The Centre for International
Development and Training
The Centre for International Development and Training (CIDT) is self‐financing, not‐for‐profit
centre within the University of Wolverhampton. It has a 40+ year track record in facilitating
people‐centered, sustainable development across the globe. CIDT staff share a deep commitment
in working with others towards the elimination of poverty and for sustainable development.
Through our work we aim to contribute to improvements in the livelihoods of vulnerable people
and poverty reduction.
The principle of participation ‐ the active involvement and empowerment of stakeholders ‐ is at the
core of all our work. We believe that success and sustainable progress can best be achieved by
working in a participatory way with our clients and their stakeholders. Our multi‐disciplinary team
specialise in delivering these services across four practice areas: Managing for Development Results;
Education; Climate, Forests and Green Growth; and Participatory Governance and Citizenship.

Monitoring, Evaluation and Lesson Learning
CIDT has an outstanding record of managing and conducting complex evaluations, reviews and beneficiary assessments in a range of settings, including those relating to multi/bi-lateral agencies, inter/intra governmental; and draws upon its proven expertise in policy and strategy development at organizational, national and international level. We are often asked to undertake desk based reviews, impact assessments, stakeholder consultations and organisational evaluations. CIDT is known internationally for its participatory consultation processes and has wide experience in designing individually tailored methodology for reviews and evaluations and for encouraging lessons to be articulated and learned, using both quantitative and qualitative data collection mechanisms.
Our Experience in Monitoring,
Evaluation and Lesson Learning
Monitoring and Evaluation frameworks Global: Results Framework And Performance Monitoring System: Emerging Pandemic Threats (EPT) Phase 2 project (FAO 2015‐2019). CIDT is providing the development and management of a single results framework with a joint monitoring system that will enable performance measurements and corrective feedback across all partners. A senior monitoring adviser at 40% time and a monitoring officer at 60% are being provided.
Ivory Coast: Technical Assistance to refine FAO Country Programming Framework (2011) CIDT reviewed and provided expert inputs to strengthen the Country Programming Framework (CPF) of the Ivory Coast office of the Food and Agriculture Organisation of the United Nations (FAO). This involved aligning its performance indicators to FAO’s global Strategic Objectives and to national priorities in the area of agriculture, food security and climate change.
Rwanda: Technical assistance to develop M&E frameworks for eighteen sectors for monitoring and
implementation of the Rwandan PRSP (2007 – 2008)
Bespoke facilitation inputs were delivered for MINECOFIN and eight other ministries as well as M&E
inception training for M&E facilitators, development of a common M&E template, development of a
common reporting format and advice on harmonization of M&E system between central and district
levels. M&E frameworks were developed for Security, Labour and Employment, Environment,
Decentralisation, Science and Technology, Social Protection, Education, Justice and Youth Sectors.
Macedonia: Training in Results‐Based Management, Monitoring and Evaluation (UNDP 2007 –
2008)
Support to UNDP in formulating and delivering a series of training programmes for cross-Ministry officials in for the EC Instrument for Pre-Accession (IPA) Funding Process.
UK DME Training for International Alert (2007)
Design and facilitation of a training programme linking International Alert’s Design, Monitoring and
Evaluation (DME) framework to their Programming Framework (PF). Aims to demystify DME, link it
to working realities and familiarise all staff with appropriate use of tools available for DME.
UK: Capacity Needs Advice to Price Waterhouse Coopers for the DFID Girls Education Challenge
(PWC UK 2012)
Advising on, and assessing Theories of Change, Results Frameworks, Logical Frameworks and
Monitoring and Evaluation of the three bidding windows of the GEC Programme notably the Step
Change, Innovation and Transformational programmes covering a total of £300m.
Evaluation and Lesson Learning 2015 Global, with Case Study Visits to Kenya, Ghana, Pakistan and Bangladesh. September to
November 2015. Review of Plantwise Programme’s Strategy for Embedding Gender and Diversity
CIDT undertook a global review of Plantwise’s Strategy for embedding gender and diversity into its
programme, which aims to contribute to food security and improved nutrition. The assignment
included document review, interviews with key stakeholders, a gender appraisal of the four case
study countries, recommendations for future actions and a debrief two day workshop with 35
country coordinators and regional and international programme staff.
2015 Impact Evaluation, Feb –May 2015 –Singapore / UK,
Impact assessment of Singapore‐Commonwealth Third Country Training Programmes and
recommendations for the Commonwealth Secretariat’s strategic approach to capacity development
of member states. Evaluation conducted through review of relevant documents, interviews with
training providers in Singapore and Commonwealth Secretariat staff in UK; online survey followed by
telephone interviews with participants in training as a series of Case studies on successful capacity
development and Most Significant Changes.
2013 – 2014 Evaluation of UNV Contribution to Volunteer Infrastructures. A summative evaluation
of UNV’s global contributions to Volunteer Infrastructures between 2004 – 2012, with country visits
to Liberia, Cape Verde, Burkina Faso, Togo, Nepal, Vietnam, Peru and Nicaragua. This assignment
included the design of an overarching evaluation framework to cover the 8 field visit countries and a
further 11 countries to be analysed through desk reviews and/or stakeholder interviews via phone
or Skype, and the design of participatory tools and instruments for use in the field. A final
presentation of results and lessons learnt that took place late April 2015, fed into the development
of the 2015‐2017 UNV Strategic Framework.
Moving from Planning to Implementation: a South‐South CCD Learning Exchange (CDKN Jan – Dec
2015)
This project is providing government, and non‐government, decision‐makers from Africa, Asia and
LAC with an opportunity to share their lessons learned on moving from planning to implementation
of CCD strategies. A learning workshop in July allowed 50 participants from 13 countries to discuss
lessons learned from resource mobilisation efforts for climate change. The output is a working paper
Zimbabwe: (UNICEF September ‐ November 2014 )
CIDT with is working in‐country partners, Development Data, to conduct a baseline survey for the
Global Partnership in Education fund. CIDT has provided the Technical Team Leader and Education
Specialist for the nationwide survey, to determine the current status of the learning environment
and student and teacher performance in primary education in Zimbabwe. Tasks include the design
of the survey and tools, management of fieldwork, the development of final report and presentation
to UNICEF and GoZ.
Zimbabwe: Team Leader for the Final Evaluation of Camfed’ s ‘Community Action for Girls’
education in Zimbabwe’ Project, (Camfed July 2014 – September 2014)
CIDT was contracted to undertake a final external evaluation of Camfed’s three year project funded by DFID through the grant mechanism of the Civil Society Challenge Fund (CSCF). This evaluation focused on gathering qualitative and qualitative evidence through field visits and desk reviews on project deliverables and logframe outputs. The focus of this assignment was aimed at revitalising education at a critical time in Zimbabwe through extensive partnership networks at local and national level behind a ‘Together We Can’ campaign and collaborative Whole School Approach principles.
Zimbabwe: Evaluation of Camfed’s ‘Transforming the Lives of Rural Children in Rural Zimbabwe’
Project (Camfed Zimbabwe April 2014 – May 2014)
CIDT was contracted to undertake this final evaluation of the 3‐year ‘Transforming the Lives of Children in Rural Zimbabwe Project’, funded by the Roger Federer Foundation (RFF). The evaluation focused on gathering both qualitative and quantitative evidence on the project objectives of the critical issue of child hunger, tackling some of the economic barriers that children face in accessing and/or remaining in primary school, and ways in which a network of social support within the school and wider community has been built and centred on the child.

Programmes (Commonwealth Secretariat 2013)
Examination of some six training providers and a range of training programmes.
Evaluation of International Labour Organisation Strategy for Sustainable Enterprises and Decent
Work (ILO 2013)
The main objectives of the evaluation were to provide an account to the Governing Body regarding strategy performance and key results; provide an opportunity to learn what works well and what less well in the implementation of policy dialogue, discussion and definition regarding the development, use of ILO tools and guidelines for such processes; and provide evidence for decision‐makers in charting a future direction for ILO’s technical support for sustainable enterprise development.
2012 – 2013 Review of Youth Employment Programmes, UK Plan International. Desk based global
review of all of Plan’s youth employment programmes. The objective of this assignment was to
establish a baseline of current activity in the area of youth employment programming and advocacy
across all Plan countries, and to scope the focus and commitment of external organisations playing a
significant role in the area of youth employment. Included the design of a youth employment survey
circulated to 48 Plan Country Offices and the analysis of results.
2012 – 2013 Review of the Jamaican School National Curriculum from Grades 1 to 11 (IADB). CIDT
provided an eight‐person team of international and national consultants to conduct a nation‐wide
review of the primary and secondary curricula (Grades 1 to 11), to assess its relevance, levels of
access and equity, and suitability for preparing the children of Jamaica for the 21st century.
Ethiopia, Kenya, Mozambique, Rwanda: Lesson Learning from National Climate Compatible
Development Planning in 4 African Countries (CDKN 2013 – present)
A CIDT team is facilitating the governments of Mozambique, Ethiopia, Kenya and Rwanda to identify and learn lessons regarding the manner in which issues of climate change have been mainstreamed into national plans. The lessons will be written up into a number of different materials matching the interests of countries which are taking a similar path and which could learn from the experiences of the four focal nations.
Worldwide: Final Evaluation of activities under the Global Partnership for Youth Investment (GPYI)
funded by World Bank Development Grant Facility (Plan International 2012)
A CIDT team used a variety of research instruments including questionnaires, semi structured
interviews and a cost benefit analysis to assess the overall outcomes of Global Partnership for Youth
Investment (GPYI) activities in order to determine concrete programmatic and partnership
outcomes; evaluating financial management practices and drawing out specific areas of success and
any key challenges to achieving desired impacts.
UK, Ethiopia and Kenya: Independent Progress Review of DFID Programme Partnership Agreement
(PPA) with Farm Africa/Self Help Africa consortium (Farm Africa, 2012)
PPA funding has supported the strategic development of these two organisations focused on
sustainable, smallholder farming. This assignment, undertaken by a CIDT team included document
review, stakeholder interviews and a Theory of Change workshop, as well as field visits to Ethiopia
and Kenya. Lessons learned were fed back to a board of senior management from both organisations
and verified by both them and DFID.
UK: Mid‐Term Review of the Youth Employment Network (YEN) of the UN/ILO/WB (2012)
Review of this high‐level agency partnership for a global platform to prioritize youth employment on
development agendas (core funded by Sida). Evaluating progress made, what has worked well,
where there is scope for improvement, and deriving success factors and lessons learned.
In 2012 CIDT led a 6 person team for the Final Evaluation of the International Citizens Service
(young volunteers) Pilot Programme for DFID and in addition conducted the prior Mid‐Term Review.
The MTR examined the Consortium strategies to achieve efficiency and effectiveness and strengthen
the monitoring framework for assessing value for money in the pilot phase, which informed
development of the wider roll‐out programme. The final evaluation assessed the impacts of the pilot,
and included field visits to Kenya, Bolivia and El Salvador.
Worldwide: End of Programme Evaluation of the £35m DFID/IDRC funded Climate Change
Adaptation Africa (CCAA) Programme (2011 – 2012)
This six‐month study involved the four‐person team visiting some twelve Climate Change projects in
South Africa, Senegal, Benin and Kenya. Leadership and Research Skills were areas of Capacity
Development most required.
Austria: Design and Facilitation of a lesson learning workshop (UNIDO 2011)
This “meta‐evaluation” study examined “lesson learning” in a range of bilateral and multilateral donor organisations.
Uganda: End of Programme Evaluation: Rwenzori Peace Bridge for Reconciliation Programme
(2011)
Visit to South West Uganda to examine a series of capacity development projects under the
Rwenzori Peace Bridge for Reconciliation Programme. Strategic advice given on the future options
for the programme/projects.
Latin America: Consortium of British Humanitarian Agencies (CBHA) Learning Programme
Evaluation (Oxfam 2011)
Evaluation of the Latin America part of the CBHA learning programme pilot through a series of telephone interviews and field visits.
UK: Evaluation of Self Help Africa Ireland’s Multi‐Annual Programme Scheme (MAPS II), 2007 –
2011 (2011)
CIDT recently carried out an evaluation of SHA’s MAPS funded work across its five countries of
operation, including Ethiopia. The evaluation drew upon significant documentation review and semi‐
structured interviews with key stakeholders to provide SHA and Irish Aid with an evidence‐based
assessment of SHA’s contribution (along with their partners) to the reduction of poverty and
vulnerability.
Ethiopia: Evaluation of Self Help Africa’s Rural Saving and Credit Cooperative (RuSACCO)
Programme, Ethiopia 2007‐ 2011 (2011)
Forward looking evaluation focused on capacity and sustainability of Primary SACCOs and SACCO
Unions – including women only SACCOs – in SNNP and Oromia regions of Ethiopia (Terrafina
Microfinance, Irish League of Credit Unions Foundation and Self Help Africa).
Worldwide: Programmatic Assessment of Imagine Nations Group (ING) activities under the World
Bank Global Partnership for Youth Investment (GPYI) (2011)
Evaluation of the World Bank funded work of this organisation focused on scalable sustainable youth
investment systems and models to tackle unemployment. Desk research, interviews and field visits to
Zambia and Indonesia. Findings presented in Washington DC.
Worldwide: Evaluation of World Vision UK’s Programme Partnership Agreement with DFID (2010)
with specific focus on Results, Lesson Learning, Innovation & Value for Money. Field visits to Uganda,
India & Zambia.
Evaluation of Islamic Relief Programme Partnership Agreement with DFID (2010)
Specifically policy development outputs (HIV/AIDS, gender, reproductive health and debt).
Worldwide: Evaluation of the Commonwealth Secretariat’s Training Programme (2010)
This was a global review of the Commonwealth Secretariat’s approach to the provision of training, its
relevance, efficiency, effectiveness, sustainability and its strategic role in contributing to the
achievement of the organisation’s strategic plan. It included a review of documentation, interviews,
on‐line questionnaires on‐line forum, country visits and mapping and tracking tools. The five person
team undertook field visits to Kenya, Ghana, Botswana, Singapore, Maldives, Jamaica, Belize and
Malta.
