Length of sojourn period as regards to ForeignWorkers Employment Act, incorporation of the
basic Korean laws to the Preliminary Departure Ori-entation Service (PDOS), return-cost insurance, VISAprocessing fees to be paid by the employer and someother concern about the general welfare of the Filipino
workers were the current issues need to consider asinputs to the renegotiation of the Memorandum ofUnderstanding (MOU) of the Employment PermitSystem.
The initiative of the Philippine Overseas Labor Office(POLO) Attach Atty. Delmer Cruz to conduct consul-tations and consider some suggestions for the rene-gotiation of the MOU from different Filipino organiza-tions like the Filipino EPS Workers association(FEWA) is highly commendable for it has given theEPS workers the privilege to discuss the currentproblems, get involved and hit immediate possiblesolutions and recommendations.
On the other hand, the determination of the said laboragency to renegotiate the MOU with the solicitedamendments needs immediate action, constant moni-toring and full support from various sectors to curb theperennial issues and work-related problems.
Also, as the number of EPS workers increases, so dolabor-related issues and concerns which challengePOLO to exert extra effort in providing vital servicesand urgent solutions to the problems.
Since 2004, the MOU provided opportunity for SouthKorea and the Philippines to mutually benefit f rom thisgovernment-to-government labor program forFilipinos to work and be deployed to small and me-dium-scale industries in South Korea for three years
of work contract.
Also, the abolition of the Industrial Trainee System ofKorea effective January 1 of 2007 entrusted theMinistry of Labor of South Korea to take the soleresponsibility to import the needed foreign workforce

reported problems of the labor program.
The Employment Permit System which considerablyneeds improvements and recommendations will helpbenefit both the workers and the employers to agreeto its terms and conditions with the initial provisions ofthe MOU.
More so, the participations of the workers since they
have the collective experiences and direct concernsare valuable to serve as bases for more favorableprovisions of the Employment permit System for thecoming years as South Korea and the Philippinesstrengthen its relation with regard to labor programsas part of its bilateral agreement.

Also, Philippine Overseas Labor Office (POLO) Attach Atty. For the Philippines, the signedagreement was also received by the Senate on April28, 2008 and was referred to the Commission onForeign Relations the following day by which thecommittee is currently chaired by Sen. Ganghwa Island is on the west coast of South Korea.The place has a tranquil aura but the remnants of thepast still show the scars of the history. According to thewritings about the place, its strategic position played a
key role in several historical events in the country for thepast centuries. This place encountered several foreignpowers such as France, the United States, Mongolia,and Japan.
The students had the chance of being able to visit oneof the famous places in the island is calledJeonDeungSa Temple which is located in the historicSamrangseong Fortress walls. It means InheritedLamp because a rare jade lamp was offered to Buddhafrom the king of Goryeo Dynasty in the 13th century.There are ten buildings in the area including the hallwhere the healing Buddha is enshrined. It was indeed aplace of healing, not to cure any kind of disease, but aplace therapeutic place for people who are in distress.

GwangSeongBo Fortress was the next stop afterhaving a wonderful lunch. Its the place where theKoreans fought off the French, the Japanese and theBritish all at different times. According to the history,
it was built to expand the defense of Ganghwa in theJoseon dynasty. A lot of people died in the place forfreedom and that part of the history gives a strongspirit of patriotism. For a foreigner who comes from aplace which was invaded by a lot of foreign powers,the aura shows a glimpse of the past with pain. Onthe other hand, the pain that was once felt by thepeople is what courage is all about.
Having been able to learn some historical facts, thetrip wasnt going to be complete without the bondingof the students with their teachers. The last stop wasthe beach called Dongmak Haesu Yokjang wherethe students and teachers played volleyball. Theirsmiles in spite of the feeling of tiredness detachedthem from the ppalli-ppalli culture. One day might beshort, but the memories of the experiences in thatfield trip are going to be forever.

The signing ceremony was held lastDecember 16, 2005 at the Ceremonial Hall ofMalacaang Palace, with Philippine Foreign Affairs
Secretary Alberto G. Romulo and Minister BanKi-Moon of the Korean Ministry of Foreign Affairsand Trade (MOFAT) inking the agreement.
As stated, the agreement shall only take into forceon the first day of the third month following themonth in which the contracting parties receive
written notification from the other that they have com-plied with all legal requirements under their respectivelegislation. For the Philippines, means that the bilat-eral agreement must have been approved by thePresident and ratified by the Senate.
FEWA vice-president Marcelino Serdea III men-tioned of an issue about SSS membership. Themembership of Social Security System becomesredundant if the SSS will absorb our NPS Lump-sumRefund. We Filipino migrant workers actually have an
option to become an SSS OFW member and most ofus are even current SSS members. It is very unfairthat our NPS Lump-sum Refund should be transferredto the SSS account for our mandatory SSS contribu-tion, Serdea explained.
FEWA Administrative Adviser Rebenson Recaa saidthat workers cannot wait for 60 years of age in orderto get their money. Moreover, that money is veryprone to alleged corruption under the SSS agency. Iam not against to the said bilateral agreement. I amonly against to SSS plan of transferring our NPSmoney to their agency. Honestly, I dont have trust toSSS officials anymore. That money which is the fruitof the workers years of hard labor can become aneasy target for some greedy government officials inthe Philippines, particularly in the social securityagency. When all these happen, the time and effortspent by the workers in working and waiting for theirwell-deserved benefits may just end up to frustrationand grief, he added.
