Grass-root level of corruption

More than half of all the bribes were paid to get the work in time !

91% of reported bribe demands originate from government officials in India.

…and what kind of corruption are we discussing about?

The kind that all of us indulge in - locally every once in a while?

Paying small bribes to clerks, traffic cops, asking that uncle or aunt for that sifarish somewhere? Instant gratification of selfish needs at both ends. Most of us are responsible…

Or big Parallel economy, swiss money, hawala, benami deals…

Corruption – big ticket forgotten

Dream of India (Bharat)

The dream of India as a strong nation will not be realised without self-reliant, self-sufficient villages, this can be achieved only through social commitment & involvement of the common man." - Anna Hazare

Anti Corruption Movements

RTI In the early 2000s, Anna Hazare led a movement in

Maharashtra, which forced the State Government to

pass a stronger Maharashtra RTI Act.

Learnt from Swami Vivekanand

ultimate motive of human life should be service to humanity. Striving for the betterment of common people is equivalent to offering a prayer to the God.

“Everyone ought to do whatever, and only

whatever, is in his/her own maximum interest.”

“maximize utility!”

Veerappa Moily, Kapil Sibal, and Salman

Khursheed.

Civil Society - Shanti Bhushan, Anna

Hazare, N. Santosh Hegde, Prashant Bhushan,

and Arvind Kejriwal.

Deadline of 15 Aug 2011 for passage in

parliament.

Between 1966 and 2011, the Lok Pal Bill was introduced in Parliament eight times, but it wasn't passed.

The Hong Kong Model PRIOR to 1974, Hong Kong was one of the most corrupt cities in the world.

ICAC formed after people’s protests to eradicate corruption.

Three-pronged approach of law enforcement, prevention and education. The ICAC was given powers of arrest, detention and granting bail. Hong Kong was transformed from a graft ridden city into one of the cleanest places in the world.

The ICAC is independent of the Hong Kong Civil Service.

ICAC model adopted in New South Wales (Australia), then Indonesia and South Korea. In all the places, ICAC worked as an effective deterrent to corruption.

Way Ahead for the Indian Union

…and all of us…the petty bribe givers…

Need of the hour is…….

INDIA’S FUTURE

The common men and women and not the bureaucrats or politicians are the real instruments of change

INDIA’S FIGHT FOR A CORRUPTION FREE SOCIETY

Electoral Reforms.

Judicial Reforms

Administrative Reforms

Police Reforms

Jan Lok Pal Act

Decentralisation of power to lowest stakeholding unit – the village/sector /town.

Set age limit for politics – 65/70 years.

Two tenures of Parliament.

Disqualify criminals from fighting elections.

Funding of elections!!!

Legislative Accountability

Executive Accountability Ministers.

Bureaucrats - Second Admin Reforms Commission proposals designed to checkmate “the political master who looks to a pliable bureaucrat or police officer to help him in his (private) quest.”

Discretionary quota.

Extra constitutional powers.

“The scope of the Lokpal Bill is different, people’s problems are different. If you want to give your children an education, it has no relationship with the Lokpal Bill. If you don’t get water, it has nothing to do with the Lokpal Bill”.

People for their problems will come to the representative of their constituency and not go to Lokpal Bill!!!!

Ambedkar’s Anarchy speech to Constituent Assembly….one of the option…..

If we wish to maintain democracy not merely in form, but also in fact, what must we do? The first thing in my judgment we must do is to hold fast to constitutional methods of achieving our social and economic objectives. It means we must abandon the bloody methods of revolution. It means that we must abandon the method of civil disobedience, non-cooperation and satyagraha.

When there was no way left for constitutional methods for achieving economic and social objectives, there was a great deal of justification for unconstitutional methods. But where constitutional methods are open, there can be no justification for these unconstitutional methods. These methods are nothing but the Grammar of Anarchy and the sooner they are abandoned, the better for us. -Bhim Rao Ambedkar

What can be done by the citizens…

We need to strengthen and encourage…

a core, though tiny, of civil servants, advocates, judges - who are role models; of the young political generation which is honest and more committed; of enlightened groups in the private sector; and of strong and vibrant civil society groups.

Japanese and Indians

SENDAI (Kyodo) - Rescue workers and citizens have turned in to authorities tens of millions of yen in cash found in the rubble-strewn tsunami-hit areas of the Tohoku region, police said ….

Grace and dignity displayed by the Japanese.

Lesson in honesty for us.
