• Minimum of 25% to Law Enforcement (LE)– Terrorism prevention-oriented planning

• 50% Limit Personnel Related Activities– Pay for staff and/or contractor regular
time costs– Overtime costs– Backfill costs
• Must be tracked and submitted separately for all planning, training, exercise and equipment activities

Preservation (EHP)– Any project with impact on natural or
biological resources or historic properties – Applies to certain:
• equipment • exercises• training events
– FEMA review and approval required– Not needed for application. Submit to
OES at least one month before expenditure.

Authorized Equipment List (AEL)– List can be filtered by grant– 21 equipment categories– EHP required items identified

supplies allowable expense– Must have
• Viable inventory management plan• Effective distribution strategy• Sustainment costs• Logistics expertise to avoid wasting supplies

• Eq Maintenance/Sustainment Costs Allowed:– Maintenance contracts– Warranties– Repair/replacement costs– Upgrades– User fees
NOTE: Equipment must be purchased with HSGP funds and only during grant performance period

• Performance Bond required for:– any equipment >$250,000– any vehicle– any aircraft– any watercraft
• Bond costs are allowable, include in your application workbook

– Must be conducted in accordance with HSEEP manuals
– Must submit an After Action Report (AAR) & Improvement Plan (IP) within 90 days of exercise
– Costs will not reimbursed until AAR/IP submitted
