Requirements for Livestock

USAHA Resolution 26The United States Animal Health Association (USAHA) requests

the United States Department of Agriculture, Animal and Plant Health Inspection Service, Veterinary Services and the National Assembly of State Animal Health Officials collaborate with USAHA and private and public stakeholders to create and maintain an easy-to-use, publically-accessible resource that compiles identification, documentation, disease-specific, and other movement requirements for livestock moving interstate.

Furthermore, the USAHA supports the development of this resource being created in a manner that would allow for additional uses such as emergency response.

General Requirements

Regulatory requirements need to be uniformly presented across all States and easy to interpret.

The system should provide links throughout the Web pages for easy access to other relevant references (tagging site, approved livestock facilities, etc.) integrating that information with the responses provided to users where possible.

General Assumptions

A single “pathway” (URL) to the information is most desirable, although it does not imply a centralized repository for holding the data. However, that option was considered.

The system should be established for cattle first, but developed so it can be expanded to other species in the future.

The information must provide the import requirements for moving cattle from each State to another specific State.

The system should have open access to all stakeholders; i.e., there should be no fee to access the information.

General Assumptions

Developing and maintaining the system, including updating the information as regulations change, should be outsourced to minimize the time requirement of the States. Therefore, funding sources must to be obtained to support the project.

The system should be accessible via mobile devices.

The system’s information should be accurate and updated in a timely manner when regulatory changes are made.

General Assumptions

States will be responsible for providing requirements at least at the statutory level if not at the lay person level for each of the potentially importing States. This may be accomplished by States cooperating with an individual or group responsible for compiling the information.

While the time commitment of States to support the system needs to be minimized, States should enter into agreements accepting legal responsibility for the completeness and accuracy of State information. They must also agree to notify the administrator when requirements change.
