Welcome to the Charnwood Partnership for Children and Families (CPfCF) directory of Children’s Centre services – details contained within directory have been provided from our partners and represent commissioned and non commissioned services that operate within the Charnwood Children’s Centre reach areas�
The directory aims to provide our partners with information and contact points of services provided, and therefore facilitating multi agency understanding of the programme delivery and referrals of families with children aged 0-5 to service provision�
The directory has been organised so that you can gain information regarding locations and opening times of Sure Start Children’s Centres within the Charnwood Borough, pages 3-4 and an A-Z directory of Services pages 5-34� I have provided an index for ease of access�
I would like to thank our partners in their co-operation in providing us with service information; services which I believe reflect the aims of our mission statement below� Service provision need to reflect, the needs of our families, so that we can continue to provide these services, in order to break down the barriers they face and improve outcomes of their children today and generations to come�

Project Name:- Adult Learning Service – Learning in Children’s Centres (LiCC)
Is Crèche facility to be provided?
Yes� There are crèche facilities available for Family Learning or other group activities, provided through Adult Learning or the Commissioned Crèche provision as appropriate�
Length of course/provision
One to one sessions last between 45 minutes to an hour, with provision for follow up sessions or contact support as necessary�
Family Learning sessions can be short courses of 3 weeks, or up 15 weeks for longer courses� Skills For Jobs courses usually last 6 weeks�
Details of planned activities
Family Learning provision is arranged and advertised through Children’s Centres� Additional courses can be delivered throughout the year in negotiation with Family Outreach Workers (FOWs) such as Basic First Aid or Safety In The Home�
How is service accessed?
Parents are often engaged in the first instance through group activities provided by Family Learning, FOWs, LiCC workers and other staff within the Sure Start network�
The LiCC Workers have effective partnerships networks with Jobcentre Plus, Mental Health Services, Community Workers, Neighbourhood Action Teams, Drug and Alcohol Abuse support organisations, Women’s Aid�
They are experienced Community Development Workers and have the skills required to contact/approach parents in a variety of settings� LiCC workers are also part of the Multi Access Centre Project which operates in all local Libraries within the County which is extensively advertised through a variety of accessible media�

Details of Service provision
The Learning In Children’s Centres (LiCC) Project provides information and guidance to workless parents with children 0-5� This service supports parents who are ready to return to work now, or in the future and may require additional help such as further learning, qualifications or just help with finding work�
The project can either provide group sessions to help parents gain the confidence to move on to further learning, or parents can also receive one to one guidance and on going support if needed�
The LiCC Workers also support people into other learning opportunities within The Adult Learning Service including FREE courses:
• Maths and English
• Skills For Jobs - CV Writing, Job Applications, Confidence, Interview Skills, First Aid, Food Safety etc
There are a range of courses can be free to those on means tested benefits:
• English For Speakers Of Other Languages (ESOL)
• Computing
• Family Learning Activities are run within all Children’s Centres in Charnwood� They cover a range of topics and activities to help parents to understand better how their children learn and how to support them, but also how to improve their own skills and qualifications� These courses are fun and can often be the first step back into learning�
Who is the service aimed at?
The LiCC Project is a targeted service� It is aimed at workless parents of children 0-5, particularly those with few or no qualifications or who have other barriers to learning or returning to work e�g� a period of mental ill health�

Job Title: Locality Services Manager and Breast Feeding Co-ordination Project Manager
Details of Service provision
The Breast Feeding Co-ordination in Charnwood programme provides dedicated time from a full time Health Visitor and Community Nursery Nurse to co-ordinate and lead a clinical network of ‘breastfeeding champions’ which includes members of our health visiting team, Family Outreach Worker and La Leche peer supporters�
Aims: To promote the benefits of breastfeeding in primarily targeted at those mums (and dads) who are unaware of the health benefits of breastfeeding to both themselves and their baby� It also provides hands on support and aims to facilitate mums to effectively start breastfeeding and to continue breastfeeding for longer – ideally exclusively for 6 months�
This project has enabled training for two cohorts of community mums (total of 21), who have been trained as peer supporters using La Leche� These peer supporters are called ‘Charnwood Bras’ who can be
contacted via mobile phone for support and advice� They contribute to the work of the breastfeeding cafes of which there are now 5 around the locality�
All families supported through the project are invited to the breastfeeding cafes and open access is encouraged� Families will attend as little or as often as they wish� Mums attend cafes on average 6 times during the child’s first year�
The achievement of the health outcome performance measures of:
• Decreasing the percentage of children starting school who are obese
• Increasing the percentage of mothers initiating and maintaining breastfeeding as measured at the 6-8 week universal contact
Who is the service aimed at?
This programme is targeted primarily to first time parents, or parents who are unaware of the range of health benefits associated with breastfeeding�
Is Crèche facility to be provided? No, not normally as session involves parent and baby�
Which Children’s Centre reach area do you provide this service?
Breastfeeding cafes are established in Shepshed, Loughborough West, Mountsorrel, Cobden and Thurmaston�

