• The federalists are people who wanted ratification of the constitution
• The anti federalists were against ratification and argued that the federalists gained ratification illegally

What strategies did federalist use in the struggle for ratification?
• The federalists bribed to rush the process so the anti federalists didn’t have the time to oppose them
• They scheduled the ratification too early so westerners from Pennsylvania couldn’t send many delegates
• They also published essays in newspapers to get people to support ratification and to rebut anti federalist arguments

• Nine states voted to ratify the constitution except New York and Virginia.
• Without Virginia the nation would be split in two, and New York was America’s primary commercial hub.
• The Federalists struck a deal. • They added a bill of rights to the
Constitution.• New York and Virginia approved.

Rhode Island to approve the constitution.
• North Carolina approved when the ten amendments became the Bill of Rights.
• Rhode Island finally ratified when its largest city, Providence, threatened to leave and join the union.
