Phase 1. Phase 2. Phase 3.

Reasons for project

• Genuine wish for more integration!

• From one-way to two-way?

• Crisis in Cph – Malmö recovered faster!

Why? Reasons for more integration in the cross-border region

• Growth. A common labour market is not only a goal - also a

way to increase growth!

• Synergy. Win-Win. Surplus on one side of border – solves

lack/demands on the other side.

• More possibilities for unemployed, students,

companies,PES

• (an optimal resource exploitation, better match, economics of scale)

Characteristiques: CPH-Malmö-region

• People and job: high concentration within 1 hour!

• Border: Water! A barrier to mobility!

• Attractive: +1000 new inhabitants each month in Cph.

• Languages: Different – but similar

• Economic differences that drives commuting

• Wages/tax/net income/cost of living: Different – living in SE

• Unemployment: higher in Malmö than Cph.!

What drives us to cross the border?

A company

Knowing the

possibilities

Trouble recruiting (preschool teachers)

Profit– better

qualifications (service-sector)

Jobseeker

Knowing the

possibilities

Difficulties finding a job! (Youth in Malmö)

Profit– work, income,

employment conditions (Malmö is not Oslo

Cph. is attractive!)

PUSH

PULL

Actions in project

• Analyse incentives to commute (wages, transport aso.)

• Try to solve cross border barriers: apprenticeship in SE

and activiation

• Information – raise awareness!

• Identify job opportunities (Øresundsbalancen)

• Show them! (web)

• Train PES staff – better advice on crossborder jobs

Identify: Seeing the job opportunities on the other side of Øresund

Train: More Knowledge and better counseling effects of the Øresund course

Experiences: Cph. to Malmö

• Getting Danes to Malmö. Difficult!

• Roles for Danish Eures/Jobcentre Cph

• General info – and awareness raising

– Keep telling: Malmö exists!

• Limited part regarding. Matching.

– Support “do it yourself”

Experiences: Malmö to Cph.

• Getting Swedes to Copenhagen. Possible!

Lesson: Cph still attractive in spite of crisis

• Roles for Swedish Eures/Jobcentre Cph

• General info – and awareness raising

– Keep telling: Copenhagen exists!

• Some role regarding matching.

– Support “do it yourself”

– Matchmaking and jobseeker info and tours to Cph.

General conclusions

• Economy matters!

– Recession and change of job opportunities

– Decision to commute or migrate

• No imbalances = no commuting!

• Hard data from labour market monitoring = good argument

for action for politicians and PES-staff

• Response time: problem solved or disappeared?

• We matter!
