Contexto
En el marco del Año Internacional de la
Biodiversidad 2010 y el Año Internacional de los
Bosques 2011, la Organización Internacional de
las Maderas Tropicales (OIMT) y el Convenio
sobre la Diversidad Biológica (CDB) firmaron un
memorando de acuerdo (MdA) con el fin de
fortalecer la colaboración entre ambas entidades
en busca de sus objetivos comunes de
conservación y ordenación sostenible de los
recursos forestales tropicales.

Principales Propósitos
▪ Identificar, desarrollar e implementar
actividades específicas conjuntas en cuanto a
bosques y biodiversidad, con la activa
participación de otros actores relevantes
▪ Desarrollar un programa de apoyo de la OIMT
años para la ejecución del programa de trabajo
de la CDB sobre diversidad biológica forestal en
los países miembros de la OIMT
Objetivos y resultados previstos
▪ El objetivo general de esta iniciativa conjunta de la
OIMT y el CDB es mejorar la conservación de la
biodiversidad en los bosques tropicales con la
participación directa de los actores interesados,
abordando los principales factores causantes de la
pérdida de biodiversidad en las zonas forestales del
trópico: la deforestación y la degradación forestal.
Más específicamente, la iniciativa OIMT/CDB ofrece
apoyo a los países miembros productores de la
OIMT para reducir la pérdida de biodiversidad
mediante la ejecución del Programa de Trabajo del
CDB sobre Diversidad Biológica Forestal,
concentrándose en los objetivos comunes del Plan
Estratégico para la Diversidad Biológica 2011-2020
y el Plan de Acción de la OIMT.

Resultados Esperados
Esta iniciativa está orientada a producir los siguientes cuatro
resultados clave:
1. Mayor capacidad local para la conservación de la
biodiversidad en los bosques de producción y para la
rehabilitación de bosques secundarios y degradados;
2. Mejor conservación y gestión de áreas protegidas,
especialmente en asociación con zonas protegidas de
amortiguación, y conservación transfronteriza;
3. Protección de la biodiversidad de los bosques tropicales
en las intervenciones forestales, inclusive en la ejecución de
proyectos relacionados con el programa REDD+; y
4. Mayor bienestar de las comunidades locales y pueblos
indígenas a través de la conservación de la biodiversidad y
la utilización sostenible de los recursos naturales.

• Todos estos resultados previstos se lograrán
promoviendo la ordenación forestal sostenible (OFS)
con especial énfasis en la protección de la
biodiversidad; el seguimiento y manejo adaptable del
bosque para generar múltiples beneficios de forma
sostenible; la protección del bosque contra especies
invasoras; y la valorización de los bosques tropicales
naturales para evitar cambios en el uso de la tierra.
• La iniciativa OIMT/CDB se concentra tanto en los
bosques de producción como de protección.

Presupuesto
La fase inicial de la Iniciativa de
Colaboración cubre un periodo de 4 años
con un presupuesto de $US15 millones.
Proyectos financiados
A la fecha se han financiado 11 proyectos en
el marco de esta iniciativa con una inversión
de más de US$ 12.5 millones, cuyos
principales donantes han sido los gobiernos
de Japón, Suiza y EE.UU.

Management of Tropical Rainforests and Biodiversity
Conservation in the ITTO Congo Basin Countries

Inception date: April 2012
Overall, this five-year project (2012-2017) will
contribute to building human resources capacities
required to achieve sustainable forest ecosystem
management in the Congo basin by reconciling social
economic imperatives and the maintenance of
ecological balances.
PD 577/10 Rev.1 (F) Management of the Emerald Triangle
Protected Forests Comlex to Promote Cooperation for
Transboundary Biodiversity Conservation Between
Thailand, Cambodia and Laos
ITTO Budget: US$ 2,051,039
Beneficiary countries: Cambodia & Thailand
Executing Agencies: The Forestry Administration of
Cambodia together with Royal Forest Department of
Thailand.
Inception date: August 2012
Overall, this three-year project envisages conserving forest
biodiversity in the Emerald Triangle Protected Forests
Complex situated between Thailand, Cambodia and Lao
PDR, under the framework of a trans-boundary biodiversity
conservation area (TBCA).
To date, both beneficiary countries are already collecting
and exchanging information on wildlife distribution between
themselves and are planning joint research activities on the
regional biodiversity.
PP-A/47-266 Building Capacities of ACTO Member Countries in
Ecologically Responsible Forest Management and
Biodiversity Conservation in Managed Forests
of the Amazon

Beneficiary countries: Bolivia, Brazil, Colombia,
Ecuador, Guyana, Peru, Suriname, Venezuela
Executing Agency: Amazon Cooperation Treaty
Organization (ACTO)
Inception date: July 2013
The project intends to enhance biodiversity
conservation and strengthen environmental
guidelines in managed forests across the Amazon
Region.
Currently the 8 ACTO member countries are defining
the details of the project’s activities in order to initiate
its implementation on the ground.