• Consider and help formulate a hypothesis with recommendations for action to meet the identified need

The overall aim of the is the CAMHS - Mental Health and Emotional Well-Being Project is the promotion of emotional well-being of children and their families, through:-
• Enhancing and developing professionals’ existing knowledge and skills in managing mental health issues
• Building the capacity of parents/carers in promoting the emotional well-being and mental health of their Children
• Tackling stigma surrounding mental health
• Multi-agency partnership working, in particular through the use of the CAF process

• Improving staff knowledge, skills and confidence, surrounding mental health issues through staff training;

Enhance quality of care and service received by families regarding mental health, ensuring improved multi-agency working for frontline staff members ensuring the increased and appropriate use of CAF Process�
The Charnwood Citizens Advice Bureau Children’s Centre project can offer families of children aged 0-5 a wide range of advice and information including:
• Benefit advice - we offer benefit check to all our families - millions of pounds of benefits are not claimed because there is no sole agency responsible for ensuring that people get all the benefits they are entitled to
• Employment - problems with pay, unpaid wages, unauthorised deduction, holiday or other terms and conditions, maternity benefits, social funds etc�
• Debt Advice - mortgage or rent arrears, loans, credit cards debts as well as budgeting advice
A benefit check may help to improve family’s situation� We can help complete claim forms, as many benefit forms are long and off-putting and the purpose and significance of the questions is not always clear�
Clients with consumer, housing, employment queries can be provided information on statutory (rights covered by legislation)/ contractual rights�
Specialist Advice: Money, housing and welfare also available�
The CAB offer universal services Families with young children aged 5 and under�

The sessions are delivered to universal and targeted families� There are always a number of spaces reserved for targeted families, therefore ensuring easy access for them�

The Children’s Centre Housing Advice Service is provided by “The Bridge” offering a specialist housing advice service at three of Charnwood’s Children’s Centres, two Community Centres, and one library� We also provide home visits for families who are unable to attend a centre� The service is for families with children under 5, including those expecting a baby, who have any kind of housing difficulty, for example; homelessness, neighbour disputes, court action for rent arrears and housing benefit problems�
The aim of the service is to make accessing specialist housing advice easier for families who would otherwise have to make the trip in to town�
Who is the service aimed at?
The service is aimed at improving the housing conditions for the whole family�
The target audience would initially be the parents; any improvement in housing would have a subsequent effect on their children�

Parents completing the group will develop strategies and practical ideas to support managing children’s behaviour� At the end of the group, parents will feel that they have gained valuable parenting skills to enable them to be more confident with their approach and in implementing the strategies or knowledge to achieve positive solutions�

Is Crèche facility to be provided? Yes, a crèche is currently being provided, although the continuation of this facility is subject to change, or alternative funding being available�

Details of Service provision
Health visiting services across Charnwood are delivered through 3 neighbourhood teams – North Charnwood, South Charnwood and Syston and Thurmaston� Teams are led by health visitors who are aligned with GP surgeries and Children’s Centres; they include community child health nurses, community nursery nurses and health visitor assistants�
Staff identify health needs, facilitate health enhancing activities, and stimulate an awareness of the need for families to choose healthy life style choices�
They work closely with colleagues from social care and the Children’s Centre programme along with health improvement specialists to design and deliver services to reduce health inequalities and facilitate improved access for those families who find it difficult for what ever reason to engage with appropriate services�
Families can self refer at any stage during the child’s pre-school years and children are seen for review of their general health and developmental progress at scheduled times� Families are given appointments in their own homes but are also seen in a variety of community settings including GP surgeries and Children’s Centres�
Families can be referred to take part in parenting support programmes ranging from new parent support groups through to the Incredible Years and Mellow Parenting programmes�
The teams also have access to the “check it out” service which enables poorly children to be looked after in their own homes, thereby preventing admissions to hospital and promoting early discharge�
G H Who is the service aimed at?
Health visiting teams deliver both universal and targeted services for families of children with additional needs and support families who have children with special needs�
They have expertise in supporting mums to initiate breast feeding to enable them to breast fed their children for longer; teams also support families who are struggling with maternalmental health problems�
Health visitors provide support to whole families which include; mums and dads, carers and sometimes extended family�

