Establishing new themesLifecycle WG efforts are putting forward a reduction in the number of themes from current Circular A-16 This supports the need for better integrated

themes with associated datasets with sound quality management processes and consistency across data provider agencies.

Agency attention is critical so that alignment is accepted and ensures consistency within the community for policy, architecture and lifecycle standards.

NIEM – National Information Exchange ModelDefines the “load” within a data packet that can be read by anyone who is using the NIEMIn your FY11 Passback, a provision asked all agencies to evaluate the adoption and use of the NIEMRecognized that NIEM may not be the solution in all casesEmail NIEMPMO@niem.govNIEM PMO in DHS is available to assist agencies with their evaluations and questionsSeries of upcoming training sessionsA&T workgroup to address (on agenda today)

22

NIEM Evaluation RequestSent on behalf of Kshemendra Paul, Federal Chief ArchitectBy 5/1/2010, all agencies shall evaluate the adoption and use of the National Information Exchange Model as the basis for developing reference information exchange package descriptions to support specification and implementation of reusable cross-boundary information exchanges. A cross-boundary information exchange is one that crosses a bureau or agency boundary, including information sharing with international, State, local, tribal, industry, or non-governmental organization partners. The evaluation should include an alternatives analysis, cost-benefit analysis, and gaps or issues, if any, in governance and cost sharing based on provided template. To provide guidance and tools to help you meet this requirement, the Office of Management and Budget has scheduled a NIEM Overview Briefing on Friday January 29, 2010.Evaluations are intended to be performed at the program/office levelRequest and responses go through the agency CIO’s office.

Place-Based Policy - Background

Executive Office of the President Memorandum M-09-28: “Developing Effective Place-Based Policies for the FY 2011 Budget, August 11, 2009”OMB Budget Data Request No. 09-42: “Place-Based Policies and Programs”

“… to advance the Administration’s domestic and fiscal priorities and to increase the impact of government dollars by leveraging place-conscious planning and place-based programming.” “Place-based policies leverage investments by focusing resources in targeted places and drawing on the compounding effect of well-coordinated action. Effective place-based policies can influence how rural and metropolitan areas develop, how well they function as places to live, work, operate a business, preserve heritage, and more. Such policies can also streamline otherwise redundant and disconnected programs.”FGDC support/participation in Place-based policies in continued discussionshttp://www.whitehouse.gov/omb/assets/memoranda_fy2009/m09-28.pdfContact: Ivan DeLoatch, ideloatch@fgdc.gov
