за заемане на академичната длъжност „ДОЦЕНТ“ могат да се направят следните

обобщения: 2.1. Справката е коректно направена и отразява основни научни постижения

(публикувани книги, студии, статии и доклади от конференции, и цитирания на научните публикации) на кандидата за ДОЦЕНТ на ТУ-София: гл.ас.д-р Анка Иванова Цветанова.

2.2. От справката е видно, че са изпълнени минималните изисквания, включително:

o Група А: Кандидатът има придобита ОНС „доктор“ с диплома № ТУС -СФ 2А-НС1-008, от 29.03.2013, издадена от ТУ-София.

o Група В: Кандидатът e представил разработена в съавторство публикувана монография (хабилитационен труд) по темата на конкурса за ДОЦЕНТ: Велева С., Цветанова А.,Иновация на бизнес модели, изд. Софттрейд, София, 2020, ISBN 978-

954-334-230-3, 271 стр. Монографията е призната за хабилитационен труд от органите на ТУ-София.

o Група Г: Кандидатът е формирал 290 точки по критериите от тази група (минимален брой 200 т. според Правилник за прилагане на Закона за развитието на академичния състав в Република България). Тя участва в конкурса със следните

публикации: 1) Публикувана книга на база на дисертационния труд (Г5) – 75 т.; 2) Две публикации (статия и доклад) в съавторство в издания, индексирани в световни бази

данни (Г6) – 30 т.; 3) 20 публикации (статия и доклади) по Г7, като 13 от тях в съавторство и 7 самостоятелни - 130 точки; 4) Една студия по Г8 в съавторство с двама автори – 15 т.; 5) Участвала е в една колективна монография (Г10) – 40 точки.

o Група Д: Кандидатът е посочил в справка от общо 23 цитата, от които: 1) Eдин в индексирана публикация (Д11) - 15 т.; 2) Шест в монографии и колективни томове с

научно рецензиране (Д12) - 60 т.; 3) Шестнайсет в нереферирани списания (Д13) – 80 т. Общият брой точки по този критерий е 155 (при минимален брой 50т. според Правилник за прилагане на Закона за развитието на академичния състав в Република

България и ПУЛЗАД в ТУ). o Група Е: Въпреки че не се поставя минимални изисквания, кандидатът е съавтор в

един учебник и участвал в шест научноизследователски проекта. o Група Ж: Кандидатът надвишава значително изискванията по този критерий. При минимални изисквания от 30 точки броят точки на кандидата възлиза на 450 точки.

В обобщение може да се заключи, че представените материали по конкурса за доцент попадат в тематиката на конкурса, поради което следва да се включат в

изчисляване на критериите за изпълнение според Правилник за прилагане на Закона за развитието на академичния състав в Република България и ПУЛЗАД в ТУ. По този начин кандидатът в конкурса за доцент изпълнява всички минимални нормативи изисквания.


3. Обща оценка на научно-изследователската дейност на кандидата Научно-изследователската работа на кандидата е в следните основни тематични

направления: маркетинг, дигитален маркетинг, иновации, аутсорсинг, масова

къстемизация, икономически анализ. Може да се откроят следните положителни страни, които са свидетелство за безспорните качествата на кандидата: 1) интерпретация на

теоретичните достижения от практическа гледна точка; 2) познаване на научните достижения в областите, към които кандидат проявява професионален интерес; 3) умения за тяхното творческо интерпретиране и систематизиране; 4) ярко изразена способност за

доразвиване и обогатяване на теоретико-методологични постановки. Налице подчертан устойчив интерес и постижение в изведените основни тематични направления.

4. Оценка на педагогическата подготовка и дейност на кандидата Кандидатът е с многогодишен и богат педагогически опит. В образователно-

квалификационна степен „бакалавър“ води лекции и упражнения по дисциплините:

“Икономика“ – пред студентите от първи курс от специалностите “Електроника и “Телекомуникации“; “Икономика 2 (Икономика на предприятието)“, сп. “Индустриален

мениджмънт“; “Икономика на индустриалното предприятие“, сп. “Индустриален мениджмънт“: „Бизнес икономика“, сп. МБИС; Economics, сп. Машиностроене на английски.

