MESSAGE FROM THE CONVENER
To my fellow ateneans,
Veritas Lux Mea!
This comprehensive mid-year report of the 20thDirectorate has been made for you to
assess the initiatives of your legislative branch during its operations in the first
semester. It has been our intention not only to make you knowledgeable of our actions,
as your student representatives, but also for you to make use of our initiatives in
promoting your welfare and protecting your rights as students of our university.
This school year, the Central Student Government is celebrating its two decades of
active student legislation with a thrust of legislating sustainable initiatives for thebetterment of the university community at large. It is our hope in the 20 thDirectorate to
be of greater help to our university by lobbying to the different university units matters
concerning the welfare of every stakeholder.
With positive outlook, I can say that the legislative branch of your student government
for this school year is maximizing its role in every aspect that it can cover - from the
academics of the students, to services and welfare and up until to the advancement of
every student organization. With this report, you can update yourself with the statuses
of every resolutions passed and successfully lobbied by the government to the
university administration.

Yes, quality over quantity. But I say that the Directorate, under our administration, is
practicing quality and quantity. We only have one academic year to fulfill our platforms
and program of activities. Thats why we are utilizing efficiently this short period of time
to be able to provide better legislation to our constituency. For the record, the
Directorate had already conducted 11 sessions (on its first semester of operation) which
past legislative administrations could only conduct around 8-10 sessions, on average,
for one school year. Also, we were able to pass 28 resolutions (on its first semester of
operation) which past legislative administrations were able to pass around 10-13
resolutions, on average, for one school year. But keep in mind that these resolutions do
not only stay in papers but we lobby these resolutions to the administration especially
those with specific issues that the administration can take action, like academics and
student-administration relationship.
Now, on our second semester of operation, we will be focusing more on long term
initiatives, thru bills, that will help improve our student government, our welfare and our
university community. I can say that we have been journeying a long road of student
governance in Xavier University but we always see that there is still more that needs to
be improved. With these, we are always challenged to do magis in every endeavor.
With these, we always want to challenge you, our constituents and our fellow ateneans,
to become much more participative and to have that passion in building our own
government, in nurturing our own community and in finding our own light. And once you
find that passion, dont forget to ripple. It would be best to be with others than to be left
alone.
In my end, I congratulate the members of the 20thDirectorate for a job well done on its
first semester of operation. And I would like to thank every atenean who continually

THE DIRECTORATE
The legislative powers of the Central Student Government shall be vested in the
Directorate.Article VII, Section1 of the 2005 XU-CSG Constitution
The Directorate is the legislative branch of the Central Student Government
(CSG) of Xavier UniversityAteneo de Cagayan. It is composed of the College Council
Presidents and the convener of the Assembly of Extra-curricular Organizations (AECO).
The branch is to be convened by the CSG Vice President. The members of the
Directorate shall serve for a term of one academic year starting on the noon of March
31 and shall end at the same date the year after.
Article VII, Section 3 of the 2005 XU-CSG Constitution lists the following powers
and responsibilities of the Directorate. To wit, they shall:
1. Recognize and respect crucial college Council interests in the formulation of
policies, programs, and strategies that may have bearing on their constituents or the
welfare of the general membership within their respective councils;
2. Formulate with the CSG President a general plan of action before the start of the
academic year;
3. Pass all Directorate Bills to be enacted and resolved through a simple majority vote
of the members sitting en banc;
4. be responsible for the appropriation and adjustments of funds to the executive
departments;

5. be responsible for the direct implementation and monitoring of provisions in the
policy or programs affecting their respective college councils, in close coordination with
the executive units;
6. Exercise special powers individually or as a cluster, delegated to it by the CSG
President for emergency situations requiring intervention outside the normal exercise of
their powers in the Directorate;
7. be responsible for the confirmation of the appointments of the heads of the
executive units.
8. Appoint an audit commissioner for the incoming CSG administration.
9. be responsible in conducting all investigations necessary for the cases of the
Directorate. Investigations shall take place immediately thereafter the receipt of the
complaint and shall present its findings and recommendations in awritten report to the
Supreme Constitutional Court no later than fifteen (15) school days upon the start of
the investigation. The House may conduct a public investigation as it may deem
necessary.

STATEMENT OF FINANCIAL PERFORMANCE
Article XI, Section 2 of the 2005 XU-CSG Constitution states that the legislative
and the judicial departments, as co-equal branches of the council, shall each enjoy two
(2) percent allocation of funds from the total CSG budget of the two semesters
respectively or as may be provided by law.
Last August 9, 2013, the 20thDirectorate had passed Resolution 0024-1314 or
the Resolution Appropriating the Funds of the Xavier University Central Student
Government, for its Operations, for the 1st Semester, School Year 2013-2014. The
resolution stipulated the budget of the 20th Directorate for the first semester which
amounted to Php 14,000.00.
Shown on the next page is the Interim statement of financial position, of the 20th
Directorate, forwarded by the CSG Office of Budget and Finance to the Directorate
Convener last November 7, 2013.

