• Covers details on the ICT assessment of the CRPF.
• CRPF - Armed Force of the Union of India - Assists the State/Union Territories in Police operations to maintain law and order.
• Elaborates current ICT infrastructure; ICT applications, ICT policies, ICT organization structure at CRPF
• Description of challenges faced across various related domains.

ICT Assessment- Central Reserve Police Force (CRPF)
Three broad areas were covered:
1. Governance and Organization: Assessment of strength of the ICT organization. Allocation of roles and responsibilities, Specialization of skills Overall management strategy for designing organization-wide ICT roadmap for CRPF.
2. Processes: Assessment of robustness of the current processes. in the force in terms of Major functions, activities and roles assigned to associated departments/ units.
3. Applications and IT Infrastructure: Assessment of the maturity level of current ICT applications. Assessment of ICT infrastructure - To support the force’s ICT interventions.

CRPF IT Organization Structure
• CRPF has separate IT Wing to specifically handle ICT initiatives. It is done under the guidance of the DIG (IT) CRPF.

• There are total 28 authorized positions in units and 19
Personnel from various Signal.
• Basic training for usage of computers is provided to force personnel in Central Training College (T&IT) on need basis through internal resources.
• Online training courses are not part of the system yet.
• CRPF has opened a new College of IT (CIT) in Bangalore to provide IT training to the officials.

Key Issues in ICT Applications Based on the Application Performance Assessment at CRPF, the following are the key findings:
• Need for an integrated Dashboard View for its senior leadership to provide real time single consolidated view to track various activities.
• Need for Application Intelligence which would able to generate intelligent information for enhanced decision making.
• Although SELO application has automated its major processes, some of the functions needs to be integrated and automated.
• Integration with other/ external modules like GIS, Operations Command Center, PAO etc.
• Increase Scalability of applications. The SELO application is currently accessible till group center and is to be made scalable to facilitate access to force personnel till battalion level.
• CRPF has implemented individual software and tools for analytics, security, monitoring. However there is a need for effective planning for utilization of these tools and software.
• Mobile gateway needs to be integrated with application so as to provide required information details to Jawans.

IT Vision The planned SELO Phase II Project is being conceptualized in accordance with the IT Vision of the agency
Target Setting and Reporting CRPF has defined service levels to monitor IT infrastructure and application, however it requires manpower with right skills to monitor and track the target performance .
IT Leadership Some of the IT team members with technical knowledge to handle the IT operations have been deployed on ad-hoc (attached) basis from Signal branch.CRPF has displayed focus by deputing one officer for each of the major modules to ensure successful implementation.CRPF needs to strengthen the IT team to handle IT issues and operational support with regular training programs.
Documentation Need to have following additional policies: Authorization guidelines for accessing internal applications Authorization control for accessing IT infrastructure Information security Data Retention policy

Parameter Assessment findings
Roles and Responsibilities • Although, there is a designated department (IT Wing)
defined for handling ICT initiatives, operations and services at CRPF, there is a need to strengthen the IT wing by adding more IT specialists.
• Key performance objectives needs to be defined for IT team to measure their performance
Skills and Training • Training has been provided based on their skills sets and
requirements on entry level training and basic usage of computers .
• Application Training on the modules is required for their daily operations activity so as to increase their overall efficiency.
• High-end specialized training for personnel who are IT-savvy with a technical background. This would cover training on data center management, database management, network integration, installation of network devices etc.

• CRPF key stakeholders to provide feedback/suggest changes (if any) on the Questionnaire and the Consultants would revise and re-submit the final version within a week
• Questionnaire to be completed by CRPF within 7 days from receipt of the final version
• Questionnaire should be filled in and completed in the soft copy version itself
• The Questionnaire is required to be completed by each Branch at the Zonal and CoBRA HQs. Only one completed Questionnaire response must be sent per Branch at the HQ.
• Information must be provided in completeness, in the format requested (where applicable), and each Questionnaire should be validated by its respective Branch Heads (IGs/DIGs)
• Only approved/ validated Questionnaires must be emailed/ submitted

• Identification and nomination of CRPF Point of Contacts (POCs) for each Branch of Zonal and CoBRA HQs, to facilitate data capture during AS-IS Assessment phase
• After receipt of completed and verified Questionnaires, the planning of the logistics for Consultant visits to CRPF locations needs to be done
• Consultants would revise the current Project Plan based on timeline & tasking adjustments and submit the revised version as and when deemed necessary
