INSTRUCTIONS / GUIDELINES FOR SUBMITTING THE OFFER
1. Offers have to be submitted as per the following formats duly filled up and
with each page thereof duly signed as provided in the formats:
Format I: ‘OFFER TO GIVE THE RESIDENTIAL PREMISES ON LEASE TO
IDBI BANK LTD’
Enclosures to Format I :

Format II: ‘COMMERCIAL TERMS’
2. Duly filled up Format I ,together with its enclosures as above, should be
enclosed in a separate cover marked as COVER 1.
3. Duly filled up Format II should be enclosed in a separate cover marked as
COVER 2.
4. The COVER 1 & COVER 2 should then, together, be enclosed in a separate
cover addressed to the concerned Officer of the Bank whose particulars in this
regard are given in the Advertisement inviting offers/the Bank’s Website in
this connection.
5. The Bank will be opening COVER 2 of only such offers that meet the
requirement of the Bank as detailed mentioned in the advertisement.
6. The offer should state the type of material used for flooring and other finishes
inside flat provided so far and confirm the Owner/(s)’s willingness to carry out
at his own cost, the work of provision of standard finishes in regard to flooring
as desired by the Bank.
7. The rate quoted should also take into account expenses that may need to be
incurred in arranging all necessary permissions as also for works required by
the Bank as given in Format I.
8. Before making the offer, it would be desirable for the Owner/(s) to go through
the enclosed Guidance Note regarding the Bank’s requirements while taking
premises on lease to ensure that his/her offer is in line with and in conformity
with the Guidance Note.

GUIDANCE NOTE
THE BANK’S REQUIREMENTS WHILE TAKING
RESIDENTIAL PREMISES ON LEASE
A. Technical and Legal Aspects
1. The Bank will take the residential premises on the unit basis (BHK).
2. The Bank will take the residential premises on lease for a minimum period of
three (3) years, renewable in tranches of every years.
3. The building offered should have all necessary permissions from the concerned
local and statutory authorities.
4. Before handing over possession of the premises to the Bank, the Owner/(s) will
have to obtain all necessary approvals from the concerned societies /apartments
and statutory authorities.
5 The Bank will, however, have the exclusive right to vacate the
premises at any time during the lease, by giving two (2) months
notice in writing without paying any compensation for early
termination of the lease.
6 The Owner/(s) should submit the documents to title as and when called for to
the satisfaction of the Bank.
7 One certified copy each of the following documents should be submitted by
the Owner/(s) whose offers are short-listed by the Bank:
Title document (preferably with English translation);
Copy of electricity /Utility bill.
Copy of land and building taxes paid i.e. last receipt paid to the
authorities;
8 The Owner/(s) has to provide the following amenities at
his/her/their cost as per necessary specification given by the Bank:
The premises should have 24 hrs water and electricity supply.
The flat should be fully furnished with necessary furniture in
Drawing Hall, Kitchen, Dining Hall and Bedrooms, such as Sofa-
set, chairs, air-conditioners, LED/LCD TV, Refrigerators,
microwave, gas stove with gas connection, washing machine,
minimum six-seater dining table bedrooms with attached
toilets, beds with mattresses, bed sheets, bed spread (winter

Blanket), pillows, wardrobes, curtains, study table, mirror,
Kitchen utensil & Crockery and one landline connection with
Intercom Facility. etc.
The landlord shall provide services viz. cleaning, housekeeping,
and day to day maintenance at his cost.
The Landlord shall arrange one caretaker/ khidmatgar for 24
hrs. for VOF.
The landlord shall arrange to provide bed tea/ coffee,
breakfast, lunch & Dinner for the visiting officers as per the
Bank’s specified rates.
Adequate car parking space to be provided (minimum two car
parking)
B. Terms of Lease
1. The rent quoted should be inclusive of applicable taxes, outgoings,
maintenance charges, etc. The rate quoted to be competitive and in line with
the prevalent market rate for comparable premises in the locality.
2. The offer is expected to be in conformity with residential terms, namely,
interest-free deposit, lease period, percentage periodic increase in monthly
rentals etc. have been set out in the Formats I and Format II and these
guidelines.
3 All existing and enhanced Municipal Corporation taxes, rates and cesses,
society charges, maintenance charges etc. pertaining to the premises will
have to borne by the Owner.
4. All external and internal repairs (major as well as minor) to be said premises
are to be carried out by landlord.
5 The Lease Agreement has to be registered with the concerned Registration
Authority. Stamp Duty, Registration charges, etc. to be shared equally by the
Bank and the Owner(s).

C. Miscellaneous
1. Electricity bill charges of the Residential Premises ( VOF) will be paid
by Bank.
2. All repairs, including painting in common area, will be got done by landlord at
their cost every 3 years. In case, the repairs and / or painting is / are not done
by the landlord as agreed, the Bank will be at liberty to carry out such repairs
and painting etc. and deduct all such expenses from the rent payable to the
landlord.
3. The Bank does not have any direct dealing with brokers. If any broker wishes
to submit any offer representing a bonafide Owner/(s), such broker/consultant
should enclose an authority letter from the Owner/(s) to submit such an offer.
Real Estate Consultants / Agents may please note that no brokerage will be
paid by the Bank.
4. The Bank reserves the right to reject any or all of the offers without assigning
any reasons whatsoever to the Owner/(s).