EXPENDITURE REPORT
The total expenditures of the Legislative Branch of the Central Student
Government of Xavier University Ateneo de Cagayan for the first semester of the
school year 2013-2014 amounted to Php 6, 493.17. The expenditures were used for
their meals during sessions and to support some of the projects wherein the branch was
involved. To wit: Sama-sama2013 BOLTS and The 2013 Xavier Congress.
Sama-sama 2013 was the two-day activity, conducted last June 29-30, 2013,
consisting of lectures, workshops and team activities which hope to instill on the student

leaders self-awareness and equip them with skills needed for them to discharge their
roles in the CSG Office of the Vice President, the Directorate, the Local Legislative
Units and the Department of Student Services and Welfare. The total budget of the said
orientation-seminar was Php 22, 800.00. A portion of it was taken from the funds of the
Directorate Php 2, 693.17. The rest were divided to the other units involved in the
event and also from the monetary contribution per participant.
The 2013 Xavier Congress was a gathering of all Student Representatives from
the different sectors in Xavier University - from College Councils, to the Assembly of
Extra-Curricular Organizations, to the United Religious Organizations, to Xavier Center
for Culture and Arts, to Kristohanong Katilingban sa Pagpakabana, and to the
community of scholars and student assistants. This Congress, conducted last August
24-25, 2013, was designed to gather the representatives to talk about issues and
matters concerning the welfare of the university community and will be able to make a
stand. The total budget of the said congress was Php 17, 000.00. A portion of it, which
amounted to Php 2,000.00, was taken from the funds of the Directorate.

INITIATIVES VIA RESOLUTIONS
The 20th
Directorate has passed 28 resolutions during the first semester of the
school year 2013-2014. Those resolutions cover 5 impact areas.
1. Internal CSG resolutions under this area is focused on the internal
management, operations and advancement of the Central Student Government
as a governing body. Sample resolutions under this area include the
appointments of executive units and constitutional commissions.
2. Student Organizations Affairsresolutions under this area is focused on the
matters affecting the different student organizations in the university both co-
curricular and extra-curricular. Sample resolution under this area includes
sanitation in the use of Faber Hall. Faber Hall is the official residence of student
organizations in the university.
3. Academic Affairs resolutions under this area is focused on the academic
matters of the students. Resolutions with academics as a subject were then

presented and lobbied to the Academic Council of the university. Academic
Council is the council, consists of the college deans and associate deans with the
Academic Vice President as its convener, tasked to discuss, deliberate, and
make decisions relating to the academics of the university. Sample resolution
includes the maximum use of prescribed textbook materials in the tertiary level.
4. Student Services and Welfare resolutions under this area is focused on the
promotion and enhancement of student services and the protections of students
welfare. Sample resolution includes the promotion of health services offered by
the university.
5. Transparencyresolutions under this area is focused on one of the main thrust
of the government: transparency at all levels. Sample resolution includes the
financial disclosure of all student organizations in the university.

1. A Resolution Confirming the Appointment of the 20th Directorate Legislative
Secretaries (0001-1314)
STATUS: Completed
REMARKS: The Directorate has already 2 legislative secretaries. To wit:
Mr. Keanu Henri S. Yu and his associate, Ms. Kristine B. Jamito.
2. A Resolution Stating the Assignment of Directorships in the 20th Directorate
(0002-1314)
STATUS: Completed
REMARKS: The Directors had already assigned within them the different
Directorship post. Assignments of Directorship posts can be seen in detail on the
stipulation of Resolution 0002.
3. A Resolution requesting all Faculty of Xavier UniversityAteneo de Cagayan toProvide a Syllabus that shall include Consultation Hours (0003-1314)
STATUS: Completed
REMARKS: The CSG had already lobbied the said resolution to the
Academic Council. The Council said that they will remind all the academic
departments in the university about the matter concerning the consultation hours.
Unfortunately, the resolution and the Academic Councils control for consultation
hours over Part-time faculty is not possible.
4. A Resolution Appointing the Commission on Audit Chief Commissioner (0004-1314)
STATUS: Completed
REMARKS: The Directorate already appointed Ms. Gizelle P. Labial as
the Audit Chief Commissioner.

5. A Resolution Requesting all Student Organizations, Co-curricular, and Extra-
curricular Organizations in Xavier University Ateneo de Cagayan to Present
Publicly a Semestral Financial Report (0005-1314)
STATUS: On-the-Process
REMARKS: As of November 5, 2013, only one (1) student organization
was able to disclose its financial statements. Some organizations are still waiting
for its validation from the CSG - Commission on Audit and SACDEV JPIA Audit
Team.
6. A Resolution Requesting all the Faculty of Xavier University Ateneo de
Cagayan to Ensure the Quality and the Maximum Use of Prescribed Textbooks
(0006-1314)
STATUS: Completed
REMARKS: The CSG had already lobbied the said resolution to the
Academic Council. The Council said that they will remind all the academic
departments in the university about the matter concerning the maximum use of
prescribed textbook and other educational materials.
7. A Resolution Reminding the Xavier University Confederated Parent-Faculty
Association to follow the Payment System for Siblings Enrolled in the Same
College (0007-1314)
STATUS: On-the-Process
REMARKS: The Directorate had already sent a formal letter to the
XUCPFA or the university confederated Parents-Faculty Association. No
concrete response is given yet to the Directorate.

