and intelligence information derived trom ~oreign communica-

tions by other than tne intended recipients. COMIN'l' 1~

magnetic means, with specific exceptions stated below, and

by tbe _processing ot foreign encrypted communtcatio~s, however

III DOCTRINE

19. ~The SLGIN~ support necessary to conduct

military operations mu~t" be p1•ov1ded in three kinds or -

situations: ~a) peacetime, to include exercises; (b) periods

or heightened tensioni and (c) contingenc) operations and

combat.

20.~In general, SIGIHT support will be provided on

a system basis. Consistent ~itn the objectives ot maximum

overall efficiency, econo~y, and effectiveness in using

SIG INT reso1.&rces, SIGINT support will be provided by SIGitlT

direct service insofar as practicable. The SIGINT system

will be responsive to the needs or all authorized SIGINT

users, including military commanders for Whom special support ,/" ----=---

arrangements may be devised as a part or the system. The

system will be ready to respond in emergency situations,

including co~bat.