Богатата преподавателска практика на кандидата дават основание да се заключи, че същият притежава необходимите законови характеристики за заемането на академичната

длъжност „Доцент“.

5. Основни научни и научно приложни приноси Кандидатът за академичната длъжност “доцент” гл. ас. д-р Анка Иванова

Цветанова, участва в конкурса със 25 публикации, вкл. 2 монографии (в съавторство, в т.ч. по конкурса за доцент); 1 статия и 1 доклад в индексирани в международни база данни

издания; 2 статии и 18 доклада, публикувани в нереферирани списания; 1 студия, публикувана в реферирано и индексирано издание.

Научни приноси на кандидата

1. В резултат на задълбочен анализ на становищата на голям брой автори за същността на иновациите на бизнес моделите е изведено собствено определение и

са направени научни обобщения със значение за бъдещите изследвания в тази област (Публикация В).

2. В резултат на проведено изследване на процесите на иновация на бизнес моделите

в български предприятия са изведени изводи и научни обобщения относно силата на влияние на този вид иновация върху различните стопански резултати и

конкурентоспособността на предприятията със значение за теорията и бъдещите изследвания (Публикация В).

3. Анализирани са важни теоретични аспекти на системата “продукт-услуга”,

направени са научни обобщения и е представена собствена дефиниция за нейната същност (Публикации Г.7. – 2, Г.7. – 3).

4. На основата на проучване и анализ на съществуващите теоретични постановки са изведени научни обобщения относно същността и принципите на приложение на стратегията за масова къстамизация (Публикация Г.5).


5. Изведени са научни обобщения относно същността на аутсорсинга и неговото значение за реализацията на стратегията за масова къстамизация в предприятията (Публикация Г.5).

Научно-приложни приноси

1. В направлението, свързано с иновациите: Изведени са основните видовете иновации на бизнес моделите със значение за бъдещите изследвания; на база на анализа на методическите характеристики на иновационния процес е оценена

тяхната приложимост; разработени са методически указания за изследване на процесите на бизнес моделите, като е адаптирана методика и е предложена анкетна

карта; извършено е емпирично изследване на процесите на иновации на бизнес моделите и оценено тяхното въздействие върху конкурентоспособността на предприятията в България (Публикация В). Предложен е метод за предварителна

оценка на алтернативни варианти на технологичен трансфер, основан на използването на метода TOPSIS (The Technique for Order of Preference by Similarity

to Ideal Solution) (Публикация Г.6. – 2). Извършено е емпирично проучване в български предприятия на икономическата ефективност от въвеждането на организационни иновации и са постигнати важни резултати (Публикация Г.7. – 15).

Определени са детерминантите на абсорбционния капацитет на предприятията и факторите, които влияят върху тяхното формиране. Извършено е емпирично

изследване на състоянието им, както и на влиянието им върху интензивността на технологичния трансфер, иновационната дейност и стопанските резултати на индустриалните предприятия в България (Публикация Г.8. – 1).

2. В областта на маркетинга: Изведени са основните предимства и недостатъци на инструментите на дигиталния маркетинг със значение за теорията и практиката (Публикация Г.6. – 1). Предложена e собствена дефиниция за него,

характеризирана е същността му и основните предпоставки за успеха му (Публикация Г.7. – 4). Предложен е модифициран вариант на традиционния модел

на комуникационния процес при т.н. “маркетинг под прикритие” (Публикации Г.7. – 5 и Г.7. – 6). Разработен е алгоритъм за подбор на персонален източник на рекламно съобщение, който позволява събиране, обработка и качествена оценка на

данни, измерени с различни скали (Публикация Г.7. – 10). Извършено е проучване на голям брой рекламни съобщения в български месечни списания и са изведени

изводи и обобщения за предпочитанията на рекламодателите и за рекламната практика на списанията (Публикация Г.7. – 20). Разработени са алгоритми за определяне на вариантите на изделията за целите масовата къстамизация, за

конструиране на продуктите от потребителите и за пазарната оценка на стратегията за масова къстамизация на предприятието (Публикация Г.10. – 1).

3. В областта на анализа и изследване на секторни характеристики: Определени са основните насоки за анализ на икономическото въздействие на клъстерите и е изяснена тяхната роля за привличането на външни за района/страната инвестиции

(Публикация Г.7. – 8). Представен е методически подход за анализ на системата за оперативен контролинг на индустриалното предприятие, позволяващ оптимизиране

на положителния финансов резултат от стопанската дейност и ликвидността (Публикация Г.7. – 13). Направен е преглед на развитието на информационните и комуникационни технологии в България, систематизирани и анализирани са

силните и слаби страни на този сектор у нас, анализирани са благоприятните


възможности и заплахи за неговото развитие (Публикация Г.7. – 18). Извършено е проучване на равнището на конкурентоспособност на български туристически предприятия и са изведени важни резултати и изводи (Публикация Г.7. – 19).

4. В областта на аутсорсинга: Разработен е методически подход за приложение на аутсорсинга в предприятията. В рамките на подхода са предложени: алгоритъм за

определяне на модулите/дейностите с потенциал за аутсорсинг; адаптиран алгоритъм за оценка на икономическата целесъобразност от реализацията на аутсорсинга; алгоритъм за анализ, оценка и избор на поддоставчици (Публикации

Г.5.; Г.7. – 12 и Г.10. – 1); 5. Предложен е подход за определяне на потенциала на фирмените дейности за

постигане на конкурентно предимство с използване на АНР метода (The analytical hierarchic process), който би могъл да намали субективизма в оценките и ще улесни вземането на правилни управленски решения (Публикация Г.7. – 11).

6. На основата на литературни проучвания за същността на виртуалното предприятие са изведени неговите основни характеристики и е предложена прецизирана

дефиницията за него. Определени и характеризирани са основните предпоставки за възникване и ефективно функциониране на виртуалните предприятия (Публикации Г.7. – 16 и Г.7. – 17).

Налице е основани да се заключи, че изведените теоретични и приложни приноси за достатъчно значими. Те попадат в обхвата на тематичното направление на конкурса.

6. Значимост на приносите за науката и практиката Приносите на кандидата за академичната длъжност ДОЦЕНТ в ТУ-София са

безспорни. Признание за неговите научни и приложни приноси са: първо - броят на

цитиранията (23) свидетелства за това, че седем от публикациите са получили своето признание и представлява интерес за други автори и изследователи; второ –

преобладаващият дял на публикации в съавторство.

7. Лични впечатления Познавам лично кандидата по конкурса от участието и в различни конференции.

Впечатленията ми за нейните комуникационни и презентационни умения са изцяло положителни. Същото се отнася и до проявената от кандидата професионална

компетентност.

8. Обща оценка на кандидата по конкурса Кандидатът за заемане на академичната длъжност „доцент“ - гл. ас. д-р Анка

Иванова Цветанова - отговаря напълно на минималните национални изисквания, предявени за получаване на академична длъжност „доцент“ в област на висше

образование 3. Социални, стопански и правни науки, съгласно Закона за РАС в България, Правилника за неговото приложение. Той отговаря на Правилника за условията и реда за заемане на академични длъжности в Технически университет – София. Доказателство за

това са следните факти:

1. Придобитата образователна и научна степен „доктор”;

2. Наличието на повече от двугодишен преподавателски опит в ТУ като асистент и главен асистент);


3. Представен е монографичен труд в съавторство, различен от трудовете за придобиване на ОНС „Доктор”;

4. Представени са оригинални научни и изследователски трудове и публикации,

съдържащи съответните приноси; 5. Изпълнени са определените минимални национални изисквания, както и

съдържащите се такива в Правилника за заемане на академични длъжности „доцент”. 6. Не е налице основание да се констатира плагиатство в научните трудове по

законоустановения ред.

9. Критични бележки - Основната критична бележка е насочена към твърде широката област на научен

интерес на кандидата. Въпреки това тя постига необходимата дълбочина на познание и компетентност

- Приносните моменти са изведени по отделни публикации, а не са групирани по области, които попадат в обхвата на интерес на кандидата.

- Монография, с която кандидатът участва в настоящия конкурс, е разработен в съавторство. Т.е. тя не представлява самостоятелен хабилитационен труд. Въпреки това делът на кандидата в нея съответства на изискванията за обем и качество.

