CSOs and Volunteer Groups Engagement (FDS and FDS+)

CONTEXT: President Benigno S. Aquino III 1st SONA -

underscored the importance of public private partnership (PPP) in the fulfillment of his platform of Good Governance and Poverty Reduction.

CSOs/ Campaign Volunteer Groups transformed into an active organization and engaged the present government in responsible, transparent and accountable governance reform.

CONTEXT: • Facilitate the linkages of CSOs and Volunteer

Groups to DSWD Core Programs such as Pantawid Pamilya, Kalahi-CIDSS, SEA-K, Center and Institution and other programs.

• Harness and enhance positive energies of CSOs/Volunteer groups and contribute to the improved implementation of DSWD programs, particularly in implementation of FDS and FDS + (minimum of 1 year).

Review of FDS GOAL

The main goal of Family Development Session is to capacitate the household beneficiaries to become more productive and responsive to meet family needs and enable them to perform their parental roles and responsibilities in particular to the health, nutrition and education needs of their children 0-14 years old thus helping them to comply with the conditionalities of the program.

What is FDS Plus?

FDS Plus is a program of learning networking and other capacity building activities that CCT household partners can voluntarily participate in to promote family development and transition out of poverty.

OBJECTIVE OF FDS+ The FDS+ will serve to strengthen the capacities of family members to become more responsive to the needs of the family and their communities. It will also enable the households to become socially aware and participative in community development activities in achieving transformation and development of the family and communities.

RATIONALE OF FDS+ • CSOs delivering complementary and

additional inputs, with content lying outside the current Revised FDS modules/areas and not linked to compliance with the FDS conditionality.

• "FDS+” allows flexibility (e.g., the "+" could be the new manpower, or it could be the new complementary support outside the formal FDS structure)

Sample of FDS+ Adult literacy programs or livelihood skills training, networking, collective lobbying, community mobilizations, taking part in SWI-related work, and transition towards sustainable self-reliance, etc.

FDS + METHODOLOGY

The FDS+ may include creative strategies and approaches to ensure the learnings of household grantees: Conduct of Home-visitation/Individual Sessions on Parenting, Peer Counseling Sessions, Coaching and Strategizing, Collective or Community Activities.
