Early International RelationsThe early Filipinos were already in close contact with their Asian neighbors centuries prior to the coming of the Spaniards.

When Emilio Aguinaldo proclaimed the independence of the Philippines in 1898, he appointed Apolinario Mabini as Secretary of Foreign Affairs.

After Spanish-American war, Aguinaldo dissolved the revolutionary government had established the first republic.

Firmly believes that diplomacy should be the first line of defense and that cooperation with others is the principal basis of a nation’s external security.

The government’s strategy to strengthen national security through foreign policy is

Enhancing friendly relations and forging strategic alliances with other countries.

Promoting regional peace and stability through established and new mechanism.

Fostering global accords that advance Philippine national security.

a. Philippines Security and the ASEAN

The Philippine government has firmly linked its national security efforts with those of its neighbors.

The organizations has addressed sensitive issues such as territorial disputes in the South China Sea.

The Philippine initiative to include “building a community of peace” as one of the pillars of the comprehensive development agenda of ASEAN is a manifestation of a country’s desire to enhance the generally stable inter-state relations within the regions.

b. ASEAN Regional Forum (ARF)

The Philippines attaches great value to the ARF as the only multilateral forum where the countries in the Asia Pacific Region and other international players can exchange views on political and security issues.

There are a number of territorial issues confronting the Philippines, such as conflicting sovereignty claims certain islands and waters in South China sea, overlapping maritime spaces with neighboring countries and other historic claims

d. Nuclear Non-Proliferation and disarmamentWhile cognizant that end of the east-west conflict has diminished the threat of the global nuclear war, the Philippines maintains that the pursuit of nuclear weapons, non-proliferation and the ultimate disarmament should remain a resolute effort.

e. Contributions Towards Keeping PeaceThe Philippines supports the UN’s peacekeeping functions and participates in selected peacekeeping operations (PKSs) by sending various contingents such as:
