•NZ population 4.4 million
•Geographical features – long narrow country, sparsely populated in parts, small rural and provincial towns – one large urban conurbation (one third of the population)
•73 local authorities – 287 libraries – majority serve populations less than 50k
Context
• National Library of NZ – has no authority over public libraries
•2003 Act – purpose is “to support and further the work of other libraries”
•Funding for public libraries – from local property taxes – no central government funding in to librariies
