VACANCY NOTICE The Project Implementation Unit (PMU) of ADB funded “Ulaanbaatar Urban Services and Ger Areas Development Investment Program ” announces the vacancy of PROJECT COORDINATOR. Project Coordinator The Project Coordinator will have a master’s degree, preferably in management or a technical field relevant to the Program. He/she will have had 10-15 years of proven experience in a management position in a development agency, donor organization, public institution or an NGO in Mongolia or abroad, and will have a proven track record on dealing effectively with regulatory policies and with multi-disciplinary approaches for addressing the needs to local stakeholders. English language proficiency is required. The Project Coordintaor will report to the Vice Mayor in chagre of Urban Development and Investment, and commence his/her assignment at month 1 of the Program. He/she will be in charge for the whole duration of the Program. Summary of duties includes, but is not limited to: Ensure liaison with and among all Program Consultants, relevant Municipality of Ulaanbaatar (MUB) administration units, Government agencies, the Program Steering Committee (PSC), ADB, the European Investment Bank (EIB), other relevant donors, and entities set up for the implementation of the Program such as the Subcenter Redevelopment Authority (SRAas well as other program stakeholders. Procurement Expert The Procurement Expert will be a qualified procurement specialist with a university degree in management,
accounting, or a related field with extensive demonstrated knowledge of procurement systems and
processes. He/she will have at least 10 years experience in procurement of civil works, goods and services
in Mongolia. In addition to being well acquainted with National procurement procedures and regulations,
knowledge of ADB or other international donor organization procurement guidelines and procedures is
deemed essential. The position requires English language proficiency.
The Procurement expert and will report directly to the Program Director and will work in close contact with
the Consulting Engineering team, the Procurement expert selected under the Strengthened Program
Implementation Capacity. Responsibilities of the PMO Procurement expert.
Summary of duties includes, but is not limited to:
Assist the Program Director to procure goods, works, and consultancies in accordance with ADB Procurement Guidelines (April 2010 and as updated from time to time) and Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers (April 2010 and as updated from time to time).
In collaboration with the Procurement Expert assigned under the “Strengthened Program Implementation Capacity” component. Assist the PMO to carry out annual review of the Procurement Plan.
Coordinate with the PMO and consultants to insure that procurement activities are scheduled to support procurement requirements, and that the relevant documents are completed.
Assist the PMO in all phases of selecting international and national consultants, including: (a) request for expression of interest, (b) shortlisting and invitation to submit proposals, (c) evaluation of proposals and selection of consultants, and (d) negotiations and contract award.
Review all bid documents for procurement of works and goods prepared by Consultants, particularly in relation to possible National Competitive Bidding procedures and to the conditions of contract and provide relevant advice as needed.
Provide assistance to the Program Director and to the tender evaluation committee in the tendering process for the procurement of works and goods in accordance with ADB procurement guidelines, including: (a) preparation and publication of invitations to bid, (b) coordinate answers to bidders queries, (c) evaluation of tenders, and (d) preparation of tender evaluation reports.
Assist in addressing and providing answers to bidder queries and in organizing, if applicable, bidder site visits.
Coordinate the processes of non-objection by the ADB and if applicable, the EIB, during the procedures of evaluations of tenders and consultant’s proposals.
Support the Program Director in preparing the necessary documentation for contract signing and consultant and contractor mobilization.

EXPERT
Environmental and Safeguard Expert
The environmental and safeguards expert will have preferably a degree in environmental or social sciences.
an engineering background can be considered as well. The candidate will have minimum 10 years of proven
experience in a relevant environmental safeguard position in a development agency, donor organization,
public institution or an NGO in Mongolia, be acquainted with Mongolian regulations and procedures related
to involuntary resettlement and compensation procedures, have a solid knowledge of ADB and Mongolian
regulations concerning environmental due diligence as well as a proven background in dealing effectively
with local communities. The position requires English language proficiency.
The Environmental and Safeguard Expert will report to the Program Director and will work in close
collaboration with national and international experts such as: (a) the Land Management & Resettlement
specialists. Gender specialists and Environmental specialists being assigned under the “Strengthened
Program Implementation Capacity” program, (b) the land Management specialist and the Legal specialist
being assigned under the “Improved Planning and Subcenter Development” program, (c) the Regulatory, the
Institutional Reform specialists being assigned under the “Improved O&M of Service Providers and
Institutional and Regulatory Reforms” and (d) the team assigned under the “Community Engagement”
program. Summary of duties includes, but is not limited to:
Review safeguard documents to be prepared under the PPTA 7970 FS. including but not limited to: the Resettlement Plan (RP). the Gender Action Plan (GAP), the Environmental Mitigation and management Plan (EMMP), the Consultation Participation strategy (CPS). propose refinement and update of the documents if they are not sufficient in accordance with ADB policies and guidelines and consistent with relevant Mongolian national regulations.
Participate actively to the preparation of TORs for Consultants involved in the safeguard programs, and to the process of selection of consultants namely under the “Strengthened Program Implementation Capacity” the “Improved Planning and Subcenter Development”, and the “Community Engagement” programs being implemented under the Program.
Make sure that the all safeguard obligation and compensations including the Environmental management and monitoring plan, involuntary resettlement and gender program will be implemented in accordance with the ADB environmental guidelines and national requirements.
Ensure that the stakeholders and communities adopting any proposed parallel neighborhood redevelopment scheme such as paid connections, direct trading or neighborhood land pooling, or resettling elsewhere, will have fully understood the adopted the planning process and considered the long term consequences of their choice for themselves.
Develop in close collaboration with the International and national Consultants in the fields of environment, land management, resettlement etc., methods for monitoring the long term process of the various resettlement programs and reporting, adopting, among other, appropriate indicators.
Review the detailed environmental safeguard documents to be produced by Consultants in the early stage of the implementation of the Program and provide assistance to the consultant to obtain required documents and information.

