VDMC: What Shall be Major Role?
• VDC Profile • Preparedness plan• Hazard, Risk, and Vulnerability Analysis • Institutional Mechanism • Mitigation Plan • Response Plan• Recovery & Reconstruction Plan• Standard Operating Procedures• Linking with the Developmental Plan• Budget and other Financial Allocations• Monitoring and Evaluation
Hazard, Risk, Vulnerability and Capacity (HRVC) Analysis
• Doing with the proper way - HRVC analysis • Establishing the most damaging hazard (by its
frequency, impact and magnitude in comparison with other hazard),
• Identifying the risk areas (areas which faces often such hazards),
• who and what is at risk, and finally identifying the vulnerability factors
Hazard mapping and disaster education
environmental geological hazard map of Kathmandu
earthquake simulation exercise for students
Mass observing Street drama touching disaster issue
DRR education through radio program
folk song competition for DRR
Observing the wall painting Observation of IEC material by children
More components
• Maps• Data• Resource Inventory• Standard Operational Procedures (SOPs)• Linkages (fire, irrigation, agriculture, electricity,
telephone etc.)• Primarily as a Field Operations Guide, in a good
matrix format, the main responsibilities of various functionaries
VDRC TO VDMC
• More participatory
• Inclusive
• Expert oriented
• More responsibility
Main Role of VDMC
• Formulate & execute VDMP• Preparedness,mitigation,reduction,response
& recovery,rehabilitation & reconstruction related work
• Early warning system• Formulate r to r strategy• Village emergency plan• Work with media
Flood Early warning system
Flood early warning towers
Water gauge level Water gauge reader community radio broadcasting early warning
disseminating early warning Ready for evacuation
Continue……• Support for formulating local level LDMP
• Supervision work
• Training and orientation
• Evaluation of disaster risk evaluation plan
Community Capacity building
Community meeting collection of food grains for emergency fund
Training First aid team
distribution life jacket for rescue
community drills for rescue
consultative meeting for district stakeholder Community participation for erosion control
More role of VDMC
• Disaster Management Teams• Crisis Management Group/Incident Command
System• Emergency Operation Centers and their operation• Site Operation Centers• Modalities (role, inter-institutional communication
mechanisms, linkages etc) for involvement of army,
• NGOs and other institutions.
Mitigation Plan• Deals with both aspects: structural and non-
structural.• sector specific.• Also include a section on preparedness planning.
Some indicative components: Operational readiness of facilities, equipment & stores, resource inventory update etc.
• Community awareness
Community flood Mitigation work
community managed bioengineering work
Plantation control soil erosion at river bank raised hand pump for safe drinking water
spur construction
mitigation on embankment made out byUsing bamboo construction
Community shelter community making evacuation routes Community managed boats
Response Plan• Backed by proper SOPs.• Will essentially focus on:
– Operational direction & coordination– Emergency warning & dissemination– Rapid damage assessment & reporting– Incident command system– Search & rescue, Medical response, Logistic arrangements,
Communications, Temporary shelter management, Free kitchen/ food management, Law & order
• Effective response planning realistic identification of each and every tasks
RECOVERY & RECONSTRUCTION PLAN
• Strategy to restore normaly to the lives andlivelihoodsShort-term recovery - long-term rehabilitation Recovery and Reconstruction Plan's components:
- Restoration of basic infrastructure - Reconstruction/repair of lifeline buildings / social
infrastructureReconstruction/repair of damaged buildings
o Insuranceo Short-term Loans