ЗАКЛЮЧЕНИЕ Кандидатът за заемане на академичната длъжност „доцент“ гл. ас. д-р Анка

Иванова Цветанова е изграден изследовател и преподавател. Тя притежава богат опит, знание и компетентности. Представените публикации съдържат оригинални приноси

(научни, научно-приложни, приложни и учебно-методически приноси), които са значими от научна и практическа гледна точка. Разгледаните публикации, идентифицираните

приноси и представената документация са свидетелство, че кандидатът отговаря на минималните национални изисквания за заемането на академичната длъжност „доцент“, съгласно изискванията на чл. 24 от Закона за РАСБ, на чл. 53 от Правилника за неговото

приложение и на Правилника за условията и реда за заемане на академични длъжности в Технически университет – София.

този критерий е 50 (при минимален брой 50т. според Правилник за прилагане на

o Група Е: Въпреки че, не се поставя като минимални изисквания, кандидатът е

o Група Ж: Кандидатът надвишава значително изискванията по този критерий, който

В обобщение може да се заключи, че представените материали по конкурса за

доцент напълно или частично попадат в тематиката на конкурса, поради което следва да

се включат в изчисляване на критериите за изпълнение според Правилник за прилагане на

Закона за развитието на академичния състав в Република България и ПУЛЗАД в ТУ. По

този начин кандидатът в конкурса за доцент изпълнява всички минимални национални и

вътрешни за ТУ нормативи изисквания.

3. Обща оценка на научно-изследователската дейност на кандидата Научно-изследователската работа на кандидата е в следните основни тематични

направления: еколого-икономическа ефективност; устойчиво еколого-икономическо


развитие; природен капитал и екологични услуги; проблеми на кръговата икономика;

еколого-икономически счетоводни сметки. Във връзка с качествата на кандидата може да

се откроят следните положителни страни: 1) умение за практическо осмисляне на

теоретичните достижения; 2) познаване на достиженията в научната област, които

представляват интерес; 3) тяхното интерпретиране и систематизиране; 4) способност за

„Мениджмънт в електроенергетиката“ и спец. “Индустриален мениджмънт“. Общата и

натовареност като преподавател за последните пет академични години 2826 часа, която

е формирана от водени лекции и упражнения в бакалавърска и магистърска степен на

обучение.

Богатата преподавателска практика на кандидата дават основание да се заключи, че

същият притежава необходимите законови характеристики за заемането на академичната

длъжност „Доцент“.

5. Основни научни и научно приложни приноси Кандидатът за академичната длъжност “доцент” гл.ас.д-р Балин Балинов, участва

в конкурса със 30 публикации, вкл. 2 монографии (по конкурса за доцент и в съавторство),

1 глава от колективна монография, статии и доклади. Преценката на представените по

конкурса публикации позволяват да се приемат редица научни и научно-приложни

приноси.

Научни приноси на кандидата

1. Изведени са научни изводи и обобщения на основата на макро и

микроикономическо изследване относно еколого-икономическа ефективност на

равновесното природоползване и връзките с реалната еколого-икономическа оценка.

2. Извършен е анализ на устойчивото еколого-икономическо развитие, в основата на

който лежи задълбочено проучване;

3. Предложена е дефиниция за природния капитал и е анализирана връзката на

природните услуги.

4. Разгледани са различни аспекти на кръговата икономика, като са направени научни

5. Изведена е и е обоснована необходимостта от преход към еколого-икономическите

Научно-приложни приноси:

1. Дефинирано е и е обосновано понятието „природен капитал“, като е обосновано

неговото включването в показателя за Национално богатство.

2. Изведени са възможностите за оценката на природния капитал от гледна точка

макроикономически аспект и на характеристиките на сектора.

3. Дадено е предложение за алгоритъм, чрез който се извършва оценка на

екосистемните ползи.

Налице е основани да се заключи, че изведените научни и приложни приноси са

достатъчно значими. Те попадат в обхвата на тематичното направление на конкурса по

„Администрация и управление“.

