• FDR publicly expressed both a desire to stay “neutral” and support for the British & French
• Again, arguments were presented by both “isolationists” and “interventionists.”
• 1940: FDR won a third term with nearly 55% of the popular vote.
• January 1941: FDR’s State of the Union speech emphasized the need for the US to defend “four essential freedoms”: speech/expression, worship, freedom from want, and freedom from fear.

• 350 Japanese planes dropped torpedoes and bombs on the US Naval base at Hawaii, known as Pearl Harbor.
• 8 US battleships were sunk or severely damaged
• 2403 Americans were killed• December 8, 1941: Congress declares war
against Japan; only Representative Jeannette Rankin dissented.
