Annual SPHA Membership Drive Do you value what South Pocket Homeowners Association (SPHA) does for the neighbor-hood? SPHA members are dedicated to protecting and enhancing the community we en-joy in South Pocket. Our annual membership drive begins in January and we encourage you to join or renew your membership and show your support for your neighborhood association. We need YOUR membership! Let’s look at the benefits your active neighbor-hood association, through volunteers and membership dues, brings to you.
Fun events! SPHA sponsors several fun events that benefit all residents beginning with the Easter Egg Hunt at Marriott Park. Many a treasured family photo has been taken dur-ing this traditional event. SPHA volunteers do the leg work (so you don’t have to) for the annual Garage Sale in May. Always the first Tuesday in August, National Night Out cele-brates our partnership with law enforcement and offers the latest neighborhood watch information. Rounding out the year, the SPHA Holiday Party is a purely social opportunity to enjoy the holidays with your neighbors.
We communicate with you! Members benefit from a variety of SPHA information tools to keep you informed of community news and public safety matters. Want to know about crime statistics, or the date of the Easter Egg Hunt, or who bought the house down the street? “Around the Pocket,” SPHA’s newsletter is for you! Another tool members love is the annual Membership Roster which has neighborhood information by block and by last name, in addition to emergency contact information. SPHA email alerts are highly valued by members, whether at home, work, or on the road, for keeping them up to date on breaking news in our community.
Maintaining a neighborhood over time takes work, and it is your SPHA volunteers who do that work. Our neighborhood watch program alerts you to crime trends and pro-vides the latest information directly from the Sacramento Police Department to you. Be-yond the basics, SPHA neighborhood watch also explores the feasibility of innovative ide-as with our Police South Command staff to enhance public safety. Similarly, keeping the neighborhood looking good requires SPHA reminding residents of our mutual obligations under the Covenants, Codes & Restrictions. Having a safe and attractive community is a valuable benefit for all residents. Enhancing the neighborhood takes work also. SPHA advocates for our community with the City of Sacramento concerning Marriott Park, city codes and development issues, and with State of California Caltrans concerning the pro-posed sound wall along I-5.
Fun events, communication, and advocacy for our community. If you value these bene-fits SPHA brings to you, then please be sure to complete your 2016 membership form promptly and send it in. Your $45 annual membership dues are about $3.75 per month – about the price of one specialty coffee drink. Membership is a foundational issue for SPHA. Your neighborhood association is 100% volunteer-based; therefore, all the benefits we bring to residents depend solely on your annual membership dues. Home Burglary Prevention Demo
Day. Our Sacramento Police Depart-
ment conducted a home burglary
prevention information day on Sat-
urday, November 21st at 1201 Smoke
River Way. Officer McGovern and Barbara Falcon, our
VIPS Coordinator provided information on how to im-
prove home defenses against this common crime. They
also provided a presentation on CPTED (Crime Preven-
tion Through Environmental Design) as it relates to im-
proving your home and yard’s defenses by changing
the layout and lighting.
Here are some of the suggestions you might have
missed out on:
-Home Alarm System with sensors on exterior doors
and windows plus a motion sensor inside
-Exterior dead bolts equipped with 4-screw dead bolt
strike plates and secured with 3-1/2 inch wood screws
into frame
-Sliding glass doors equipped with ‘Charley Bars’ mid-
frame plus large wooden dowels in the door tracks
-Electric garage door manual release T-handle removed
from the pull rope
-Outside circuit breaker box secured with a padlock
-Dog at home and / or ‘Beware of Dog’ sign visible
-External lighting that illuminates exterior doors and
paths
-Lamp timers on interior lights set to turn on lights
when it gets dark
-Digital photos of valuables and home electronics with
serial numbers
-Your CA driver’s license number engraved on valuables
-5” – 6” tall house numbers in a contrasting color to the
background
-‘Neighborhood Watch’ cling decals posted in windows
visible from the street**
-Landscaping trimmed away from doors and windows

