1. About MSC Malaysia Innovation Voucher Programme
MSC Malaysia Innovation Voucher programme (herein referred as “Programme”) aims to increase
collaboration between Malaysia’s public and private Institutions of Higher Learning (IHLs) / Research
Institutions (RIs) / approved Research and Innovation entities with MSC Malaysia Status Companies,
towards creating a cultural shift in the business community's approach to innovation.
The Programme is established by Multimedia Development Corporation Sdn Bhd (“MDeC”) to provide
assistance to MSC Malaysia Status Companies to defray some of the cost incurred in procuring technical
and support services from certain Malaysia’s public and private Institutions of Higher Learning (IHLs) /
Research Institutions (RIs) / approved Research and Innovation entities as identified by MDeC (“Service
Provider”)
in providing solutions to business or technical problems as well as developing innovative
prototypes, products and/or services. Such activities are expected to lead to an increase in the creation of
Intellectual Property (IP). The Innovation Voucher is a subsidy valued at RM8,000.
2. Key Objectives of MSC Malaysia Innovation Voucher Programme
The Programme is designed to meet the following key objectives:
1. To increase the number of collaborations in research and innovation between MSC Malaysia
companies and Service Provider.
2. To increase the number of innovative proof-of-concepts (POCs), products, services and
solutions from MSC Malaysia. Potentially, it will lead to the increase in technology
commercialisation and sales growth of the companies.
3. To increase the number of IP (intellectual property) creation.
4. To support the development and strengthening of triple helix model fundamental to National
Innovation, contributing to national competitiveness.
As the Programme adopts open innovation, it allows companies:
1. To concentrate on running their business while the Service Provider deliver the product or
solution that could take their business to the next level
2. To shorten time-to-market for new products and services
3. To improve their technological and innovation capability resulting from the technology transfer
from Service Provider to the companies
4. To Increase R&D&Innovation collaboration between companies and Service Provider
5. To tap into subject matter experts which may reside outside of the company
3. Eligibility Criteria
At the time of applications, the following eligibility criteria must be fulfilled:
1. The Applicant must be a Local MSC Malaysia Status Company, with at least 51% Malaysian
shareholding
2. The services must be procured from Malaysian Research Institutions and Institutions of Higher
Learning or International Research Institutions and Institutions of Higher Learning as approved
by MDeC.
Conditions of the usage of the MSC Malaysia Innovation Voucher
1. An eligible MSC Malaysia Status Company is only allowed to submit one application per call.
2. Each Innovation Voucher is worth Ringgit Malaysia Eight Thousand (RM8,000.00) only. If the
total cost incurred in engaging services is more than Ringgit Malaysia Eight Thousand
(RM8,000.00), the participating company is required to bear the difference.
3. An Innovation Voucher can only be used to offset project cost of at least Ringgit Malaysia Ten
Thousand (RM10,000) with the company’s financial contribution of at least Ringgit Malaysia
Two Thousand (RM2,000). The Innovation Voucher can only be used to procure services as
defined in the list of eligible services.
4. Innovation Voucher is valid for 1 year from the approval date i.e. the Innovation Voucher has
to be redeemed within 1 year. After the expiry date, the Innovation Voucher ceases to have
any effect and is no longer usable; and MDeC shall be discharged from all responsibilities
thereunder.
5. Innovation Voucher is non transferable i.e. can only be used by the approved applicant.
6. Subject to availability of the Programme and funding to MDeC, recipients of Innovation
Voucher can reapply upon expiry of two (2) years from the date specified in the approval
letter.
7. Innovation Voucher can only be used at MDeC’s list of approved service providers.
8. Innovation Voucher is non tradeable or exchangeable for cash.
9. All Innovation Voucher applicants are required to provide true and complete information as
per the Innovation Voucher Application Template. Application must be signed by the
authorised representative(s) of the company and participating service provider.
10. Innovation Voucher recipients are required to submit a final report prepared jointly with the
participating service provider and signed by the authorised representative(s) of both parties
upon completion of the approved project.
11. Innovation Voucher will be redeemed by the participating service provider upon verification
that the project milestones are met and the company has paid its part of the cost.

9. Imaging and Display Technology
10. Integrated Circuit Design
11. Location-Based Services
12. Mobile Applications and Media Tablets
13. Next Generation Communication (HSPA/LTE/4G)
14. Next Generation Analysis
15. Networking - Ubiquitous Computing
16. Robotics and Intelligent Systems
17. Security - Social Network Security
18. Security - Mobile Device Security
19. Security - Anti-Hacking Technology
20. Social Analytics
21. Social Communications & Collaborations
22. Wireless Technology (Embedded sensors, RFID, video delivery)
2. If the technology area of interest is not listed, applicant or service provider may approach
MDeC to consider adding the new area to the list; MDeC will consider if it is cutting-edge and
has the potential to be marketed locally and/or internationally.

