Proposed Process

The poll will be conducted as consistently as possible with the procedures used in an ordinary council election:

Conducted by the Victorian Electoral Commission

Residents and ratepayers on the municipal voters’ roll for Hume City Council as if a council election was being conducted

By postal vote

Ballot packs to be sent by post with background information on the poll and instructions on how to make a formal vote

Voluntary voting

 Are you in favour of the Proposal?

Direction to the VoterIf you wish to vote for the proposal, write the word “YES” in the space provided above. If you wish to vote against the proposal, write the word “NO” in the space provided above.

Poll Wording

Three possible options for wording of the question are:

1. Proposal: To establish a new Shire of Sunbury consisting of all the area west of Deep Creek within the current municipal district of the Hume City Council. Are you in favour of the proposal? Yes or No.

2. Proposal: To establish a new Shire of Sunbury. Are you in favour of the proposal? Yes or No.

3. Proposal: To establish a separate Shire of Sunbury even if this means municipal rates will rise? Are you in favour of the proposal? Yes or No.

4. Other ideas?

Next Steps

Next steps in the process are:

Advertisement seeking feedback on the poll question to appear in local papers on or about 9 July 2013

Email to those residents on the Department’s contact list notifying them of the opportunity to provide feedback

Feedback on poll question due by 21 July 2013

Poll ballot paper mailed out to voters at the start of October 2013

Poll Voting Timelines

Timelines will be determined by the Victorian Electoral Commission. An indicative timeline of major activities is:

Voter roll closes mid August 2013

Notice of the poll published in local media end August to mid September 2013

Poll ballot paper mailed out to voters at the start of October

Close of voting 6pm Friday 25 October 2013

Counting of votes commence Saturday 26 October 2013

Count per ward and also for whole of Hume

Minister notified of counting results as soon as possible thereafter