EXPERT
Program Accountant/financial expert The Program Accountant/Financial Expert will have a university degree in finance and/or economics, a
related discipline, or be a chartered accountant. He/she is expected to have at least 10 years of proven
experience of working in program/project finance, accounting and financial reporting under ADB and/or other
International Donor assisted programs. He/she will report to the Program Director and will work closely with
the international and national finance experts under the Strengthened Program Implementation Capacity
consulting package. He/she will work for the whole period of the program.
Summary of duties includes, but is not limited to:
Assist the finance experts foreseen under the Strengthened Program Implementation Capacity consulting package to identify procure and set up a financial management system (FMS) to be used during the implementation of Tranche 1 as well as during the subsequent MFF Tranches; get acquainted with the FMS and apply it for budgeting, financial planning reporting.
Maintain the program accounts.
Have responsibility for compiling and preparing the Program financial progress reports as required by ADB.
Assist the financial experts prepare the first annual work plan and budget.
Prepare, in collaboration with the manager of the Consulting Engineering team and the Team Leaders of the other institutional consulting teams, the work plan and budget for the subsequent Program’s years.
Assist in the periodical review of the Program work plan and budget as needed.
Review business plans prepared under the “Housing Micro Finance Program for Ger Areas” and provide relevant comments to PMO.
Assist the Program Director in updating of detailed cash flow projections.
Monitor program expenditures, and supervise the quarterly and annual financial reports during the first Program’ year; prepare the financial reports during the forthcoming Program years.
Consolidate monthly financial statements and requests for payment by contractors and service providers and assist the PMO in the process of approval for payment release.

Construction Supervisor for Facilities The Construction Supervisor for facilities will be a civil engineer or architect with qualifications from a
recognized university. He/she shall have a minimum 10 years’ proven experience in construction
management, supervision and quality control of Programs related to buildings. Possession of State
Certification in a related profession is desired.
The Construction Supervisor for Facilities shall report to the Chief Engineer Summary of duties includes, but is not limited to:
Oversee the implementation of all works related to the construction of buildings, that will be financed under Project 1 of the MFF.
Monitor progress of works and ensuring the works are carried out in accordance with the contract, specifications, drawings and Program plans.
Visit the Program sites on a daily basis in order to identify any problems and provide appropriate solutions through application of sound engineering standards in consultation with the International and National Urban Engineer and the Program Director.
Undertake the measurement of works in support of contractor claims for payment and supervise the Clerk of Works/Site Engineers (National) assigned to the Program and monitoring their performance.
Approve measures and quantities of works performed by contractors as summarized in daily Contractor’s reports.
Review and provide advice to the International and National Urban Engineer, for the acceptance of monthly summaries of quantities of works and material submitted by contractors and suppliers.
Provide assistance during workshops and on-the job training programs on maintenance of buildings, road, drainage and other hydraulic structures as provided by contractors and suppliers.
Provide inputs as needed for the preparation of operation and maintenance plans for the new buildings, road and hydraulic infrastructure to be prepared by contractors and suppliers.

of the ADB. The translator will report to the Program Director. Specific tasks are to arrange and provide all
verbal and written translation services for the PMO.
Summary of duties includes, but is not limited to:
Written translation of documents from Mongolian to English, and English to Mongolian.
Verbal translations at meetings, workshops, etc.
Organise simultaneous translation services for conferences and major workshops where required.
