LABOUR INSPECTION IN LATIN AMERICA

Young people in Latin America face greater difficulties than adults in the labor market. The unemployment rate among young people is up to three times higher than the adult rate. One in three employed adults has an informal job; the informality rate for young people reaches 50%.

Unsatisfactory job placement for young people constitutes a major problem for governments in Latin America, due to three main reasons.

Youth Employment▪Youth employment in Paraguay is a pressing challenge: over 62% of the population is less than 30 years of age and 49% of these are engaged in the labour market under precarious conditions, with no access to social security.

YOUNG PEOPLE LABOUR INSPECTION EXPERIENCE IN RODRIGUEZ ISLAND

Rodriguez Island is a mountainous territory of volcanic origin situated 650 kms from the coast of Mauritius with a surface area of 110 square km. It has a population of 42,000 inhabitants of which 55% are young people between 14 and 20 yrs who live there. To be noted is the fact that 25,000 Rodriguens live in Mauritius, a consequence of the exodus in search of work. Some are established there for a number of years but come to visit their family. For some time we are witnessing however a new wave of departures to Mauritius due to the high level of unemployment here.

THE CHALLENGES

▪After a survey of the workers a lack of confidentiality was noted on behalf of the Bureau of Work. The bosses were immediately informed of these reports which were not always in their favour.▪ Insecurity of work. Workers easily lose their jobs. Absence of a contract or written

agreement which guarantees their jobs;▪Work contracts are not really respected by certain employers;▪Society trivialises casual work;▪The workers do not truly know their rights and accept humiliation so as to have a salary

at the end of the month

THE OPPORTUNITIES

▪More consideration for casual workers by the State and Society;▪More precision on the laws concerning this kind of employers;▪Where the laws are observed, reinforce them so as to better protect the

workers;▪Prepare other laws which correspond to casual work.