6. Значимост на приносите за науката и практиката Приносите на кандидата за академичната длъжност ДОЦЕНТ в ТУ-София са

безспорни. Признание за неговите научни и приложни приноси са: работа в съавторство

на част от публикациите, които е представил; множеството публикации, които е

представила кандидат са концентрирани в определена област, което позволява да се

постигне дълбочина на разглежданата предметна област; отчетените осем цитата в

индексирани и реферирани публикации, което е свидетелство за проявен интерес към

1) In the field related to innovation: The main types of innovations of business models relevant to future research are presented; based on the analysis of the methodological characteristics of the innovation process, their applicability is assessed; methodological

guidelines for studying the processes of business models have been developed, as the methodology has been adapted and a questionnaire has been proposed; An empirical

study of the processes of innovation of business models was conducted and their impact on the competitiveness of enterprises in Bulgaria was assessed (Publication B). A method for preliminary assessment of alternatives to technology transfer based on the use of the

TOPSIS method (The Technique for Order of Preference by Similarity to Ideal Solution) has been proposed (Publication Г.6. - 2). An empirical study of the economic efficiency

of organizational innovations in Bulgarian enterprises has been conducted and important results have been achieved (Publication Г.7. – 15). The determinants of the absorption capacity of enterprises and the factors influencing their formation have been determined.

An empirical study of their condition, as well as their impact on the intensity of technology transfer, innovation and economic performance of industrial enterprises in

Bulgaria has been performed (Publication Г.8. - 1). 2) In the field of marketing: The main advantages and disadvantages of the tools of digital

marketing relevant to the theory and practice are presented (Publication Г.6. - 1). An own

definition of it is proposed, its essence and the main prerequisites for its success are characterized (Publication Г.7. - 4). A modified version of the traditional model of the

communication process in the so-called “Undercover marketing” has been proposed (Publications Г.7. - 5 and Г.7. - 6). An algorithm for selection of a personal source of advertising message has been developed, which allows collection, processing and

qualitative evaluation of data measured with different scales (Publication Г.7. - 10). A study of a large number of advertising messages in Bulgarian monthly magazines has

been conducted and conclusions and summaries of the preferences of advertisers and the advertising practice of magazines have been made (Publication Г.7. - 20). Algorithms have been developed for determining the variants of the products for the purposes of

mass customization, for construction of the products by the consumers and for the market evaluation of the strategy for mass customization of the enterprise (Publication Г.10. - 1).

3) In the field of analysis and research of sectoral characteristics: The main guidelines for analysis of the economic impact of clusters are defined and their role in attracting foreign investments for the region / country is clarified (Publication Г.7. - 8). A methodical

approach for analysis of the system for operational controlling of the industrial enterprise is presented, allowing optimization of the positive financial result from the economic

activity and liquidity (Publication Г.7. - 13). An overview of the development of information and communication technologies in Bulgaria has been made, the strengths and weaknesses of this sector in our country have been systematized and analyzed, the

favorable opportunities and threats for its development have been analyzed (Publication Г.7. - 18). A study of the level of competitiveness of Bulgarian tourist enterprises has


been carried out and important results and conclusions have been drawn (Publication Г.7. - 19).

4) In the field of outsourcing: A methodological approach for the application of outsourcing

in enterprises has been developed. Within the approach, the following are proposed: an algorithm for determining the modules / activities with potential for outsourcing; adapted

algorithm for assessment of the economic feasibility of the implementation of outsourcing; algorithm for analysis, evaluation and selection of subcontractors (Publications Г.5 .; Г.7. - 12 and Г.10. - 1).

5) An approach is proposed to determine the potential of company activities to achieve competitive advantage using the ANP method (The analytical hierarchical process),

which could reduce subjectivity in evaluations and facilitate management decisions (Publication Г.7 - 11).

6) On the basis of literature studies on the nature of the virtual enterprise, its main

characteristics are derived and a precise definition of it is proposed. The main prerequisites for the emergence and effective functioning of virtual enterprises are

defined and characterized (Publications Г.7. - 16 and Г.7. - 17). It is reasonable to conclude that the derived theoretical and applied contributions are sufficiently significant. They fall within the scope of the thematic direction of the competition.

The contributions of the candidate for the academic position of ASSOCIATE PROFESSOR at TU-Sofia are indisputable. Recognition for her scientific and applied contributions are: first, the