Product design, product development (software development, rapid prototyping)
or product testing (interoperability / usability test)
Industrial design to improve the aesthetic, ergonomics and usability of products
Development of new product / solution / services / process
Upgrading of existing product / solution / services / process
Process Design, development and optimisation for yield enhancements
Integrated Circuit Design services and prototyping
Testing evaluation and validation with analysis/ conclusion of findings including
performance testing, interoperability testing, pilot testing, reliability and robustness
testing
2) Technical Skills Enhancement (*)
Specific technological training courses customised to the technology needs of the
company i.e. workshops and courses for upgrading technology capabilities.
o For example, training on mask layout, accelerated integrated circuit design,
circuit validation, embedded software and firmware design.
o Semiconductor Failure Analysis Competency Development
o Semiconductor Material Engineering Competency Development
* The technical skills enhancement must be procured together with any of the technical
advisory services which will lead to Proof Of Concept (POC) or prototype.

7. Programme Structure
How MSC Malaysia Innovation Voucher programme works?
There are 3 parties involved in the programme.
1) MDeC :
a. To provide assistance to match Service Provider to services as requested by Applicant.
b. To process the Innovation Voucher application ‟ select winning companies who will be
granted the Innovation Voucher.
c. To verify and ensure the project milestones have been met before releasing Innovation
Voucher disbursement to Service Provider.
d. To disburse the Innovation Voucher amount to Service Provider.
e. Project manage the approved Innovation Voucher project from beginning to the post
project completion.
2) Service Provider :
a. Service Provider is defined as participating IHLs / RIs /approved research and innovation
entities as approved by MDeC.
b. To discuss with the Applicant on the scope of work, project costing and expected outcome
of the services.
c. To signed Non Disclosure Form with Applicant.
d. To be responsible to the delivery of the agreed project milestones requested by Applicant.
e. To jointly develop the final progress report with the Applicant once the project is
completed.
f. To participate in all relevant MSC Malaysia Customer Satisfaction Index Survey.
3) Applicant :
a. To discuss with the Service Provider on the agreed scope of work, timeline, milestones,
outcome, and estimated cost chargeable by the Service Provider which are agreed by both
parties.
b. To be responsible in submitting the Innovation Voucher Application Form by the Closing
Date of the Application Call i.e. for Call 1/2011, the Closing Date is 4 August 2011
c. To be responsible in addressing and resolving matters pertaining to data confidentiality, IP
ownership, and payment plan with the Service Provider prior to the submission of the
application. Both parties are also required to come to a consensus on data confidentiality
and IP ownership.
d. To complete the final progress report prior to the site visit, submit proof of payment (i.e.
receipt) to indicate that the remaining cost balance (Illustration: Total project cost ‟
RM10,000; Innovation Voucher pays RM8,000; Applicant pays RM2,000) has been paid to
the service provider.
e. To participate in all relevant MSC Malaysia Customer Satisfaction Index Survey.
f. To provide timely information on the project outcome/result up to three years from project
completion as requested by MDeC.
Innovation Voucher Matching Exercise
1. Applicant can either request the matching to be initiated by MDeC or contact the Service
Provider directly to engage in a discussion. Applicant will have access to the list of Service
Providers and their services offerings and contact person posted on the MSC Malaysia website.
2. Decision lies with the applicant with regards to the suitability of the Service Provider and
comfort level of the Applicant.
3. Applicant will need to work out on the scope of service and project costing with Service
Provider, and the Innovation Voucher application form will need to be signed by both parties.
4. Both service provider and company must agree on the Non-Disclosure terms before submitting
the application form to MDeC.
Innovation Voucher Process
1. Selection Phase: Once the Application Call Submission Date is over, MDeC will start selecting
winning applications based on a set of selection criteria. Winning applications with higher scoring
are awarded the Innovation Voucher (number of applications selected is based on the availability of
the Innovation Vouchers). Subsequently, the next phase, Approval Phase, will be entered.
2. Approval Phase: MDeC will issue an approval letter to the winning applicants and regret letter to
the unsuccessful applicants. Applicant is expected to provide a commencement date to the Account
Manager to indicate when the project will begin.
3. Implementation Phase: The project manager assigned by the Service Provider will be responsible in
ensuring that the project milestones are delivered on time. Applicant to perform milestones
verification from time to time, and ensure that service provider meets the project milestones as
agreed.
4. Disbursement Phase: Once the project is completed, MDeC will perform a site visit to verify that all
of the project milestones are met. Applicant will need to submit proof of payment (i.e. receipt) to
indicate that the remaining cost balance (Illustration: Total project cost ‟ RM10,000; Innovation
Voucher pays RM8,000; Applicant pays RM2,000) has been paid to the Service Provider. In
addition, Applicant will need to submit a final progress report to MDeC prior to the site visit. Once
MDeC is satisfied with the report and evidence provided as well as project milestones verified met,
Service Provider can proceed to send an invoice to MDeC to claim the Innovation Voucher
amount. Upon management approval, MDeC will issue a cheque amounting to RM8000 payable to
the Service Provider. MDeC will NOT issue the cheque to applicant.
