The Germantown Village Board last week elimi-nated the requirement for a business that a sidewalkbe installed along Kleinmann Drive.
Sidewalks were required to be installed as part ofthe development of the Lannon Road Business Park.
However, the Carlson Investment Group, the develop-er for the business park, became the subject of a fore-closure proceeding and the sidewalks were neverinstalled.
The request to remove the sidewalk requirementwas made by Paul Stangl, an agent for SCS LLT, whichis developing a property at W189 N11100Kleinmann Drive.
At the start of discussion, Trustee Art Zabel saidthe matter "has been going on for a long time" as thePublic Works Committee recommended three yearsago that sidewalks be installed. Trustee AlVanderheiden added that no sidewalks have beeninstalled by existing business and said the villagecould end up with "a lot of maintenance in the projectand not much use to it."

Students at Amy Belle Elementary didn'tneed to travel to an art museum a few weeksago, as they had the work of Diego Riverabrought to them.
Rivera (1886-1957) was a prominent
Mexican painter who played a role in estab-lishing the mural movement in Mexican art.Reproduction of a few of Rivera's works wereon display at Amy Belle from Feb. 25-March1. The reproductions were from the Teacher'sDiscovery company and art teacher LisaCheung arranged to have the murals at theschool for the week.
"I chose Diego Rivera because I wantedto bring an artist from another culture toshare with my students. Many of the famous,most studied artists in history are from theUnited States or Europe," Cheung explainedin an email. "I enjoy sharing those artistswith my students but I also like to teach mystudents about the art made around theworld in Asia, Africa and so on."

"All of the above-mentioned events areking place while teachers, schools, andstricts are required to use the student learn-g data they generate, as unstable as it is, tovaluate, score, and publicly post their indi-dual and collective effectiveness," Balesid.
Locally, Germantown Superintendentusan Borden explained that the frequency
professional development days hascreased "as there is more direction from theate (DPI and legislatively)."
"The days are now much more connect-
ed with what teachers do in the classroom.We typically learn about something, apply itand check back to ensure what we are doingis working. Further, data has taken on amuch larger role, so we utilize the days toexamine data and determine the best teach-ing methods for specific students," Bordensaid.
Borden explained the days can varygreatly. One day departments in grades 6-
12 may come together to talk about verticalalignment while another day high schooland middle school staff may be separated towork on specific training while elementaryschool teachers may work by building ratherthan grade level.
"It varies depending on the need,"Borden explained. Borden said the districtuses a trainer of trainers model to createinternal experts who then train other districtstaff. Two examples cited by Borden areteachers who have taken additional trainingthrough CPI (Crisis Prevention Institute), forSmartBoards or assessment literacy. Each ofthese experts trains their colleagues.
Bales also noted how professional devel-opment has changed. Prior to Act 10 beingapproved, professional development dayswere negotiated between individual schooldistricts and their teacher unions, with thecontent of the days determined by the dis-trict.
"The advent of (Wisconsin) Act 10,which removed most collective bargainingrights from public employees, has undoubt-edly changed how the numbers of days andhours teachers devote to district-determinedprofessional development," Bales stated."(Wisconsin) Act 166, which requires evalu-ations based on teacher effectiveness, hasthe potential to complicate relationshipsbetween and among what types of profes-sional development a district offers, whatteachers learn, how it changes their profes-sional practice, and any measured changesin student learning."
One of the biggest challenges for dis-tricts is determining when to schedule profes-sional development time into the school cal-endar. Borden noted that through district sur-veys the district has learned that many peo-ple want the school year compactedbetween Sept. 1 (the required starting datefor schools) and June yet also want tradition-al time for the winter and spring breaks andat the end of October.
"These two ideas just don't work togeth-er. Additionally, there is some thinking thatthe training can happen only before schoolstarts (August) and after it ends (mid-Juneand into July). However, when it comes toensuring that we are using data and being
agile in our work with students, these twoideas also don't work together we need toadjust as we work with students, not just eval-uate the results at the end," Borden said."What if what we did isn't working when isthe appropriate time to adjust? Certainly, notonce the year is done. And data is just oneexample."
Bales indicated that "the most effectiveprofessional development occurs when dis-
trict stakeholders establish a common visionand long-range goals for teacher and stu-dent learning."
Bales said that planning "is time consum-ing under the best conditions" and "virtuallyimpossible" while policy mandates areunfolding. Bales also asked if "policy-makers

sions and oversee events, as well as for setup from 3:30 to 6:30 p.m. Interested teensshould stop by the high schools YouthFutures during lunch April 29 and May 1.Assignments will be given on a first-come,first-served basis, but an effort will be madeto accommodate requests. A maximum of 60volunteers will be selected; no walk-ins theday of the event.
The lock-in is the major fundraiser for theyouth organization that promotes substance-free living among teens.

approved the selection of a new parks andecreation director March 18. Justin
Casperson will fill the vacancy createdwhen Brett Altergott left for a position inMinnesota earlier this year.
Casperson comes to Germantown froma position with the Parks and RecreationDepartment in the city of West Bend.
The board also approved two otherpark and recreation items. The boardapproved a request for program agree-ments with Camp Invention and the BritishMulti-Sports. Interim Parks and RecreationDirector Joe Masiarchin explained thatCamp Invention is a technology, scienceand engineering program that will be heldat Kennedy Middle School while BritishMulti-Sports will cover British sports such asugby, cricket, rounders and netball.
In a memo to the board, Masiarchinaid that while such agreements were
approved by the parks and recreationdirector with fees being approved by thePark and Recreation Commission, communi-cation with the village attorney led to theconclusion that such agreements should be
reviewed and approved by the VillageBoard.
Masiarchin said that both programs arenew for village parks and recreation. Hesaid that while Camp Invention had beendone through the Germantown SchoolDistrict in the past, it wasn't done last year.The British Multi-Sports program offerssports not offered in the community.
The Park and Recreation Commissionwas scheduled to consider fees at its March20 meeting.
The board also approved affiliateagreements with Germantown HawksFootball and the Germantown Soccer Clubfor the use of space at Friedenfeld Park.Masiarchin said the original agreementswere for 10 years while the new agree-ments are for three years. In a memo to theboard, Masiarchin added a per participantfee was added to address deficiencies infield maintenance. The fees will be addedto the village non-reverting, non-lapsingfacility fund to help maintain spaces usedby the organizations.
