SNAP Eligibility Requirements

Technical and Financial Eligibility

There are 2 Basic Levels of SNAP Eligibility

1. Technical Eligibility means: Elements not dealing with money received or saved.

2. Financial Eligibility means:Elements relating to financial circumstances of the client

Residency

HH must apply in the State in which they reside.

Verified at application and address change

Refer to the Online Policy Manuals, to answer the next Residency questions on page 1 of your Notes Pages.

EnumerationSSN

Social Security Numbers are required for all HH Members. No SSN? KAMES will assign a

pseudo number. Member must agree to apply for

a SSN to receive SNAP.

Citizenship

HH member/s must be either U.S. citizens or legal residents to receive SNAP. Alien status is verified at initial

application, for new HH members, and at each re-cert until “Permanent Resident Alien” Status is obtained.

For SNAP, Client Statement is accepted for U.S. Citizens.

To receive SNAP, immigrants must: Be a Qualified Alien Meet special SNAP criteria

Who must verify? Applicant Head of Household and Authorized

representative, if applying for household

Work Registration

HH members between 18-59 inclusive, must work register, unless exempt.

Our Work Registration program is called the Employment and Training Program (ETP).

Household Size &

Composition

This relates to who is in the home, and who will be included in the case. Verified at application and if HH

size or composition changes.
