INTRODUCTION

•Higher learning institutes is adopting technologies to have effective teaching and learning enviroments.•Gartner Group projects about 6.4 million people is using internet protocol television in 2006 to 13.3 million at the end of 2007, and more 48 million will subcribe IPTV in 2010 . (www.iptv-forum.com, 2006)•At UTHM, early 2002 e-learning is implemented by the using LMS Blackboard to deliver lectures , seminar notes, teaching and learning materials.•By end 2006 UTHM is adopting IPTV under project so called UCiTV to be an alternative e-learning methods within the campus.

CONCLUSION

1. UCiTV existence with IPTV concept can distribute information and knowledge effectively and interactively.

2. Lectures webcasting or university’events can be aired as live or as Video on demand.

3. Broadband technology will always be upgraded to enhance the video service online effectively.

4. The quality of video online services depends on the quality of content provider, service maintenance , network provider and consumer (client) technology.
