of Fertilizers mandate is to ensure smooth and timely availability of
quality fertilizers to the farmers in all parts of the country. Though
there has been substantial increase in production and consumption of
fertilizers over the years, nutrient response ratio is not so encouraging
mainly due to imbalanced fertiization and lack of use of micro and
secondarynutrients.

Theneedforincreasingagriculturalproductionandproductivitycannotbeoverstated.
The use of chemical fertilizers becomes very important in this context. The Indian National
Food Security Act. 2013 aims to provide subsidized foodgrains to approximately two thirds
of Indias 1.2 billion people. To achieve this objective, agricultural productivity needs to be
further increased which is possible only with balanced use of chemical fertilizers and
bringingmorecultivablelandunderfertilizeruse.
2. Theconsumptionoffertilizeroveraperiodhasshownincreasingtrend.During2011-12,
the consumption of fertilizers has increased by 23% as compared to 2006-07. However
during 2012-13, the consumption was down by 8% as compared to previous year. The
foodgrain production during 2012-13 is expected to be about 2553.60 LMT, marginally lower
than the previous year. With more stability in international prices of fertilizers and the
exchange rate of Indian Rupee, the consumption of fertilizers is expected to improve in

3. The balanced use of chemical fertilizer is important not only for increasing the
agriculturalproductivitybutalsoforsustainingsoilfertility. TheconsumptionofNPKratio
has also changed over a period of time. During 2008-09, the consumption of NPK ratio
was4.6:2.0:01whichhaschangedto 8.2:3.2:01during2012-13.

Planning Commission has demarcated the geographical area of India into 15 agro-climatic
region. These are further divided into more homogenous 72 sub-zones. The 15 agro-climatic