B. DECLARATION BY OWNER
1. I am / we are aware that, the rent shall be calculated as per unit

sump tank, and motor and necessary pipe connections;

offered to the Bank and having valid marketable title over the above.
4. If my / our offer is acceptable, I / we will give you possession of the
above premises on or before ___________.
5. I / We further confirm that this Offer is irrevocable and shall be open
for ____ days from date hereof, for acceptance by the Bank.
6. I/We undertake to enter into an agreement as and when intimated by
the Bank.

COVER – I
C. AGREED TERMS AND CONDITIONS
I / We hereby agree that:
1. Rent
i) Rent shall be paid by IDBI Bank Ltd (hereinafter referred to as the
Bank) for the unit basis ( BHK) after expiry of each month during the
tenure of lease period which will initially be for minimum 3 years
and subsequently renewal of every year as per terms and condition.
ii) The Bank has the exclusive right to vacate the premises at any time
during the occupancy of lease by giving 2 months notice in
writing without paying any compensation for early
termination.
iii) Rent shall be paid by the Bank with effect from the date of
possession of the flat.
2. Taxes / Rates
All existing and enhanced Municipal Corporation taxes, rates and
cesses, society charges, maintenance charges etc. will be paid by the
Landlord.
3. Maintenance / Repairs
i) Landlord has to bear electricity and water charges. Bank will not pay
any statuary/any dues and any other payment to landlord except
lease rent.
ii) All repairs including painting in common area and internal area will be
got done by landlord at its cost. In case, the repairs and painting is /
are not done landlord as agreed now, the Bank will be at liberty to
carry out such repairs and painting etc at its cost and deduct all such
expenses from the rent payable landlord.
4. Security Deposit
The Bank has to give a sum as will be agreed upon by both the
parties being the interest-free advance deposit of not exceeding
three (3) month's lease rent which will later be refunded to the
Bank at the time of vacating the premises or adjusted against
outstanding dues at the Bank's discretion.

5. Lease Deed / Registration Charges
I / We undertake to execute an agreement to lease / regular lease
deed, in your favour containing the mutually accepted / sanctioned
terms of lease at an early date. I / We undertake to bear the charges
towards stamp duty and registration charges for registering the lease
deed on the basis of 50:50 between the Bank and Landlord.
6. Usage of Premises for VOF Purpose
I/We confirm that the premises offered have been approved by the
society/apartment for its usage as VOF.
7. The original registered documents shall be deposited with the Bank
and a certified copy of the same shall be with Landlord.
8. The Landlord shall submit the title documents as and when called for
to the satisfaction of the Bank.
9. Approvals for the Building, Power Supply etc. from the Authorities
I/We confirm that all necessary permissions/ approvals will be
arranged by Landlord by completing all related formalities of the
Statutory Authorities/Society.

look after VOF where there is no FIMD office.
The caretaker shall be advised to ensure proper
hospitality to the visiting officers and there should be
no compromise on quality of services, etc.
The service of the contractor to be renewed at least
once in 3 years and if required fresh offers to be
obtained from at least 3 service providers for
appointment of new contractor.
3 Suggestion /
Complaint book
Each VOF shall have a suggestion book/complaint
book. The controlling office shall regularly inspect
the VOF and take necessary action in respect of
complaint, if any.
Appreciation on the quality of services etc may be
shared with other VOF/FIMD.

Annexure-II
Facilities to be provided at VOFs
1. Furniture:
a. Cushions and upholstery may be checked and if upholstery is found soiled may be
replaced.
b. Polishing of the furniture may be done if the same is required. The periodicity of
polishing the furniture should be at least once in 3 years.
2. Wall painting:
a. Painting may be undertaken if the same is required. The periodicity of this work
should be once in 3 years.
3. Toilet:
a. Tiles and cladding and floor may be inspected and if found necessary may be replaced.
Arrangements may be made for cleaning the tiles everyday with detergent or soap water.
b. Sanitary fixtures like washbasins, sink and W/C should be inspected and if found
necessary replaced. There should be arrangements for cleaning the above fixtures with
soap water / detergent on daily basis.
c. Plumbing fixtures – the condition of the taps, flushing systems, etc. may be assessed
and if found necessary should be replaced.
d. Toilets should have medicines chest, cloth drying rod / string, shower curtain, soap
container, etc. which are normally found in any three star hotel.
4. The floor / carpeting:
A. To the extent possible carpeting of the floor may be avoided. The flooring should be
preferably of vitrified tiles or of parquet or of PVC flooring (Rental premises). The
existing flooring may be inspected and suitably replaced.
B. Arrangements for regular mopping and sweeping of the floor may be made.
5. Kitchen and utensils need to be inspected and if necessary replaced.
6. Cutlery and crockery:
Cutlery and crockery need to be inspected and replaced. Crockery should be replaced at
least once in two years.
7. Linen:
The bed sheets and towels may be replaced every year.
8. Curtains:
Curtains need to be washed at least once in six months.
9. Mattress:
In several VOFs the mattress were found hard and developed undulations. High density
U-foam 4” thick mattress may be provided. The mattress needs to be replaced once in 5
years.

10.Lighting:
The light fixtures may be inspected and if found necessary to be replaced to ensure bright
lighting of the VOF’s interiors.
11.Fans:
Fans may be inspected and replaced if found necessary.
12. Air-Conditioners:
They may be inspected and if found necessary replaced preferably by split AC units in
Bank’s owned premises.
13. TV :- 32” LCD/LED TV may be provided in the living room. In one of the rooms
designated for Bank’s senior officers, 24” LCD /LED TV may be provided.
14. Services of the Khidmatgar / Caretaker need to be reviewed to ensure proper
hospitality to the visiting officers.
15. Electricity bill charges of the flat ( VOF) will be paid by Bank.
