As a result of the improved outlook for domestic natural gas production, largely due to the shale gas-bearing formations in the United States, Corpus Christi Liquefaction is proposing to construct a 1.8 billion cubic feet per day (“Bcf/d”) natural gas liquefaction facility in San Patricio and Nueces Counties, Texas, to be known as the Corpus Christi Liquefaction Project (“Project”). The Project facility will have the capability both to liquefy surplus supplies of domestic natural gas for export to foreign markets as well as to receive and regasify limited quantities of imported liquefied natural gas (“LNG”). The Project will be located on the northeast shore of Corpus Christi Bay at the site of the previously authorized Cheniere Corpus Christi LNG Terminal. The attached figure shows the location of the proposed Project. The main component of the Project consists of three (3) liquefaction trains each capable of processing up to 700 MMcf/d of natural gas. The LNG will be stored in three 160,000 m3 full containment storage tanks. LNG will be imported/exported from the Terminal via LNG marine carriers transiting through the La Quinta Channel. This Project will not result in an increase in the number of ship transits already permitted for the Corpus Christi LNG Terminal. The Federal Energy Regulatory Commission (“FERC”) is the lead Federal agency for the Project. Corpus Christi Liquefaction submitted a request to FERC on December 13, 2011, to initiate the FERC’s formal pre-filing process and approval was granted by the FERC on December 22, 2011. This project has been assigned FERC Docket No. PF12-3-000. Corpus Christi Liquefaction anticipates filing its formal application with the FERC in August 2012, and FERC will then prepare an Environmental Assessment (“EA”) or an Environmental Impact Statement (“EIS”) to satisfy the National Environmental Policy Act (“NEPA”) process for the Project. Your agency will be invited to participate in the FERC pre-filing process for the Project. Corpus Christi Liquefaction will be consulting with USEPA as necessary during the preparation of required permit applications. However, to assist Corpus Christi Liquefaction in preparing the FERC application and identifying possible issues to be addressed during the NEPA process, we are requesting information on resources under your agency’s jurisdiction that could be potentially affected by the Project. Please note that in 2003-2005 agency consultation, resource surveys, and a NEPA review were completed for the original LNG import terminal project proposed by Cheniere Energy, Inc., and its subsidiaries on the same site and which received authorization from the FERC under FERC Docket No. CP04-37-000, and TCEQ Air Permit Nos. 70741 and PSD-TX-1038.

The Federal Energy Regulatory Commission (“FERC”) is the lead Federal agency for the Project. Corpus Christi Liquefaction submitted a request to FERC on December 13, 2011, to initiate the FERC’s formal pre-filing process and approval was granted by the FERC on December 22, 2011. This project has been assigned FERC Docket No. PF12-3-000. Corpus Christi Liquefaction anticipates filing its formal application with the FERC in August 2012, and FERC will then prepare an Environmental Assessment (“EA”) or an Environmental Impact Statement (“EIS”) to satisfy the National Environmental Policy Act (“NEPA”) process for the Project. Your agency will be invited to participate in the FERC pre-filing process for the Project. Corpus Christi Liquefaction will be consulting with TCEQ as necessary during the preparation of required permit applications. However, to assist Corpus Christi Liquefaction in preparing the FERC application and identifying possible issues to be addressed during the NEPA process, we are requesting information on resources under your agency’s jurisdiction that could be potentially affected by the Project. Please note that in 2003-2005 agency consultation, resource surveys, and a NEPA review were completed for the original LNG import terminal project proposed by Cheniere Energy, Inc. and its subsidiaries on the same site and which received authorization from the FERC under FERC Docket No. CP04-37-000 and TCEQ Air Permit Nos. 70741 and PSD-TX-1038.

Please note that this is in regards to the same project that representatives of Cheniere Energy, Inc. have previously met with TCEQ staff about. As a result of the improved outlook for domestic natural gas production, largely due to the shale gas-bearing formations in the United States, Corpus Christi Liquefaction is proposing to construct a 1.8 billion cubic feet per day (“Bcf/d”) natural gas liquefaction facility in San Patricio and Nueces Counties, Texas, to be known as the Corpus Christi Liquefaction Project (“Project”). The Project facility will have the capability both to liquefy surplus supplies of domestic natural gas for export to foreign markets as well as to receive and regasify limited quantities of imported liquefied natural gas (“LNG”). The Project will be located on the northeast shore of Corpus Christi Bay at the site of the previously authorized Cheniere Corpus Christi LNG Terminal. The attached figure shows the location of the proposed Project. The main component of the Project consists of three (3) liquefaction trains each capable of processing up to 700 MMcf/d of natural gas. The LNG will be stored in three 160,000 m3 full containment storage tanks. LNG will be imported/exported from the Terminal via LNG marine carriers transiting through the La Quinta Channel.
