Environmental design – poor infrastructure, roads / emergence of shacks (uncontrolled) / poor or no street lighting / lack of house numbering /open spaces.

Complainants tend to often withdraw cases stating that they do not have time to go to court (repeat offenders)

Lack of sufficient by- laws , opening of businesses by foreigners / illegal immigrants.

Contributing Factors39

Ever expanding informal settlement population places a strain on policing and resources, both human and physical.

Large number of vacant / disused /unused buildings.Increase in rapes – Bloemspruit / Sonskyn – increase

in reporting rates Increased number of Service Delivery actions –

foreigners are targeted / attacked. Illegal mining activity – Goldfields Cross border crime

Contributing Factors40

Increase number of rapes at Phuthaditjhaba– as a result of a serial rapist near the University. Coupled with rapes he was linked to robberies, theft, attempted murders. Arrested and linked to 13 rapes and robberies.

Increase in Trio – crimes (business robberies) – 41 Awaiting Trial Prisoners escaped from Harrismith. Upon arrest, they were linked to business robberies.

Implementation of the Turn Around Strategy :-

Re-alignment of accountability sessions – Stations to Clusters, weekly and bi-weekly / Clusters to Province –monthly and quarterly

Sustained visibility on the major routes

Sector policing project at Bloemspruit, Parkweg – benchmarking from Thabong, aimed at sustained visibility and collaborative interventions

Every Tuesday, Provincial Heads go to Clusters and stations – performance based interventions

Return and formalisation of the OCTA process- stations to undertake docket analysis

• Sustain project orientated task teams focussing on TRIO and priority crimes

Resource Management Committee established to address the strategic deployment and utilization of resources (human and physical)