9. A Resolution Reminding the Offices under the Student Services and Formation
Units of Xavier University Ateneo de Cagayan to Follow Official Office Hours

STATUS: Completed
REMARKS: The Directorate had already sent a formal letter to the Human
Resource Office. The CSG Vice President (Directorate Convener) also had a
conversation with the student ethics Head from the Office of Student Affairs, Ms.
Darling Dampor. After their talk, a meeting (OSA and HR) was set the following
day to discuss the matter at hand. The result came and that the HR Office issued
a memorandum to all units in the university regarding the universitys official
office hours.

Kimberly V. Ubay-ubay, XU-CSG President for A.Y. 2013-2014 (0010-1314)
STATUS: Completed
REMARKS: The Directorate confirmed already the executive appointees
of the CSG President, Ms. Princess Ubay-ubay.

REMARKS: The Directorate had already confirmed the appointment of Mr.
Abdul Hakeem Lomondot as the STRAW Chief Commissioner.

Commissioner by the STRAW Chief Commissioner, Mr. Abdul Hakeem

REMARKS: Due to the sanitation issue in the student organizations
residence, the Directorate had passed the said resolution. As of the moment,
there is still no implementing body established by the residents of the Faber Hall.

REMARKS: The Directorate had already confirmed Ms. Labials
appointee, Ms. Farah Gorgod, as the Audit Secretary.
15. A Resolution Requesting the Crusader Publication to Send a Representative to
Sit as an Audience in Every Regular Meeting of the Directorate (0015-1314)

REMARKS: A representative from the Crusader Publication has been sent
during the session. Unfortunately, the Crusader Publication has sent a
representative only once due to time conflict with the schedule of their
representative and the schedule of the sessions.

REMARKS: The Directorate had already approved Mr. Dennis T.
Dominguez as the new Chief Justice of the CSG Supreme Constitutional Court.

used as the agenda of the 2013 Xavier Congress.

Organizations Charter to the XU-CSG Office of the Vice President (0018-1314)
STATUS: On-the-Process
REMARKS: As of the moment, only few organizations have complied with
the said resolution. The deadline was set on the 16 thof November 2013.

REMARKS: College Councils had started already their promotions about
the health services offered by the university.
20. A Resolution Acknowledging Ms. Russel Anne P. Dela Pea as the NewPresident of the School of Business and Management Student Council and as a

REMARKS: The resolution was crafted after the resignation of Mr. Jan
Rogie G. Macandili as the SBMSC President.

REMARKS: The post was already delegated.
22. A Resolution Acknowledging Ms. Joan Allene R. Cavalida as the New Vice-
President of the School of Business and Management Student Council and as

Aid (OSFA) of Xavier University Ateneo de Cagayan on the Creation of the

REMARKS: The Directorate had already met with the OSFA Director,
Prof. Estrella Borja, to discuss about the creation of the Scholars association.
College councils had also sent their representatives to act as members of the
interim executive body of the said association.

REMARKS: The funds were already appropriated.

Resolution Requesting the Xavier University Academic Council for the Strict
Compliance of the Students Waiting Time Policy for Teachers (0025-1314)

REMARKS: The CSG had already lobbied the said resolution to the
Academic Council. College councils were also tasked by the CSG Vice President
to monitor their respective colleges about the said policy.

Resolution Requesting the Security Office to Properly Implement the University
Dress Code (0026-1314)

REMARKS: The Directorate had already sent a formal letter to the
Security Office. The office gave a positive response thru e-mail. They also
clarified that the inconsistencies made by some of their personnel came from
those newly-hired security guards. Rest assured, according to Col. Sotto, that
they will orient the new personnel with the university dress code.
27. A Resolution Adopting the 2013 Xavier Congress Resolution Entitled, A Resolution
Requesting the Various Academic Departments in the University to Secure the
Availability of the Subjects Offered by the Respective Departments Prior to Enrolment

REMARKS: The CSG had already lobbied the said resolution to the
Academic Council. College councils were also tasked by the CSG Vice President
to monitor their respective colleges about the matter.
28. A Resolution Adopting the 2013 Xavier Congress Resolution Entitled, A
Resolution Requesting the Xavier University Confederated Parents-Faculty
Association (XUCPFA) and its Equivalent in Each of the Schools and Colleges to
Release their Semestral Financial Statements to the Public (0028-1314)

REMARKS: The Directorate had already sent a formal letter to the
XUCPFA or the university confederated Parents-Faculty Association. They said
that they will be releasing their financial statements because it has been their
tradition and also its one of their thrust to be transparent. Unfortunately, limited
copies of their financial statements are only available. For those who have
queries, they may visit XUCPFAs office.
