements of intention of investment.


5. The Management Committee of CZEDA conducts comprehensive assessment of the projects and clarifies the favorable conditions &location.

6. The Management Committee of CZEDA and the enterprises sign formal agreements.

7. The Business Promotion Bureau assists the enterprises with the procedures of business registration, tax affairs, land, planning and construction.

8. Construct and put the projects into production.