Sustainable Management of Sacred Forests on RAMSAR
Sites 1017 and 1018 in Benin

Inception date: 25 April 2013
This 8-month pre-project aims to contribute to
the sustainable forest management and
conservation of biodiversity in Benin by
building the capacity of local communities to
improve their living conditions, through the
conservation of sacred forests part of Ramsar
Sites 1017 and 1018.

in Betung Kerihun National Park (BKNP) as the
Trans-boundary Ecosystem between Indonesia and State
of Sarawak Malaysia - Phase III

(BKNP), Directorate General of Forest Protection and

Inception date: October 2013
Overall, this 4-year project aims to promote
sustainable conservation management of the Betung
Kerihun National Park (BKNP) established in 1992
covering around 800,000 ha, as a transboundary
ecosystem between Indonesia and Malaysia
(Sarawak).
PD 635/12 Rev.2 (F) Buffer Zone Management for Pulong
Tau National Park with Involvement of Local Communities
in Management, Sarawak, Malaysia

Inception date: August 2014
This 2-year project aims to facilitate the
establishment of a 6,000 ha buffer zone and
securing a forest base to meet the communities’
needs. It is to study the multiple functions of
buffer zones for environmental services like
watershed protection, biodiversity conservation
and research, and communal use.

Resources and Biodiversity in the Tacaná Volcano and
Its Range of Influence in Mexico and Guatemala

INTERCOOPERATION (HSI)
Inception date: July 2014
The objective of this project is to contribute to
improving the living standards for 28,000 people in
both countries, based on the conservation and
sustainable use of local natural resources.
Specifically, it will launch a participatory process for
natural resource and biodiversity management,
conservation and use in the Tacaná Volcano and its
range of influence in Guatemala and Mexico.

celebica) Involving Local Stakeholders in Sulawesi
(Indonesia)” submitted by the Government of Indonesia

“Local Capacity Building for the Management of
Secondary and Residual Primary Forests in the
Provinces of Coronel Portillo and Padre Abad,
Department of Ucayali, Peru” submitted by the
Government of Peru with an ITTO budget of US$522,637
Conclusiones
En general, el importante progreso alcanzado en el
proceso de colaboración entre el Convenio sobre la
Diversidad Biológica (CDB) y la Organización
Internacional de las Maderas Tropicales (OIMT)
mediante la ejecución de 11 proyectos en el marco de
la Iniciativa de Colaboración OIMT/CDB para
Conservar la Biodiversidad de los Bosques Tropicales,
con una cobertura de 26 países en las tres regiones
tropicales del mundo, ya está contribuyendo
notablemente a la consecución del Plan Estratégico
para la Diversidad Biológica 2011-2020 y, en particular,
las siguientes Metas de Aichi sobre la biodiversidad
en el ámbito forestal:
Conclusiones
Meta 5: Para 2020, se habrá reducido por lo
menos a la mitad y, donde resulte factible, se
habrá reducido hasta un valor cercano a cero,
el ritmo de pérdida de todos los hábitats
naturales, incluidos los bosques, y se habrá
reducido de manera significativa la
degradación y fragmentación;
Meta 7: Para 2020, las zonas destinadas a la
agricultura, acuicultura y silvicultura se
gestionarán de manera sostenible,
garantizándose la conservación de la
diversidad biológica;
Conclusiones
Meta 11: Para 2020, al menos el 17 por
ciento de las zonas terrestres y de aguas
continentales y el 10 por ciento de las
zonas marinas y costeras, especialmente
aquéllas de particular importancia para la
diversidad biológica y los servicios de los
ecosistemas, se conservarán por medio de
sistemas de áreas protegidas
administrados de manera eficaz y
equitativa, ecológicamente representativos
y bien conectados y otras medidas de
conservación eficaces adoptadas por
zonas, y estarán integradas en los paisajes
terrestres y marinos más amplios; y
Meta 15: Para 2020, se habrá incrementado la
resiliencia de los ecosistemas y la
contribución de la diversidad biológica a las
reservas de carbono, mediante la
conservación y la restauración, incluida la
restauración de por lo menos el 15 por ciento
de las tierras degradadas, contribuyendo así a
la adaptación al cambio climático y su
mitigación, así como a la lucha contra la
desertificación.