Chatterbox: a 12 week group for children aged 1-5 years and their parents/carers� The sessions are aimed at promoting
communication, language and literacy through singing, book sharing, mark making, messy play and role play activities� After 12 weeks if people need additional support they can re-book onto the group or we could refer them to additional services e�g� Speech and Language Therapist (SALT), Family Outreach Worker (FOW) support� However, if families do not require additional support they are referred to other (universal) activity groups in the local area e�g� parent and toddler groups, wriggly readers at the library etc�
Chatter-Babies: an on-going drop in group for children aged 0-12 months and their parents/carers� These sessions are also aimed at promoting Communication, Language and Literacy in very young children� Each session includes lots of singing, book sharing and messy play opportunities for the children� These sessions are widely accessed due to their informal, drop in nature and often families will come for several weeks or months until the mothers return to work� The sessions are intended to show adults the benefits of singing and sharing books with very young children and to teach them a wide range of songs that they can sing at home� More general parenting and child development advice is also given during informal discussions with families�
PEEPO: an 11 week group based on the PEEP principles aimed at highly targeted families� The group provides families with lots of opportunities to interact together through play and also a chance for the adults to discuss their child’s development in different areas e�g� mark
K L making, physical movement etc� Once the course is completed, families in need of additional support are signposted to Chatterbox or other targeted groups� Families without additional needs are signposted to Wriggly Readers, Sing-A-Song-A-Story and other local groups outside of the Children’s Centre program�
Sing-A-Song-A-Story: a drop in sing and play session for children aged 0-5 years and their parents/carers� Held at Sileby and Thurmaston library once a week� As these sessions are held in libraries they are universal with all families being welcome to attend, although Community Outreach Workers work hard to encourage targeted families to come along to the groups and to access library services more generally�
Speak a Boo: was created jointly with the Speech and Language Therapy (SaLT) team and Community Outreach Worker support the team to provide a fourth week of activity which is about sharing books and also to develop the programme further� We are currently looking at training for the rest of the County who are looking at running the same courses�

Incredible Years
Offers targeted support to parents /carers (tier 2b/3) through group work sessions based on social learning theories� Sessions are available to parents and carers of children aged between 4 and 13 years and would like help to learn how to manage their behaviour�
Sessions are delivered by Incredible Years Staff, part of Leicestershire County Council’s Parenting Early Intervention Programme, and other trained practitioners including Family STEPs Family Outreach Workers and YOS Parenting Workers�
Sessions include group discussion and looking at video clips of real life parent-child interactions, strategies are considered in order to deal with common behaviour problems in children such as swearing, fighting and refusing to do what they are told�
The aims of the sessions are to:
• Support parents in handling difficult and challenging behaviours
• Focus on strengthening abilities such as positive discipline and confidence building
• Promote benefits of interactive play and rewards, anger management, appropriate discipline techniques, consequence of actions and problem solving with children and family
• Reduce conduct problems in children by decreasing the negative behaviours and non-compliance with parents/carers at home, whilst reducing disruptive behaviours at schools
• Increase social skills – to promote positive communication skills
This is a 12 week programme, that runs ½ day per week�

Mellow Parenting

Young Mums To Be: This programme enables young pregnant mothers aged 15-19yrs the opportunity to gain valuable knowledge of their health and well being throughout their pregnancy in a small and informal manner� It aims to give the young expectant mothers a support framework, including information provided by midwives regarding birth of their babies and also an opportunity to gain friends with other young mothers to be�
The aim is to maintain these pregnant teenagers in education, employment or training, enabling to achieve a level 1 qualification which they can use as a progression onto other courses, at the same time as introducing these young mothers to services provided within Sure Start Children’s Centres�
Parents with Prospects: Is a 12 week course run one day a week is aimed at 16-19 yr old
parents� Learners successfully completing the course will achieve a Level 1 Edexcel Award in Parents with Prospects� This course has 5 units including “Developing communication and literacy with children”, “Developing relationships and play”, “Healthy eating for children”, “Keeping children safe and well” and “Positive parenting skills”� The sessions are delivered within Shelthorpe Children’s Centre by Joanne Platt of Loughborough College and a Sure Start Family Outreach Worker� We work alongside many other organisations e�g� Connexions for recruitment and have many guest speakers on the course who help to provide the learners with specific course content� At the end of the course, the learners will feel a sense of achievement for completing their work and will also have gained valuable parenting skills to enable them to be more confident parents with a direction for progression�
Progression opportunities include: Positive Futures/ Steps to Success Level 1 Progression Programme at Loughborough College – entry points throughout the academic year; or vocationally specific Entry/ level 1 or 2 programmes within the FE sector in Sept�
Many learners from previous ‘teen mum’ programmes have gone on to enter full time learning programmes within Loughborough and Stephenson College�
