POLICY DIRECTION & DECISIONS ON NUCLEAR POWER

CABINET DECISION ON 26TH JUNE 2009:

for nuclear energy to be one of fuel options for electricity generation post-2020, for the Peninsula;

10TH MALAYSIA PLAN UNVEILED IN PARLIAMENT ON 10TH JUNE 2010:

New National Energy Policy consisting of the following 4 pillars:

•Increasing & diversifying generation capacity: hydro, importation of coal & LNG and to explore super-critical coal technology •Nuclear energy as a longer term option for Peninsular Malaysia - to implement detailed feasibility study, training of human capital and awareness campaigns. •Strengthening transmission & distribution networks; •Restructure of electricity industry and Improve customer service delivery.

•Implementation of a twin-unit NPP for commissioning in 2021 & 2022 MARCH 2011 – Formation of Malaysia Nuclear Power Corporation (MNPC) as NEPIO

o Prepare Nuclear Power Infrastructure Development Plan (NPIDP)

– to assess Malaysia’s STATE of READINESS and take

appropriate actions to be “NUCLEAR READY”. Status &

Progress regularly reviewed together with the IAEA assistance

o Site Evaluation to QUALIFY SAFETY to build NPP on Identified

Sites in Peninsular Malaysia and after comprehensive analysis

on 1 selected site to initiate NPP Site License application

o Feasibility Study will be carried out on the “final” selected NPP

site including LESSONS LEARNED from Fukushima as well as

the Reactor Technology options

o Finally, the Bid Document will be the basis to invite potential turn-

NPP vendors to bid if a NATIONAL decision is taken to proceed

with the 1st NPP project or “GO NUCLEAR”

TSO IN GENERAL– DEFINITION & ROLES

TSO is a technical and scientific support organization that

provides support concerning nuclear and radiation safety issues to

the national regulatory authority (NRA), operator and/or to the

operator/nuclear industry.

The definitions of TSO varies from country to country

To differentiate - different names such as TSO for TSO of NRA

and Design Authority for TSO of Operator. (IAEA)

TSO that provides services to NRA “should not” serve the

Operator.

Short term solution will include the option of getting

international TSOs for the first NPP.

Fore-sighting the future, to serve both NRA & Operator,

organizational restructuring may be required to avoid conflict of

interest.
