Test Site Sweden

Test Site Sweden, TSS, is a national initiative to engage the Swedish vehicle cluster in multilateral cooperative demonstration and test projects.

Started 2007 with a yearly project budget of 1 M€ (out of which 400 k€ is from Vinnova)

Mission

Test Site Sweden shall:

Provide world leading demonstrations and test environments for new vehicle technology and infrastructure with the goal of supporting the development of sustainable transports

Test Site Sweden is organized as a platform for cooperation between private companies, national agencies, regional authorities, and R&D institutions and is managed by Lindholmen Science Park

General findings (from evaluation)

• TSS is a neutral part which leads cooperative projects, and it has been highly successful in this respect

• The cooperative efforts include 50 projects where representatives from the stakeholder categories participate

• The administration and management of Test Site Sweden is 200 k€/year which is insufficient

• TSS partners meet the conditional level of co-financing that VINNOVA has stipulated

• TSS has been very successful in attracting funding from other external, mainly public, bodies

Project portfolio evaluation

• The projects are often initiated by industry and the project portfolio shows a gradual shift in focus towards hybrid and electrical vehicles

• Projects contribute to cooperation within the vehicle sector as well as between sectors

• The cooperation between the partners has a significant value as such, not the least for small and medium sized enterprises which may not have had many contacts with R&D environments before.

Final observations

• The composition of partners (private & public) and pooling of specific competence in projects have been successful and appreciated

• Occasionally, the participating enterprises have different interests and motives, and they are geographically scattered over the country

• The continuation should be of significantly larger volume than it has been so far, so as to be in proportion with TSS’ ambitions and the expectations of its stakeholders.