Platform 2 Youth Volunteering Programme Final and Mid term Review (DFID, June 2009;
December 2010)
Evaluation of this young volunteers programme managed by Christian Aid and BUNAC, funded by
DFID. Field visit to Peru. Additional contract to undertake an internal learning review for Christian Aid.
Indonesia; Ghana: Mid‐Term Evaluation of the £24m International Forest Governance and Trade
Programme (DFID 2009).
This included field visits to Indonesia and Ghana where the CIDT team were working with local
consultants for the multi‐stakeholder evaluation activities.
UK: Pacesetters UK Evaluation ‐ South East region & Yorks and Humber region (NHS 2008 – 2009)
working with stakeholders of the National Health Service (NHS) Strategic Health Authorities in these 2
regions to clarify objectives and assess project performance. Supporting the participatory evaluation
of these innovative projects in each SHA (National Health Service: Equality and Human Rights Division).
UK: Provisional Age Audit of Department for International Development (DFID 2008)
Review of DFID policy and practice documents for reference to older people/ageing/age issues to
give a provisional assessment of DFID’s awareness in relation to the age agenda (Help Age
International/Help the Aged.
Worldwide: Evaluation of Programme for Enhancement of Research Information (2008)
Evaluating impact, strengths, weaknesses and sustainability in developing countries. Including field
visits to Ghana, The Philippines, Vietnam and Bangladesh 2008.
Worldwide: Design of a Multi‐stakeholder Monitoring and Evaluation Framework for the Natural
Resources Management and Livelihoods Programme (DANIDA/DFID/NZ Aid 2008)
Included training of local consultants in Monitoring and Evaluation methods
UK: Global Evaluation of the SIDA sponsored Youth Employment Network (YEN) (2008)
This evaluation was of the multi‐agency partnership between the UN, the ILO and the World Bank,
established by UN Secretary General to address youth employment challenges globally, regionally
and nationally.
UK, Brussels and global: Mid‐Term Review and Final Evaluation of the DFID Illegal Logging and
Forestry Governance and Trade Programme (2003 – 2007)
Review and Evaluation support to tackle the underlying Governance, Policy and Market
Failures/Trade programme.
Worldwide: Evaluation of Commonwealth Secretariat’s Gender Equality and Gender
Mainstreaming Strategy (2006 – 2007)
With field assessment in the Gambia, Bangladesh and Trinidad and Tobago. The assignment
included qualitative and quantitative methods; document and policy analysis, a review of the work
of other Development Partners, institutional and organisational analysis and mapping and tracking
policy to implementation in the field. Case study field visits included identification and contracting of
local team members. An interim report was presented to the annual monitoring meeting of the
Commonwealth Heads of Women’s ministries at the UN in New York, and the final report, which
provided three options for the way forwards has recently been published and distributed to all
Commonwealth Countries.
Bangladesh: CHARS Livelihoods Programme Performance Audit & Evaluation (2005 – 2007)
Provided evaluation and project cycle management services as a component of the GHK International consortium to assist DFID in the selection, funding and monitoring of livelihood projects.
Jamaica: Review of the effectiveness of the Ministry of Education and Youth (2006)
Consortium member supporting national public sector reform programme.
Worldwide: Evaluation of volunteerism as an international development mechanism (UNV 2005 –
2006)
involving 6 national volunteer involving organizations, with case study field visits to Mali, Peru and
Mongolia.
Worldwide: Evaluation of the effectiveness of the European Commission’s development
cooperation at country level (2004 – 2005)
Joint EU Member State survey commissioned by DFID on behalf of UK, France, Germany and NL.
Views on 18 EC in‐country programmes collected and analysed in relation to programme quality,
support for PRSPs and EU coordination. Recommendations for improving EC performance were
made in the report, which was presented to the European Commission under the UK’s EU Presidency.
Evaluation of the Role of UNESCO’s contribution to governments’ preparation and Implementation
of EFA National Action Plans.

Worldwide: Facilitation of a series of sustainable livelihood, medium‐ and long‐term strategic
planning and impact framework workshops (1997 – 2004)
for the International Plant Genetics Resources Institute. Facilitation of 15 visioning workshops to
train, develop medium‐ and long‐term strategy, analyse changing focus and priorities in
development, review constraints and niche, and to plan institutional response. Included visits to Italy,
Malaysia, Syria, Sri Lanka, France and Kenya.

CIDT is a self-financing, not-for-profit development and training centre working within the academic framework of the University of Wolverhampton. It operates within an internal company structure and is highly experienced in the contractual, managerial, operational and financial aspects of external, client-funded contracts and projects. This organisational framework means that the Centre is free to respond quickly and flexibly to clients’ and partners’ needs and requests as they arise, whilst maintaining the backing of the University’s financial, personnel and quality assurance support.