**The ‘Neighborhood Watch’ cling decals are available
to Association Members for free- just call Rick Beymer
at 642-5716 to coordinate delivery.
Engraver Available for Valuables. A reminder that the
Association has purchased an electric engraver that
members can sign out to use to mark valuables with
your California Drivers License (CDL) number. That way
if something marked is stolen and recovered by the Po-
lice they can determine who to return it. To. Alterna-
tively you can take digital photos of items, especially
the serial numbers, and provide those to the Police De-
partment should valuables be taken. Please email

to arrange for the loan of the engraver.
Suspicious Activities – Report Them! If you see any-
thing that does not look right then very likely some-
thing is wrong. It could be something like a person loi-
tering around a mailbox or a car you’ve not seen before
slowly cruising down your street. The right thing to do
in these instances is to call our Sacramento Police De-
partment to report it. In my years of working with them
they always assure me that they'd much rather get that
phone call and it turn out to be nothing then not get a
call and a crime is committed without the chance of
them catching criminals in the act. Here are some re-
minders on how best to make that call.
-If using your cell phone it’s better to call the Sac PD
emergency number 732-0100 for emergencies of the
same type as above. The advantage to this is that it will
go to our local Sac PD Dispatch Center instead of the
CHP so you will save time in getting the event reported
and improve response time.
-If using your landline home phone call 911 for all life
and death emergencies, injury accidents, or fires
or incidents and crimes in progress especially if weap-
ons of any sort are involved. The advantage is that the
Police Dispatcher immediately gets your home address
information via the phone systems 911 program.
For non-emergency events please call 264-5471. Those
include non-injury or life and death events, crimes that
are not in progress and most property crimes.
I strongly recommend that you program both of these
numbers, emergency and non-emergency, into your
family's cell phones.

Since October of 2015, only one
home has changed ownership in
our neighborhood with one still
pending. We welcome those
who have moved in and look for-
ward to meeting those who have not yet arrived.
Lourdes & Salvador Jimenez closed escrow on their
new home at 7708 Sleepy River Way just a week before
Christmas and subsequently moved from Land Park with
their daughter. Lourdes serves as chief-of-staff for Santa
Barbara County Assembly member Das Williams (D).
Salvador works as a software consultant for a Seattle-
based company dealing primarily with process automa-
tion. Daughter Erika is finishing her 6th grade at Croker
Riverside. They enjoy outdoor activities such as biking
and running.

HOLIDAY PARTY 2016
A record 100 people attended the annual 2015 South Pocket Homeowners Association holiday party held again this year at Viento’s Café on December 10. For a third year, Viento’s closed their restaurant to accommodate the SPHA. Attendees dined on traditional Mexican food while meeting new neighbors, play-ing games and winning door prizes. Music throughout the evening was provided by the Nagual, a 3-piece professional in-strumental ensemble. The 6-member Kennedy High School student choir sang a medley of holiday tunes. Also featured again this year was the novel reading of the “Left/Right Night before Christmas” with 24 guests taking home surprise gifts from Santa’s bag. Another 25 guests won door prizes donated by neighbors and local merchants. New residents Rita and Bri-an Blomster, residents at 1216 Cedarbrook Way, received the newest homeowners in attendance prize. Glenn Reiner at 16 Sand River Court received the gift for being the homeowner in attendance who has lived in the neighborhood the longest. Emcee for the evening was Alan Duran, long-time resident on Sand River Court.

The 411 of Sacramento Home Ownership In 2016Mortgages/Interest RatesMortgages & Interest Rates - With interest rates presently hovering around 4%, it is easy to become complacent. A look back can only help to remind us of how good we have it now, even with the Fed signaling the possibility of additional increases. But the news is still good for both buyers and sellers or those who still have room to refinance. Consider these average conventional Interest rates for 30-Yr. loans over the years.
Mortgage Insurance – If you are paying a portion of your monthly mortgage to cover mortgage insurance, two reminders for those with conventional and FHA loans…Conventional: When your principal balance reaches 78% of the original value of the home, your lender should automatically cancel the mortgage insurance which will likely save you hundreds of $’s per year. This does not apply to those holding FHA loans if the loan was acquired after June 2013. In these cases, mortgage insurance is in effect for the life of the loan. Questions, check with your lender.
UtilitiesCity Utility Rate Increases will be considered at a public hearing on Wednesday, 1/27 at 5:30pm at City Hall. The proposal is

Sacramento Sewer Line Fixes - Over the years, when there has been a problem with the property owner’s sewer line, the homeowner has been responsible for excavating and paying for the cost
to repair the break or problem in the line on the property itself. The City, if necessary, would then repair the portion of the line that was on City property, i.e., from the property into the City street. With a recent proposed change, the City indicated that the entire repair would be the responsibility of the homeowner. While there has not been a definitive adjustment to the most recent statement of responsibility for the lateral sewer line repairs, the lobbyists for the Sacramento Association of Realtors has met with the City of Sacramento to discuss
this inequity. The meeting was productive with the City Utilities staff saying that they will work to revise the policy so that the homeowner will once again take responsibly for repairs on
their property with the City repairing the line beginning at the City easement. The new policy is expected to be available sometime this month.
