La compétence de ses professionnels couplée à des organes et mécanismes de soutien diversifiés et complémentaires ont fait de la Belgique un partenaire dynamique et attractif.
Dans sa première partie, ce guide fournit des informations pratiques sur les principaux mécanismes de soutien aux projets. Ces informations ne visent pas à l’exhaustivité mais à donner une vue d’ensemble des possibilités de collaboration en Belgique francophone. As a small market, Belgium has always sought to cooperate with foreign partners, in the audiovisual industry perhaps even more than in other sectors.
The competence of our profession-als beyond discussion, a multitude of organisms and mechanisms have been established the past couple of years to support the sector, giving it more solid structure and making it more attractive and accessible.
The first part of this industry guide sup-plies practical information on the main support mechanisms for audiovisual projects. This guide, however, makes no claim to be exhaustive. It intends to offer a survey of opportunities for cooperation in and with French speaking Belgium. For further details, please visit www.wbimages.be and the websites and contacts of the organisms.
The second part presents a survey of the industry for each of the audiovisual practises and professions.

Créée en 1984, WBImages est l’agence officielle pour la promotion internationale de l’audiovisuel de la Fédération Wallonie-Bruxelles.WBImages est co-financée et co-gérée par le Centre du Cinéma et de l’Audiovisuel et Wallonie Bruxelles International.

La production indépendante en Belgique francophone est très dynamique. Chaque année environ 20 longs métrages, 120 courts métrages, 50 documentaires de création y sont produits.Le secteur de l’animation y est également très développé, faisant de la Belgique un des premiers partenaires européens en la matière.
Les sources de financement étant limitées par l’étroitesse du marché national, les professionnels belges ont développé un savoir-faire en matière de coproduction internationale.
3 principaux types de financement : culturel, économique, fiscalIl existe en Belgique différentes sources de financement de l’audiovisuel.
Les Communautés française (le Centre du Cinéma et de l’Audiovisuel) et flamande (le Vlaams Audiovisueel Fonds) octroient des aides (écriture, production, promotion, distribution, diffusion) sur base de critères culturels.Les régions sont impliquées dans le développement industriel de l’audiovisuel par l’octroi de subventions (aux projets et aux structures) et la création de bureaux d’accueil pour promouvoir et faciliter les tournages dans les différentes parties du pays.
PANORAMAWith an annual output of some 20 feature-length theatrical films, 120 short films and 50 creative documentaries, independent audiovisual production in French speaking Belgium is highly prolific, whereas the highly qualified animation sector makes Belgium one of the leading partners in the European animation industry.
The sources of finance being limited as a result of the limited scope of the national market, Belgian professionals have developed particular knowhow on the level of international co-production.
In Belgium, audiovisual projects can draw on three main sources of finance : cultural, economic and fiscal sources.
The French (Centre du Cinéma et de l’Audiovisuel) and Flemish Community (Vlaams Audiovisueel Fonds) lend support on the basis of cultural criteria (script, production, promotion, distribution, broadcasting). On the other hand, the Regions are involved in the industrial development of the audiovisual sector by means of subsidies (project and structural) and the creation of film offices to promote and facilitate shooting on location in various parts of the country.

Au niveau fédéral, le Tax shelter offre une économie d’impôt aux sociétés belges investissant dans une œuvre audiovisuelle.
Les producteurs belges ont accès aux principaux mécanismes de financement européens, Eurimages et Creative Europe.
Les télévisions sont, en Wallonie- Bruxelles, un partenaire financier important. Qu’ils soient publics ou privés, les radiodiffuseurs doivent investir une partie de leurs ressources dans la production indépendante, sous forme de coproduction ou de pré-achat.
Des industries techniques performantes et compétitivesLe secteur de la postproduction est extrêmement actif en Belgique. Les tarifs appliqués par les entreprises belges sont très compétitifs et la qualité de leurs services est internationalement reconnue.
Différents canaux de diffusionLe secteur de l’exploitation cinématogra-phique en Belgique est dominé par les multiplexes (25% du parc et plus de 80% des entrées). On compte par ailleurs, une dizaine de cinémas art et essai.
On a federal level, the tax shelter offers tax benefits to Belgian companies which invest in audiovisual works.
The Belgian producers have access to the main finance mechanisms offered by the European Union: Eurimages and the MEDIA Programme.
In Wallonia-Brussels, broadcasters are important partners in finance, too. It is compulsory for public or commercial broadcasters alike to invest part of their resources in independent film production, either as co-producer or in the form of presales.
Competitive and performing technical industriesThe Belgian post-production sector is extremely active. The rates applied by the Belgian companies are highly competitive and the overall quality of their services is internationally renowned.
Variety of distribution channelsWith 25% of the global infrastructure and 80% of the global box office, the Belgian film exhibition sector is dominated by the multiplexes. Apart from that, Belgium counts about ten arthouse theatres.

La Belgique compte de nombreux festivals couvrant l’ensemble des genres de production (long et court métrages, documentaire, animation, thème…) dont certains ont une renommée internationale.
L’audiovisuel étant réglementé au niveau des Communautés, il existe deux marchés distincts (francophone et néerlandophone). Ceux-ci s’organisent néanmoins entre chaînes publiques (RTBF et VRT), privées (RTL-TVi, AB, VTM, VT4…) et à péage (Be TV, VOO, Belgacom TV, Telenet). Il existe également 12 télévisions locales francophones et 10 télévisions locales néerlandophones.
Des formations artistiques et techniques renommées Il existe en Belgique plusieurs écoles artistiques et techniques dispensant des formations aux métiers de l’audiovisuel dont la renommée attire de nombreux étudiants étrangers. Ces formations couvrent l’ensemble des techniques (fiction, documentaire, animation).
Belgium counts a variety of film festivals for all branches of the arts and industry, ranging from theatrical films, short films, documentary and animation to thematic or niche-oriented festivals, some of which enjoy international renown.
Audiovisual practise being regulated by the Communities, Belgium has two distinct broadcasting markets (French speaking and Dutch [Flemish] s peaking). It includes public broadcasters (RTBF and VRT), commercial networks (RTL-TVi, AB, VTM, VT4…) and pay-TV (Be TV, VOO, Belgacom TV, Telenet). Apart from that, there are also 12 local French speaking and 10 Dutch [Flemish] speaking television networks.
Renowned artistic and technical training and educationBelgium counts several film schools, where either artistic or technical audiovisual training is supplied. They have an international reputation and attract a good deal of foreign students. The film schools supply training in all areas of the audiovisual practise, from fiction and documentary to animation.

The new law of May 12th, 2014, implemented on January 1st, 2015 has brought an important reform to the Tax Shelter system. The Tax Shelter system is a federal tax incentive aiming to encourage the production and creation of European audiovisual works. It allows companies who wish to invest and support audiovisual productions to benefit from tax deductions equal to their investment, with an extra return on tax savings of 5,37%.
